Development Management Planning permission enquiries and enquiry form ‘Do I need planning permission?’ There are four ways in which you can establish whether you require planning permission either for a development you are thinking of carrying out, or a possible change of use of a piece of land or a building. Option 1 Some advice can be accessed via the Council’s planning web pages at www.northnorfolk.org/planning.asp and the National Planning Portal where guidance can be found in respect of the need for planning permission for proposed extensions, alterations and outbuildings for residential dwellings and for other common projects at http://www.planningportal.gov.uk/permission/ Option 2 The Council operates a duty planning officer system. An officer is available either via the telephone on 01263 516158 or by visiting the Council offices to give limited oral only advice. The duty officer is available on a non-appointment basis between 9am and 1pm, Monday, Tuesday and Friday, 1pm to 5pm on Wednesday and Thursday. Option 3 An informal written officer response can be provided for a flat rate fee of £60 (incl. VAT). To make such an enquiry, forms are available via the website, www.northnorfolk.org or from the Council offices, which need to be completed and submitted with the fee. An enquiry for any proposed building/extension/works should include a sketch drawing with measurements, and should also show the position of the extension or outbuilding on the property and include distances from boundaries and, in the case of extensions to dwellings, the position of any previous extensions or outbuildings. An enquiry concerning a proposed change of use should identify the extent of the building or land in question on a plan. There is no fee payable for enquiries relating to the possible need for listed building or conservation area consent. For all such paying enquiries, while a written response will be made, it will be made clear that it represents the officer’s professional opinion only and does not bind the Council to a formal determination. Option 4 A formal application may be made for a Lawful Development Certificate for a proposed use of buildings or land or operational development. This involves completing the appropriate form which is available via the Council’s website or from the Council’s offices, along with the necessary plans/information. There is a statutory fee for this type of application which is half that for an equivalent planning application, for householder applications for instance, this is £75. How do I Pay?
