This Assessment provides key background information on the potential availability of land for housing in North Norfolk, which may contribute towards meeting North Norfolk’s housing needs. Strategic Housing Land Availability Assessments are not policy documents, they are a source of evidence which is used in the preparation of planning policy documents including Local Development Framework Core Strategies and Allocation Plans. 1.2 This document identifies potential sites for housing development in the district, it does not determine whether individual sites should be allocated for housing or granted planning permission, nor does it indicate any preference towards specific sites. Decisions regarding (2) allocation of land for housing are made in the Core Strategy and Site Specific Proposals (3) Development Plan Documents. 1.3 Planning Policy Statement 3: Housing (PPS3), published in November 2006, seeks to ensure that the planning system delivers a flexible and responsive supply of housing development land. To this end it requires local planning authorities to: Identify specific, deliverable sites for a five year period that are ready for development; Identify specific, developable sites for years 6-10; Where it is not possible to identify specific sites for years 11-15 to indicate broad locations for future growth. 1.4 PPS3 states that Local Development Documents should be informed by a robust evidence base. Strategic Housing Land Availability Assessments (SHLAAs) are one of the key components of the evidence to support the delivery of sufficient land for housing. 1.5 This SHLAA includes details of many potential development sites in the District and provides a broad picture of the capacity of North Norfolk to accommodate new residential development. Potential development sites include those with planning permission, those where there is an expectation that planning permission may be granted, and those which have been identified (either via the preparation of this study or in other planning documents) as possible locations for new housing developments. Not all sites included will be suitable or available for housing and some may not come forward for development. The Assessment will be kept under regular review and published annually alongside a Five Year Land Supply Statement. 1.6 A Five Year Land Supply Statement identifies specific sites which the Council considers are likely to contribute to the delivery of housing land in the next five years. Only sites where there is a realistic expectation that additional dwellings will be available within the five year period are included within the Five Year Land Supply. This will also be updated regularly in order to demonstrate a continuous supply of housing land. 1.7 The information included in this document is based on the evidence available on the 1st of April 2009. 1.8 The Government published practice guidance on Strategic Housing Land Availability Assessments in July 2007 (Strategic Housing Land Availability Assessments Practice Guidance, July 2007, DCLG) to provide advice on how to carry out an assessment and assess the deliverability and developability of sites. This identifies that the purpose of a SHLAA is to: 1 2 3 2 Planning Policy Statement No 3 - Housing, CLG Nov 2006 North Norfolk Core Strategy incorporating Development Control Policies, Sept 2008 North Norfolk Site Specific Proposals Draft Plan, June 2009 North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) Identify sites with potential for housing; Assess their housing potential; and Assess when they are likely to be developed. 1.9 The SHLAA process is detailed in the methodology section of this Assessment (see Section 2), which was the subject of consultation in late summer 2008. 1.10 Preparation of this report has followed consultation with representatives of the local house building industry and others involved in the delivery of housing in North Norfolk. All consultees are listed in Appendix B. Structure of document. 1.11 Following this introduction this document is structured as follows: 1.12 Section 2 provides details of the methodology for the preparation of this Assessment and describes how this methodology complies with the SHLAA guidance published by the government. 1.13 Section 3 presents the results of the Assessment and includes details of potential sources of housing including details of sites already in the planning system, sites considered in the various stages of preparing the Local Development Framework, sites identified in the SHLAA survey and an allowance for other potential sources such as windfall developments. A summary of all sources is included at the end of this section. 1.14 Section 4 outlines the arrangements for updating the Assessment. 1.15 The Appendices include maps of the identified sites and samples of documents referred to in the methodology. North Norfolk Context 1.16 North Norfolk District Council consulted on preferred options for both the Core Strategy and Site Specific Proposals Development Plan documents in the Autumn of 2006. A significant amount of work was undertaken in preparation of these documents, including inviting stakeholders to suggest potential development sites, assessing other available sites in the District, and appraising the development potential of sites through the Sustainability Appraisal and Appropriate Assessment processes. The Core Strategy was submitted for examination in June 2007 and subject to Public Hearings in December 2007 / January 2008. The Inspector’s Binding Report indicating that the Core Strategy was sound was received in July 2008. The Core Strategy was adopted on the 24th September 2008, and identifies the quantum, and broad distribution, of new housing development in the District over the next 15 years. 1.17 In respect of the amount of new housing development, the East of England Plan requires that North Norfolk should plan to provide for at least 8,000 new dwellings between 2001 and (4) 2021. According to the latest information approximately 2,870 of these dwellings have been built since 2001, a further 1,904 have planning permission, and it is estimated that an additional 2,514 dwellings will occur as windfall development. Therefore some 7,288 of the 8,000 dwelling requirement is accounted for. The remainder, some 712 dwellings, will need to be accommodated on new sites allocated through this Site Specific Proposals Plan. Additionally, (5) there is a national policy requirement for local planning authorities to maintain a supply of 4 5 Housing Land Availability Study, April 2009 Planning Policy Statement 3 (PPS3) - Housing North Norfolk District Council 3 Strategic Housing Land Availability Assessment (SHLAA) building land which will be adequate to meet housing development needs over the next 15 years. The Core Strategy consequently suggests that land should be allocated for between 2,700 and 3,400 dwellings so that, not only will the 8,000 dwelling requirement be met, but also suitable development sites will continue to be available in the years immediately following the period covered by the plan. 1.18 Preparation of a SHLAA for North Norfolk therefore needs to be seen in the context of a sound Core Strategy and the considerable work that has already been undertaken in terms of housing land availability and appraisal of sites. Individual sites which have already been identified and have been subject to earlier sustainability appraisal work would accommodate in the region of 25,000 additional dwellings. When added to existing commitments this number equates to around four times the 8,000 dwelling requirement of the Core Strategy and in excess of eight times the number of dwellings that the Core Strategy requires on new allocations of residential development land. 1.19 It was therefore considered appropriate to introduce a “policy filter” at an early stage in the development of the SHLAA so that it builds on previous work already undertaken for the Site Specific Proposals DPD and avoids the inclusion of sites which would not accord with the adopted policy framework or the principles of sustainable development. The 'search' for sites has accordingly been constrained to those in settlements identified as suitable for additional development. Defining Capacity 1.20 SHLAAs are intended to be a statement of total possible capacity of the study area to accommodate new housing development. They do not assess if sites should be developed but do consider if a site could be developed. 1.21 In theory vast areas of land in North Norfolk could be developed. However, there would be little value, and it would be a waste of resources, to assess the suitability and deliverability of all land in the District (unconstrained capacity) as much of this land could not be developed in a sustainable way. The Council therefore prepared this Assessment to assess the theoretical capacity of land located in areas where housing development would comply, at least in principle, with the approved Core Strategy (constrained capacity) and to test the deliverability of the most suitable sites. This included all land and buildings in, and closely related to, the eight Principal and Secondary Settlements and sixteen Service Villages identified in the Core Strategy, irrespective of the current land use designations shown on the Core Strategy Proposals Map. Thus land and buildings which are shown as Residential Areas, Employment Areas, Open Land Areas, Car Parks and other area based policy designations shown on the Proposals Map were considered as theoretically suitable. 1.22 However, in an early stage of the Assessment, sites in the following categories were excluded from further consideration as they are regarded as unsuitable locations for residential development: All land and buildings shown as falling within the Coastal Erosion Constraint Area defined in the Core Strategy; All land and buildings within Flood Risk Zones 2 and 3 as shown on the Environment Agency Flood Risk Maps; Sites within a Major Hazard Zone (Inner Zone) and Gas Pipe Buffer Zone; Sites designated for one of the following: SSSI, National Nature Reserve, Historic Park and Garden, Scheduled Ancient Monument, Special Area of Conservation, Special 4 North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) Protection Area, Regionally Important Geological Site, County Wildlife Site, Local Nature Reserve, Ancient Woodland, Roadside Nature Reserve; Areas which are subject to physical constraints which are not capable of being addressed (e.g. woodland, lake, etc); Sites designated as Minerals or Waste Investigation or Consultation Areas; (6) Undeveloped land identified in Employment Land Review for retention for employment purposes; Sites below a size threshold of 10 dwellings in Principal and Secondary Settlements or 3 dwellings in Service Villages (a mathematical allowance has been made for smaller sites which may come forward as windfall development); Sites with planning permission or allocated for an alternative use where residential development is considered unlikely; and Statutory allotment sites. 1.23 The SHLAA identifies sustainability issues and physical constraints that might make a site unsuitable for development. Sites which perform poorly in the Sustainability Appraisal process are not regarded by the Council as suitable locations for development and consequently the Council does not consider it appropriate to test the 'availability' or 'achievability' of such unsuitable sites at this stage. Details of these sites are nevertheless included within the Assessment and their suitability will be kept under review. Relationship Between SHLAA & the Development Plan 1.24 A SHLAA does not make decisions about whether sites should be ‘allocated’ through planning policy documents or granted planning permission. Potential sites for new housing which are identified through the SHLAA will be further tested through the plan making process for Development Plan Documents, including Sustainability Appraisal / Strategic Environmental Assessment, Appropriate Assessment, stages of public participation and independent examination. Nothing in this final Assessment should be taken as an indication that planning permission will be granted for development on the sites identified. 1.25 The following diagram illustrates the relationship between the SHLAA and some of the other planning documents prepared by the Council. 6 North Norfolk Employment Land Review 2007 - NNDC North Norfolk District Council 5 Strategic Housing Land Availability Assessment (SHLAA) Figure 1 Relationship Between SHLAA & the Plan Making Process Flowchart Relationship Between SHLAA (Strategic Housing Land Availability Assessment) & the Plan Making Process Call for sites Planning Permissions, UHCS, 5yr Supply Statement Settlement Surveys All potential development sites in North Norfolk SHLAA All potential sites that comply with Core Strategy settlement selection All sites Appropriate Assessment Sites with potential impact on natura 2000 sites Sustainability Appraisal Sites that are likely to be built within 5 yrs 5 year Land Supply Statement Options Consultation Annual Monitoring Report Review policy if required DRAFT PLAN includes ‘best’ sites Draft Plan Consultation SUBMISSION PLAN 6 North Norfolk District Council Allocations deliverable in 5 yrs KEY: all documents produced by Planning Policy Strategic Housing Land Availability Assessment (SHLAA) Stages in Preparing a Strategic Housing Land Availability Assessment 1.26 The Government Practice Guide on SHLAAs sets out the following eight stages in preparing a SHLAA, with two further optional stages (stages 9 and 10). The Council has adopted this staged approach as described in the following methodology section. Figure 2 Stages in Preparing a SHLAA Flowchart North Norfolk District Council 7 Strategic Housing Land Availability Assessment (SHLAA) 8 North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) 2 Methodology Methodology North Norfolk District Council 9 Strategic Housing Land Availability Assessment (SHLAA) 2 Methodology Stage 1: Planning the Assessment 2.1 This Assessment was carried out covering the area of North Norfolk only, by members of the planning policy team at North Norfolk District Council. Separate SHLAAs are being undertaken in neighbouring districts, including the Greater Norwich area, Breckland and Kings Lynn. A list of those consulted on the methodology can be found in Appendix B. At the same time as planning the Assessment the Council also undertook a further 'call for sites'. A copy of the site proforma sent out can be found in Appendix D. Stage 2: Determining the Sources of Sites 2.2 As a first stage in the preparation of this Assessment it was important to establish which potential sources of new housing would be included. It would not be possible, neither would it be a good use of resources to identify all possible sources of housing land. This Assessment therefore limits the sources included by location and by site size. For new sites which do not yet have planning permission, the Core Strategy Selected Settlements are used as a sieve and only sites in, or adjacent to, the following locations are included in the Assessment: 2.3 Principal and Secondary Settlements: Cromer, Fakenham, Holt, Hoveton, North Walsham, Sheringham, Stalham and Wells-next-the-Sea. 2.4 Service Villages: Aldborough, Bacton, Blakeney, Briston / Melton Constable, Catfield, Corpusty/Saxthorpe, Happisburgh, Horning, Little Snoring, Ludham, Mundesley, Overstrand, Roughton, Southrepps, Walsingham and Weybourne. 2.5 Sites already in the planning system (i.e. unimplemented planning permissions) are included in the Assessment regardless of their location. The Core Strategy does not identify the need for a new free standing settlement and therefore this potential source has not been considered. Given the rural character of North Norfolk it is not considered appropriate to consider major intensification of existing built up areas. The North Norfolk Local Plan made no housing allocations and therefore there are no unimplemented allocations that could be assessed. 2.6 The Assessment has therefore drawn from the following potential sources of sites: Land in uses, other than residential, which may be suitable for housing within the Selected Settlements; Outstanding planning permissions across the District; Permissions under construction across the District; Vacant and derelict land and buildings within the Selected Settlements; Surplus public sector land Urban extensions adjacent to the Selected Settlements; Previously identified sites in and adjacent to Selected Settlements suggested in earlier rounds of consultation associated with preparation of the Site Specific Proposals Development Plan; Car parks within the Selected Settlements; Any other sites put forward by SHLAA consultees and others during the preparation of the SHLAA; An allowance for small scale development (windfall). 10 North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) 2.7 All suitable, unsuitable, desktop survey, mixed use, alternative use and rejected sites are shown on settlement maps provided in Appendix A. 2.8 Only sites which are suitable for the erection of 10 dwellings or more in Principal and Secondary Settlements and 3 or more in Service Villages are included in the potential sites survey. All planning permissions irrespective of size are included, but for smaller sites (below the 10 and 3 thresholds) permissions are assumed to be deliverable. Stage 3: Sources of Information 2.9 The sources of information used in the Assessment were as follows: Sites in the LDF database, including sites put forward/promoted by landowners and developers, sites suggested as part of preferred options consultation, and other sites identified by officers (over 400 sites); Sites already in the planning system as permissions, withdrawals, under constructions, pending decisions, or subject to pre-application enquiries; North Norfolk Urban Capacity Study 2005; National Land Use Database (NLUD); The North Norfolk Five Year Housing Supply Statement 2008; North Norfolk Employment Land Review 2007; Sites identified through new surveys; Written communication with developers and public bodies such as Norfolk County Council, PCT etc as part of the preparation of this Assessment; Aerial photography and maps. Stage 4: Determining Which Sites to Survey 2.10 All sites in the Assessment were surveyed to get an up to date view on development potential and to identify any possible constraints to development. The survey was also used to identify any additional sites with potential for housing not already identified. 2.11 The assessment only considered sites within or adjacent to the settlement boundary of the towns and service villages identified in the Core Strategy. Sites separated from the settlement boundary by a significant obstruction such as a major road, railway or river were not considered. Stage 5: Carrying out the Survey 2.12 Ordnance Survey maps and aerial photographs of each settlement were used to identify potential sites, followed up by a site survey. The surveys were carried out by NNDC staff. Characteristics recorded or checked included: Site size and boundaries Current use and neighbouring uses Physical constraints (buildings, trees, power lines, etc) Facilities (footpaths, bus stops, etc) North Norfolk District Council 11 Strategic Housing Land Availability Assessment (SHLAA) Specific features (hedging, access, visibility, etc) Development progress (for those sites with permission). 2.13 A standard proforma was used to gather information and those undertaking the survey work were briefed to ensure consistency of approach. Information is held on a single sites database. Stage 6: Estimating Housing Potential 2.14 Core Strategy Policy HO7 has the following indicative density targets for new housing development: Principal and Secondary Settlements (excluding Hoveton) – 40 dwellings per hectare; Service Villages (including Hoveton) – 30 dwellings per hectare. 2.15 In practice, densities may be higher in some areas and lower in others. In order to ensure that the capacity is not over-estimated, the density multiplier used, as a default, was 30 dwellings per hectare (net) for all locations. 2.16 The PPS3 definition of net dwelling density was used. This includes those site areas which could be developed for housing and directly associated uses including access roads within the site, gardens, car parking, children’s play space etc. Larger sites may also have additional requirements, for example for public parks or school provision, which reduce the land available for housing. These were deducted from the net developable area. Therefore, for accounting purposes, the following net developable areas were used to calculate possible capacity: Sites of up to 1 hectare - 100% of site area counted as net developable area at 30dph; Sites of between 1 and 5 hectares - 80% of site area developed at 30dph; and Sites of over 5 hectares - specific net density calculation (based on master plans where available). Stage 7: Assessing Likely Delivery of Sites 2.17 Assessing the suitability, availability and achievability of a site determined whether a site could be considered deliverable and developable. The suitability of a site for development was assessed via the Sustainability Appraisal Methodology adopted by the Council in the preparation of the Site Specific Proposals Development Plan. The availability and achievability of a site was assessed by questionnaires and discussions with land owners, developers and their agents, and infrastructure providers. An example of the questionnaire can be found in Appendix D. 2.18 In determining if a site was suitable, available and achievable the Council adopted the methodology outline in the table below: Table 2.1 Methodology for Assessing the Likely Delivery of Sites 12 Stage Assessment criteria Stage 7a A site is considered to be unsuitable for development if any of the following apply: Determining Policy Restrictions North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) Stage Suitability Assessment criteria The site is not within or adjacent to a Selected Settlement in Core Strategy (Policy SS1 of Core Strategy) The site is wholly within EA or SFRA flood zone 2 or 3 (Policy EN10) The site is wholly within Coastal Erosion Constraint Area (Policy EN11) The site is within Major Hazard Zone; Inner Zone (EN13) The site is designated for one of the following: SSSI, National Nature Reserve, historic park and garden, Scheduled Ancient Monument, Special Area of Conservation, Special Protection Area, Regionally Important Geological Site, County Wildlife Site, Local Nature Reserve, Ancient Woodland, Roadside Nature Reserve (EN9) The site is designated as Minerals Investigation or Consultation Area Development of the site would have an unacceptable impact on its biodiversity (EN9) There is a preferred alternative use for the site. Physical Problems or Limitations : It is not possible to provide suitable access. The land is not suitable for building due to topography or ground conditions. Suitable drainage, water supply, power or other infrastructure is not available and there is no prospect that it can be made available. The site is contaminated and there is no prospect of remediation being possible, or viable. Potential Impacts: The impact of the development on the appearance of the area (landscape and townscape), character of a Conservation Areas and their settings, Listed Buildings, protected trees and other features worthy of protection would be unacceptable. The Environmental Conditions Which Would be Experienced by Residents : The development of the site would result in an unacceptable relationship between residents of the new development and an existing neighbouring use in terms of noise, smoke and other pollutants. Stage 7b Determining Availability Stage 7c The Council assumed that a site would be available for development unless there is evidence to the contrary. Evidence was gathered by questionnaire Appendix D: ‘Potential Housing Site Proforma’ aimed at answering the following: Is there a willing landowner? Are there multiple owners/ransom strips? Is the site available now? Is the site likely to be available in 5 years time? Is the site available in 10 years time? What is preventing the site from being available and what measures need to be taken to address this? Market Factors, Cost factors , Delivery Factors Determining Achievability The Council assumed that development could be achieved on a site unless there was evidence to the contrary. Barriers to achieving development were assessed by questionnaire to establish: Are there any particular features of the local housing market that may impact on achievability? Are there any particular cost factors associated with developing the site? North Norfolk District Council 13 Strategic Housing Land Availability Assessment (SHLAA) Stage Assessment criteria Are there any delivery (phasing, timing) factors which impact on the achievability of the development? What measures need to be taken, and by whom to ensure that development can be achieved? Stage 8: Review of the Assessment 2.19 The Assessment will be kept up to date and published following April each year alongside 5 Year Land Supply Statements. The data collected will feed into the Annual Monitoring Report. Stage 9: Potential of Broad Locations 2.20 Given the stage that the Council has reached in the preparation of its Core Strategy (adopted) and Site Specific Proposals Development Plan (Draft Plan), and that early indications were that suitable, developable and deliverable sites would be available in the locations specified in the adopted Core Strategy to meet the District's housing requirement, this Assessment does not consider the potential of Broad locations to accommodate further development. Stage 10: Housing Potential From Windfall 2.21 1 14 PPS3 provides for an allowance for windfall development to be included in certain circumstances. Examples of windfall development include infilling, sub-division of existing dwellings, conversion of non-residential buildings and sites below the size threshold. The Core Strategy housing figures include an allowance for windfall development based on an estimate of the amount of housing that could be delivered on small non-identified sites in the District. This Assessment uses the methodology adopted during preparation of the Core Strategy as (1) outlined in Background Paper No 1 – Housing. This estimates that approximately 2,514 dwellings will be provided on unidentified, mainly small sites, in North Norfolk Background Paper No1 - Housing, NNDC June 2007 North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) 3 Assessment Results Assessment Results North Norfolk District Council 15 Strategic Housing Land Availability Assessment (SHLAA) 3 Assessment Results Introduction 3.1 This part of the document presents the results of the Assessment. The results are presented in a series of tables each of which is arranged in alphabetical order by the name of the settlement. Reference numbers relate to the planning application number or a unique site reference number which is used to identify the site. These references are used on the maps of each settlement included within Appendix A . A table is included for each of the following possible sources of housing land supply. Table 3.1 - Sites which already have planning permission. Table 3.2 - Sites where planning permission has been refused. Table 3.11 - Summary of all suitable sources. Sites in the Development Control Process 3.2 The following tables provide details of all those sites in the District which were already in the development control planning system on the 1st of April 2009. This includes details of sites with planning permission including those where development may or may not have commenced, sites which have been refused planning permission and may be the subject of an appeal, withdrawn and pending planning applications, and those sites which have been subject to pre-application discussions. Given the lack of certainty around the suitability of some of these sources only those site which have an existing planning permission have been counted as contributing to future supply. It is nevertheless highly likely that some of the other potential sources identified will deliver housing. Sites with Planning Permission 16 3.3 The table below lists sites (10 dwellings or greater for towns, 3 dwellings or greater for service villages) which have planning permission (full or outline) for housing which are yet to be implemented or are only partly completed. 3.4 As of the 1st of April 2009 there were 95 permissions for housing development yet to be implemented or completed. Although these sites were refused permission, the principle of residential development may be acceptable and, as such, further applications for residential development may come forward which address the reasons for refusal. 3.7 There were 13 refusals for housing developments during the assessment period (the year preceding 1st April 2009) which collectively proposed 298 dwellings. To avoid any over estimation of housing land supply none of these dwellings have been counted as contributing towards future supply although it is highly likely that at least some of the identified sites will contribute to housing provision. As such, there is no firm indication as to their suitability, availability or whether an application will be submitted. There are 14 sites which were subject to a pre-application discussion which if applications are made, and approved, could deliver 171 dwellings. Given the uncertainty around these sites none have been counted at this stage as contributing to future land supply. Each of the sites has been subject to Sustainability Appraisal and Appropriate Assessment to establish if they are suitable for development. The availability of the site for development has been tested with land owners and developers. 3.13 There are 362 sites in total which have been considered for residential allocation. Of these 107 are assessed as being suitable for development. These suitable sites could deliver 8,505 dwellings, of which the Council considers that 2,909 could be provided within five years. Some distance from town centre Comments Strategic Housing Land Availability Assessment (SHLAA) North Norfolk District Council 73 Strategic Housing Land Availability Assessment (SHLAA) Other Sources Windfall Allowance 3.22 The main purpose of a SHLAA is to investigate the possible sources of future housing land supply in relation to specific sites that can be identified. However the SHLAA Practice Guide indicates that there may be local circumstances where an allowance can be made for housing that may occur on unidentified sites, known as windfall development. 3.23 The North Norfolk Local Plan, adopted in 1998, made no allocations of housing land and consequently all housing provision in the District since this time has been provided on windfall sites. This has, and continues to, deliver between 250-400 dwelling completions each year and during the first eight years of the plan period covered by the North Norfolk Local Development Framework (2001-2007) provided some 2,870 net dwelling completions. At any given time unimplemented planning permissions could provide for around 1,500 to 1,700 further dwellings. 3.24 The significant evidence of historical windfall development and the likelihood that it would continue to provide further housing in the District was considered during the Core Strategy Examination. The plan was found to be sound on the basis that windfall developments were likely to provide around 2,500 dwellings in the District in the period prior to 2021. The Council considers this to be a conservative estimate as it is based on a significant reduction in historical rates (a 50% reduction was applied) and makes no allowance for windfall developments on sites large enough to accommodate more than 10 dwellings. This allowance was only made for the last 10 years of the plan period to avoid the possibility of double counting those sites which already have planning permission. 3.25 Nevertheless this study adopts the same methodology (see Background Paper No1 - Housing, for full details) for calculating a windfall allowance. It is therefore estimated that approximately 2,500 dwellings will be provided through this source of housing land supply. Other Potential Sources 3.26 The Practice Guide requires that, where there is a shortage of housing sites compared with requirements, a SHLAA should identify broad locations for further development. This Assessment indicates that there is no shortage of theoretically suitable and potentially available sites in locations which would accord with the adopted Core Strategy. Hence there is no requirement to consider broad locations for futher development. Summary of All Sources 3.27 74 The SHLAA Practice Guide requires that the figures for the possible level of housing provision in the period to 2021 are presented so as to allow for comparison with the 8,000 dwelling requirement of the East of England Plan. Table 3.34 provides details of the number of dwellings built as of April 2009 and totals for expected dwellings from all other suitable sources identified by this Assessment. North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) Table 3.34 Total of All Sites Assessed Source of Dwellings No of Dwellings Comments Dwellings built between 2001-2009 (March to 2,870 April) Sources already in the Planning System(Planning permissions only) 1,904 Only Includes sites with planning permission including those below the site size thresholds adopted in this Assessment. Surplus/Deficit in relation to requirement (A-B) +7,774 Minimum number of dwellings to be provided by 2021. 3.28 In total these suitable sites could accommodate in the region of 15,774 dwellings if developed at the densities of development suggested in the methodology. 3.29 Of these suitable sites the Assessment concludes that 3,793 dwellings are deliverable over the next 5 years, 6,355 within years 6-10, and a further 1,208 in the longer term. In addition it is estimated that a further 2,514 dwellings could be provided on windfall sites. In addition a further 1,904 have planning permission a proportion of which will be built over the next five years. 3.30 The suitable and available sites do not include sites which have been refused planning permission, pending applications, appeal sites, or sites which have been the subject of pre-application discussions. Some of these sources are highly likely to yield additional housing. 3.31 Given the above there is no need to consider further sources of housing at this stage. The main information which will be recorded will include: Details of which sites are under-construction or have been developed, or individual stages have been developed; if sites with planning permission are now under-construction and what progress has been made; If planning applications have been submitted or approved on sites identified by the Assessment; if progress has been made in removing constraints on development and whether a site is now considered to be deliverable or developable; If unforeseen constraints have emerged which now mean a site is no longer deliverable or developable, and how these could be addressed; and if the windfall allowance is coming forward as expected, or may need to be adjusted. 78 North Norfolk District Council Strategic Housing Land Availability Assessment (SHLAA) Appendix A Settlement Maps A.0.1 The following section contains maps for the Principal, Secondary and Service Village Settlements in North Norfolk (as defined in the North Norfolk Core Strategy), identifying the following sites: Suitable sites identified in Development Plan preparation Additional sites identified through the SHLAA desktop survey Mixed use sites Unsuitable sites identified in Development Plan preparation Sites for an alternative use Rejected sites due to a particular constraint (see 'Settlement map key - rejected sites') 80 North Norfolk District Council Old Deer Park Undevelopable site (see 'Map Key' for reasons) Potential mixed use development opportunity Felbrigg Park Preferred alternative use Felbrigg C12 Site identified through SHLAA survey HC2 C23 Site identified in Development Plan preparation (no longer available) Great Wood C20 C21 C24 C27 C11 C10 C18 C09 LDF Settlement Boundary CROMER C28 C19 C14 C13 TC3 ROS2 CP9 ROS1 TC4 ROS3 ROS4 CP8 C29 C01 CROMER C04 HC1 C22/HC1 C06 Foulness C25 C17 C07/C08 SUFFIELD PARK CP4 C30 C05 C02 C03 C26 CP3 CP1 Map 1 Potential Development Sites in Cromer Site identified in Development Plan preparation KEY Great Wood Great Wood East Runton Potential Development Sites in Cromer Principal & Secondary Settlements C16 Golf Links Cottage Wood O.S. This Assessment is being prepared alongside the Councils’ preparation of new planning policy documents and will help to establish where land may be available and suitable for future housing development, when such development may occur, and what needs to be done to make the development of suitable land achievable. Over the past few years many possible sites have been suggested to the Council by landowners, agents or other third parties. My records indicate that you either own, or represent the owner of the following land that has been suggested as a possible development site: Land adjacent No.8 Pippit's Meadow, Aldborough, (Site ref: ALD01) To be considered as a candidate for future development the enclosed Potential Housing Site Form will need to be completed. The information requested is an essential part of the site appraisal process and will help to demonstrate if a specific site is suitable and available for development, and whether and when such development might be achieved. Failure to complete the questionnaire may prejudice the Councils ability to allocate a site for development and it is therefore essential that the forms are completed as comprehensively as possible. Incomplete forms may be returned for additional information. A separate form should be completed for each site you are interested in promoting irrespective of whether you have already had detailed discussions with the Planning Authority. If you do not wish your land to be considered for new development please indicate so on the form. Completed forms should be returned no later than Monday 15th September. I should stress that receipt of this questionnaire should not be taken as an indication that the Authority agrees that the site is suitable for development or that it will be allocated for development. Decisions on the possible allocation of sites for development will be based on a range of information, public participation exercises, and technical appraisals relating to the sustainability North Norfolk District Council 109 Strategic Housing Land Availability Assessment (SHLAA) of possible development of sites. Successful sites will be allocated in the Site Specific Proposals Draft Plan document which is being published for consultation in Spring 2009 prior to submission to Government for examination. A SHLAA is an important part of the evidence base for the Site Specific Proposals document. Additional information on the completion of Strategic Housing Land Availability Assessments is available in the governments published practice guide and the Councils’ proposed approach to the completion of the Assessment for North Norfolk can be viewed on our web site www.northnorfolk.org. Follow the links in the left-hand menu to ‘Council & Services’ and then ‘Planning Policy’. If you require any clarification please do not hesitate to contact me. I look forward to hearing from you. This Assessment is being prepared alongside the Councils’ preparation of new planning policy documents and will help to establish where land may be available and suitable for housing development, when such development may occur, and what needs to be done to make the development of suitable land achievable. My purpose in writing is two fold, firstly, to invite your comments on the methodology that the Council intends to adopt in preparing the SHLAA, and secondly, to request that if you have already suggested a site, or wish to nominate a new site for consideration, that you complete the ‘Potential Housing Site Form’. A copy of the proposed methodology is enclosed together with a response form. The Potential Housing Site Form should be completed for both new sites which have not been previously identified and also sites which have already been suggested in earlier consultation exercises or benefit from an existing planning permission. The information requested is an essential part of the site appraisal process and will help to demonstrate if a specific site is suitable and available for development and, whether and when such development might be achieved. Failure to complete the questionnaire may prejudice the Councils ability to allocate a site for development and it is therefore essential that the forms are completed as comprehensively as possible. Incomplete forms may be returned for additional information. Completed forms both in relation to the methodology and potential housing sites should be returned no later than Monday 15th September. Additional details in relation to the consultation arrangements are included within the document.
