Subject: RHA Bylaw Revisions for 2015
Housing and Dining Programs, over a number of years, received feedback that students
serving in a General Assembly Delegate position were “wasting their time” and not receiving
the support they felt they needed from their Hall Council Advisors and the RHA Executive
Board. These sentiments were born from having no formal job function beyond acting as a
voting member of Hall Council.
The Bylaws state, "The jurisdiction of a Hall Council shall be determined by the structure of
the Housing and Dining office present in the respective hall" (Title One, Article IV, Section i,
Subsection 2).
Based upon this continuous feedback, with limited human resources to increase support,
and with the knowledge that East Campus coming online in Fall 2016 will generate up to
three additional Hall Councils, the following organizational changes will be in effect for the
2015-2016 year:

Removal of General Assembly Delegate position
Merger of Cassell and Nebraska Hall Councils
The following RHA components will be under review for the 2015-2016 year:

Vice President of Recognition, efficacy in the role for possible removal
Leonard and McDowell Hall Councils, participation in councils for possible merger
