DETERMINATION OF COUNCIL TAX DISCOUNTS AND CHARGES FOR 2015/16

Summary:
This report recommends the level of council tax
discounts and premiums which will apply to second
homes, empty properties and uninhabitable dwellings
for the financial year 2015/16.
The determinations are made by the Council under
sections 11A and 11B, and of the Local Government
Finance Act 1992, subsequent enabling powers and
Regulations made under the Act.
Options considered:
The recommendations represent a continuation of the
determinations made for 2014/15 and take advantage
of the reforms included in the Local Government
Finance Act 2012 to generate additional revenue and to
bring empty properties back into use.
Conclusions:
The legislation provides local authorities with the power
to make changes to the level of council tax discount
and premiums in relation to second homes, empty
properties and uninhabitable dwellings.
Recommendations: 1
The Council has to approve its determinations for each
financial year. The calculation of the tax base for
2015/16 will be made on the assumption that the
determinations recommended below will apply.
Members are recommended to resolve that under
section 11A of the Local Government Finance Act
1992, and in accordance with the provisions of the
Local Government Finance Act 2012 and other
enabling powers that:
(i)
the council tax discount for dwellings defined as
being within Class „A‟ remains at 50% for the
year 2015/16;
(ii)
(a)
the council tax discount for dwellings defined
as being within Class „B‟ remains at 5% for the
year 2015/16;
those dwellings that are specifically
identified under regulation 6 of the
Council Tax (Prescribed Classes of
Dwellings)(England) Regulations 2003,
which will retain the 50% discount;
(b)
those
dwellings
described
or
geographically defined at Appendix A
which in the reasonable opinion of the
Head of Finance are judged not to be
structurally capable of occupation all
year round and were built before the
restrictions of seasonal usage were
introduced by the Town and Country
Planning Act 1947, will retain the 50%
discount;
(iii)
the council tax discount for dwellings defined
as being within Class „C‟ to remain at 100% for
three months for the year 2015/16;
(iv)
the council tax discount for dwellings defined
as being within Class „D‟ to remain at 50% for
twelve months for the year 2015/16.

Members are recommended to resolve that under
section 11B(2) of the Local Government Finance Act
1992, and in accordance with the provisions of the
Local Government Finance Act 2012 and other
enabling powers:
A premium is charged for properties which have
been empty and substantially unfurnished for
two years or more of 50% of the council tax
payable in relation to that dwelling.
(i)
In accordance with the relevant legislation these
determinations shall be published in at least one
newspaper circulating in North Norfolk before the end
of the period of 21 days beginning with the date of the
determinations.

apply in 2015/16 in accordance with the legal
requirements, to raise additional council tax revenue
and encouraging properties to be brought back into
use.
DETERMINATION OF THE COUNCIL TAX BASE FOR 2015/16 AND THE
TREATMENT OF SPECIAL EXPENSES

Summary:
The purpose of this report is to determine the Council‟s
2015/16 tax base and the 2015/16 tax base for each parish
in accordance with the legal requirements.
Options considered:
N/A
Conclusions:
The determination of the tax base for a financial year has to
be undertaken in accordance with legislative requirements
between 1 December and 31 January of the preceding
financial year.
Recommendations:
a) That the calculations set out in this report used to
produce the Council’s tax base be approved, and the tax
base for 2015/16 be determined as 37,274;
b) That the tax base for each parish area for the financial
year 2015/16 be as set out at paragraph 2.1.

The following Motion has been submitted by Cllrs R Oliver, R Shepherd and R Smith:
„NNDC recognises that parking can be an issue in towns such as Cromer and
Sheringham and welcomes the fact that plans are being drawn up for consultation.
NNDC also recognises the need to consider these schemes closely and weigh up the
benefits for residents, businesses and visitors.
NNDC calls on the County Council to reconsider the current on-street car parking
proposals in Cromer and Sheringham and to carry out a full consultation to all houses
in both towns and adjacent parishes. NNDC also requests that the County Council
engages fully with NNDC on the consultation process and works with all stakeholders
to ensure that the approach adopted is consensual and evidence based.‟
Agenda note: the minutes of the Norfolk County Council and District Councils Norfolk
parking Partnership Joint Committee meeting held on 25th September 2014 which
refer to the issue mentioned in the above motion have been circulated to members in
advance of the Council meeting.

CHAIRMAN’S COMMUNICATIONS
The Chairman thanked all the members who had supported the recent prospective candidates
event. It had been very well attended and feedback had been very positive.
The Chairman then informed members that he and the Vice-Chairman had attended several
services to commemorate Remembrance Sunday and Armistice Day. They were particularly
moving in light of the centenary of the First World War and because the British Legion was the
Chairman’s nominated charity.
The Chairman concluded by saying that the Vice-Chairman had attended a maritime supper in
Great Yarmouth to commemorate Trafalgar Day and also a World War 1 centenary
remembrance concert in St Peters Church, Sheringham.

RECOMMENDATIONS FROM CABINET 03 NOVEMBER 2014
AGENDA ITEM 12: HALF YEARLY TREASURY MANAGEMENT REPORT FOR 2014/15
Mr W Northam, Portfolio Holder for Finance, introduced this item. He explained that report
provided information on the Council’s treasury management activities undertaken during the
2
first 6 months of 2014/15. It was anticipated that the budget target would be achieved at the
end of the year. As expected, the pooled property fund, LAMIT, continued to perform well.
Mr Northam then explained to members that the credit agencies were beginning the process
of removing the uplift in their ratings for government support, which was built into many banks
long-term credit ratings. It was possible that some of the banks on the Council’s lending list
would be downgraded below the current A- minimum rating requirement. It was therefore
proposed that the Treasury Management Strategy was amended to allow investments in lower
rated banks (BBB+) at the same time as looking at alternative counterparties and instruments.
In addition, it was proposed that the list of approved investments was extended to include
Reverse Repurchase Agreements (Repos) which would provide the Council with access to
alternative institutions with good credit quality.
Mr P W Moore commented as Chairman of the Overview and Scrutiny Committee. He said
that the Committee supported the recommendations.
RESOLVED
That the Half Yearly Treasury Management Report for 2014/15 is approved including
amendments to the Treasury Management Strategy Statement for 2014/15.
80.
RECOMMENDATIONS FROM THE CONSTITUTION WORKING PARTY 01 OCTOBER 2014
The Chairman of the Constitution Working Party, Mrs H Cox introduced this item. She referred
members to the draft minutes of the meeting which outlined the reasons for recommending the
recording of all committee meetings. She proposed that the recommendation should be
amended to state: ‘that all committee meetings should be recorded, subject to suitable
equipment being purchased and then installed’
The Chairman invited Members to speak:
a) Mrs S Arnold commented that the existing equipment in the Council Chamber was quite
poor and this would be a good opportunity to review it.
b) Mrs B McGoun said that the issue should be looked at quickly as new regulations allowed
the public to record meetings and there was the possibility that the recordings could be
tampered with or manipulated which could lead to misinterpretation.
c) Mr G Jones queried whether the public had to inform the Chairman if they recorded a
meeting. The Monitoring Officer confirmed that the law stated the right to record a meeting
and therefore it should be assumed that a meeting could be recorded and there was no
longer a requirement to inform the Chairman.
d) Ms V Gay, in seconding the recommendation, said that she supported the previous
comments and that this was the main reason for proposing that the Council made i’s own
definitive recording that could be held on file.

RECOMMENDATIONS THE OVERVIEW AND SCRUTINY COMMITTEE 12 NOVEMBER
2014
The Chairman of the Overview and Scrutiny Committee confirmed that no further
recommendations had been made to Council at the meeting held on 12 November. He
informed members that a petition had been submitted in relation to the proposed relocation of

the Cromer Market and taxi rank. This had been passed onto Cabinet ahead of the decision to
be taken at the meeting on 8th December 2014 regarding this issue.
82.
OVERVIEW AND SCRUTINY COMMITTEE ANNUAL REVIEW 2013/14
The Chairman of the Overview and Scrutiny Committee introduced this item. He said that it
outlined the work of the Committee during the previous municipal year. The Committee was
committed to getting the public involved in the scrutiny process and this approach seemed to
be working.
Mr T FitzPatrick said that a report regarding the relocation of Cromer market - the issue
highlighted by the petition would be considered at the next meeting of Cabinet and that the
decision would be driven by the response to the consultation.
Mr G Williams referred to Section 1 of the report which highlighted the importance of Scrutiny
and its role. He stressed the reference to it being a function which belonged to and benefitted
the whole Council. Mr G Jones supported these comments. He said that it was very important
the Committee had more issue-based debates.

REPORTS FROM THE CABINET OR MEMBERS OF THE CABINET
The Chairman invited members of the Cabinet to speak.
The Leader said that Mr R Wright’s replacement on Cabinet would be announced in due
course.
Mrs A Fitch-Tillett informed members about the work of the Council’s coastal team,
highlighting projects in Sheringham, Mundesley, Ostend and Happisburgh. She went onto say
that Environment Agency funding had been secured to protect birdlife in Blakeney. She
concluded by saying that there was a scheme in the pipeline in Overstrand.

NOTICE(S) OF MOTION
The following Motion had been submitted by Mr E Seward:
'The Constitution Working Party is asked to look at all options to make the governance
arrangements for the working of the Council more open, democratic and accountable. In
particular, it is requested:
1) That the constitution be reviewed to ensure that all members of the Council have a greater
say over decisions and actions pertaining to their own ward.
2) That Full Council meetings have designated question sessions for members of the Council
to ask questions of the Leader of the Council, Cabinet Portfolio Holders and Chairpersons of
Committees.
3) That options other than the existing Cabinet system of running the Council are identified
along with the cost implications.
The Constitution Working Party is asked to report back to Full Council before the end of the
current municipal year.'
The Chairman said that an amendment to the motion had been submitted and he outlined the
process for debate. He then invited Mr E Seward to speak.
Mr Seward began by saying that the current Cabinet system was imposed on the Council by
the Local Government Act 2000. The Localism Act 2011 now gave councils more freedom and
flexibility over how they conducted their business and the Council could now choose to move
to a different style of governance – choosing a format that suited North Norfolk. Mr Seward
said the statutory framework meant that little could be done to make matters more open under
the Cabinet system and it was also very difficult to challenge and then change a decision. The
system of call-in was rarely used and the process for members to ask a question at Council
meetings was onerous.
Mr Seward went onto speak about the officer/member protocol which required that local
members should be kept informed of decisions that could affect their ward. In practice he did
not feel that this was effective. He referred to the Norfolk County Council Local member
Protocol which seemed to be more inclusive and covered press releases and the disposal of
property and land in a member’s ward. In addition, there was also the opportunity for individual
members to question the Leader and Chairmen of Committees at Council meetings, without
the need for 10 days’ notice.
Before moving the Motion, Mr Seward requested that the Constitution Working Party consider
his proposals as soon as practicable.
In seconding the Motion, Ms V Gay said that she believed that local government was a force
for good. She referred to the importance of transparency and how it underpinned the Nolan
principles. She went onto say that the Constitution ensured that the rules of the Council were
upheld and open to public scrutiny. The Constitution Working Party was constantly aspiring to
do better and this was a good opportunity to ‘begin a new conversation’.
The Chairman then invited Mr T FitzPatrick to introduce the proposed amendment. Before
doing so, Mr Fitzpatrick said that he wished to include a further amendment and the circulated
proposal should now read as:
‘The Constitution Working Party should be expanded to include Group Leaders and asked to
examine existing structures to look at all options to ensure the governance arrangements for

the working of the Council are more open, democratic and accountable and include examining
the committee system and other available governance systems. The Constitution Working
Party is asked to report progress to the new Council in May 2015.’
He said that he felt that the last point was very important. Any decision relating to future
governance should be taken by the new Council, following the election in May 2015. Mr
FitzPatrick went onto say that the introduction of a committee system at the County Council
was a huge task that was still ongoing. He agreed that the Local Member Protocol at the
County Council was good but said that it should be acknowledged that there were occasions
when there were problems with it.
The amendment was seconded by Mr G Williams.
The Chairman asked Mr Seward if he was willing to accept the proposed amendment to his
motion. Mr Seward agreed on the proviso that he received assurance to include the Local
Member Protocol as part of the process. Mr T FitzPatrick agreed.
The Chairman then invited the Chairman of the Constitution Working Party, Mrs H Cox, to
speak. She said that this was a positive opportunity and she welcomed the inclusion of the
Group Leaders into the membership of the Constitution Working Party. Her only concern was
regarding timescales as the Working Party was only scheduled twice before the election in
May 2015.
Members were invited to speak:
a) Mr P W Moore said that he agreed that the current process for consulting with local
members should be improved.
b) Mr G Jones said that the proposed approach was sensible. He was concerned that May
2015 was too close for Members to give sufficient consideration to the matter and
suggested that June or July would be preferable. The Monitoring Officer replied that the
implementation of a new system of governance was circumscribed by a legal framework
and could only be agreed at the annual meeting of Council.
c) Mr P Terrington agreed that any decision should be reserved for the new Council – even if
it meant a delay. He added that the Constitution Working Party had previously made
recommendations regarding appointments to Outside Bodies but little had changed and
he was therefore concerned that the proposed amendment would water down the original
motion. He added his support to the request for more consultation with local members and
said that he felt they were not often consulted in a timely manner and on some occasions
found out about an issue through reading the minutes of a meeting or even via the press.
d) Mr J Perry-Warnes was concerned that there would be a cost involved in changing to a
different system of governance. Mr T FitzPatrick replied that the Constitution Working
Party would consider this issue.
e) Mr R Oliver said that the next administration would decide if they wished to implement a
different system of governance. The attendance of the Group Leaders at meetings of the
Constitution Working Party meant that they could bring forward the views of their political
groups.
In seconding the amendment, Mr G Williams said that he felt the original motion was ‘too tight’.
He said that he had seen the good and bad points of the committee system prior to the
introduction of the Cabinet system in 2000. The change had been introduced then to speed up
the decision-making process, however, in order for the Cabinet system to operate effectively it
was important to have the Scrutiny function working well. If this happened then the process
was fully joined up and there was full engagement with local members, residents and key
partners. He concluded by saying that the Localism Act had introduced choice but it was
important that all of the issues were considered so that the Council could ensure that the best
way forward was chosen. It was even possible that North Norfolk could break new ground as
there was the option to choose ‘any appropriate governance structure’.

In proposing the substantive motion, Mr Seward said that he felt the debate had been
constructive.

‘The Constitution Working Party should be expanded to include Group Leaders and asked to
examine existing structures to look at all options to ensure the governance arrangements for
the working of the Council are more open, democratic and accountable and include examining
the committee system and other available governance systems. The Constitution Working
Party is asked to report progress to the new Council in May 2015.’

DETERMINATION OF COUNCIL TAX DISCOUNTS AND CHARGES FOR 2015/16
Summary:
This report recommends the level of council tax discounts
and premiums which will apply to second homes, empty
properties and uninhabitable dwellings for the financial year
2015/16.
The determinations are made by the Council under sections
11A and 11B, and of the Local Government Finance Act
1992, subsequent enabling powers and Regulations made
under the Act.
Options considered:
The recommendations represent a continuation of the
determinations made for 2014/15 and take advantage of the
reforms included in the Local Government Finance Act 2012
to generate additional revenue and to bring empty properties
back into use.
Conclusions:
The legislation provides local authorities with the power to
make changes to the level of council tax discount and
premiums in relation to second homes, empty properties and
uninhabitable dwellings. The Council has to approve its
determinations for each financial year. The calculation of the
tax base for 2015/16 will be made on the assumption that the
determinations recommended below will apply.

Reasons for
Recommendations:
Members are recommended to resolve that under section
11B(2) of the Local Government Finance Act 1992, and in
accordance with the provisions of the Local Government
Finance Act 2012 and other enabling powers:
A premium is charged for properties which have been
empty and substantially unfurnished for two years or
more of 50% of the council tax payable in relation to
that dwelling.
In accordance with the relevant legislation these
determinations shall be published in at least one newspaper
circulating in North Norfolk before the end of the period of 21
days beginning with the date of the determinations.
To set appropriate council tax discounts which will apply in
2015/16 in accordance with the legal requirements, to raise
additional council tax revenue and encouraging properties to
be brought back into use.
1.
Introduction
1.1
Local Authorities are required to approve their Council Tax discount determinations
each year.
1.2
The legislation provides local authorities with powers to make changes to the level of
council tax discount in relation to second homes, empty properties and properties
undergoing or requiring major structural repair.

1.3
All billing authorities are able to reduce or end the nationally set 50% council tax
discount for second homes. The exception to this rule is that billing authorities
cannot change the discount for second homes of people who are liable for council tax
on dwellings provided by an employer, i.e. tied accommodation, as established under
regulation 6 of the Council Tax (prescribed classes of dwellings) (England)
Regulations 2003. This Report recommendes that the discount for dwellings falling
into Class A remains at 50%, and for Class B dwellings at 5%.
1.4
Billing authorities are able to decide what percentage of council tax to charge, up to
the full amount, in relation to dwellings which are undergoing, or have undergone
within the last six months, major repairs. These properties fall into Class D for a
maximum period of 12 months, and it is recommended that a discount of 50% be
applied to such properties as an incentive to bring them back into use.
1.5
Dwellings which are unoccupied and substantially unfurnished fall into Class C.
These properties receive a 100% discount for three months.
1.6
Billing authorities can charge a premium of up to 50% of the Council Tax charge for
properties that have been vacant for over 24 months. This serves as an incentive to
bring long term empty properties back into use. It is recommended that a premium of
50% of the council tax charge continues and is levied after 24 months.
1.7
It is for the billing authority to determine whether changes on discounts apply to all or
parts of its area. An area can be as small as one property (provided it can be defined
geographically) and different discounts can apply in different parts of the area.
2.
Classes of Property
2.1
The Regulations differentiate between classes of property as follows:
“Class A” - properties are those which are not an individual‟s sole or main residence,
are furnished and have seasonal planning prohibition (i.e. preventing occupation for a
continuous period of at least 28 days).
“Class B” - properties are those which are not an individual‟s sole or main residence,
are furnished and have no restrictions with regard to occupation.
“Class C” - properties are those which are unoccupied and substantially unfurnished.
“Class D” - properties which are vacant and require or are undergoing major work to
render them habitable, are undergoing structural alteration or have undergone major
repair work to render them habitable which have been substantially completed for six
months and the property has been vacant from that date.
“Class E” - the sole or main residence of a person which is empty while that person
resides in accommodation provided by the Ministry of Defence i.e. service personnel
posted away from home. This Class provides an exemption from the empty homes
premium.
“Class F” - those properties which form part of a single property which includes at
least one other dwelling and is being used by a resident of that other dwelling as part
of their sole residence (an annex in a property). This Class provides an exemption
from the empty homes premium.

3.
Formal Determinations
3.1
The Council has to approve its determinations for each financial year. The
determinations recommended above reflect a continuance of the existing policy on
council tax discounts and premiums. It should be noted that the schedule of Class “B”
property exceptions shown in Appendix A and referred to in recommendation 1) b)
above, is believed to include all dwellings potentially entitled to retain the 50%
discount for the year commencing 1 April 2015 for the reason stated. Under the
wording of the 2003 regulations, changes cannot be made to the schedule once the
determinations have been made. Should further properties be notified to the Council
for possible inclusion in the list for exemptions, they may only be added when the
determinations for 2016/17 are made for operation from 1 April 2016.
4.
Financial Implications and Risks
The calculation of the tax base for 2015/16 will be made on the assumption that the
determinations recommended above will apply.
Should the determinations
recommended above not be adopted for 2015/16, there will be a significant reduction
in the Council‟s tax base with a potential direct impact on the level of council tax and /
or the ability to finance the budget for 2015/16. Additionally potential funding support
from Norfolk County Council for the Big Society Fund (which currently reflects a
proportion of its share of council tax on second homes) may be at a higher level of
risk. It should be noted that return of this funding to the District is subject to annual
approval by Norfolk County Council.

DETERMINATION OF THE COUNCIL TAX BASE FOR 2015/16 AND THE TREATMENT OF
SPECIAL EXPENSES
Summary:
The purpose of this report is to determine the Council‟s
2015/16 tax base and the 2015/16 tax base for each
parish in accordance with the legal requirements.
Options considered:
N/A
Conclusions:
The determination of the tax base for a financial year
has to be undertaken in accordance with legislative
requirements between 1 December and 31 January of
the preceding financial year.
Recommendations:
a) That the calculations set out in this report used to
produce the Council‟s tax base be approved, and the
tax base for 2015/16 be determined as 37,274;
b) That the tax base for each parish area for the
financial year 2015/16 be as set out at paragraph 2.1.

Recommendations:
To determine the 2015/16 Council Tax Base in
accordance with legislative requirements and to inform
the 2015/16 budget setting process.

Council Tax Base
1.1
The council tax base is the measure of the relative taxable resources of an area and
represents the estimated full year equivalent number of chargeable dwellings expressed as
the equivalent number of Band „D‟ dwellings.
1.2
The council tax base for a billing authority‟s area, or any part of its area (e.g. parish) must
be calculated by the billing authority in accordance with the Local Authorities (Calculation of
Tax Base) Regulations 1992 as amended. It is calculated as the aggregate of the “relevant
amounts”, calculated for each valuation band, multiplied by the authority‟s estimated
“collection rate”. The “relevant amount” represents the estimated full year equivalent
number of Band D dwellings after taking into account the number of discounts and disabled
reductions which apply to those dwellings.
1.3
The “collection rate” reflects an assessment of how much council tax may not ultimately be
collected due to dwellings leaving the valuation list, successful appeals against valuation
bandings, increased numbers of exemptions and discounts, and bad debts. The council tax

base for tax setting purposes for a financial year has to be determined between 01
December and 31 January of the preceding financial year.
1.4
The calculations below assume that the determinations recommended to this meeting, and
included elsewhere on this agenda, in respect of council tax discounts are approved for
2015/16.

The Council‟s Council Tax Base is then calculated by multiplying the total of the relevant
amounts for the year for each of the valuation bands by the Authority‟s estimate of its
collection rate for that year. A collection rate of 0.98 is suggested, which allows for 2.00%
for non-collection factors that apply each year. This is the same non-collection allowance
which is assumed in the current year.
The Council Tax Base for tax setting purposes is calculated as follows:
38,035.27 x 0.98 = 37,274.00

The Local Government Finance Act 1992 also requires that a Council Tax Base is
determined for each individual parish area within the District. These are detailed in
paragraph 2.1 below.

3.1
These are items taken into account by a District Council, County Council or
Police and Crime Commissioner, which relate to a part only of its area.
Special items include parish precepts and special expenses. No requirement
has been identified for any special expenses in 2015/16 and so it is only
necessary to calculate tax bases for each parish.
4.
Implications and Risks
4.1
The determination of the tax base is an essential pre-requisite for the setting
of the council tax which will be carried out at Full Council scheduled for 25
February 2015.
4.2
Without the determination of the tax base it will not be possible for the council
tax for 2015/16 to be calculated and set, thus preventing the timely billing of
council tax.

PROGRAMME OF MEETINGS 2015 - 2016
Summary:
A draft Programme of Meetings for 2015/16 has been
prepared and circulated for consultation and is attached
at Appendix B.
Conclusions:
Following review, the proposed draft Programme of
Meetings 2015-2016 follows the established cycle of
meetings as closely as possible, with some minor
changes and improvements.
Recommendations:
That Members adopt the Programme of Meetings for
2015-2016.

1.
Preparation of a Programme of Meetings for 2015/16
1.1
A draft Programme of Meetings for 2015/16 has been prepared and circulated for
consultation. The following issues should also be noted.
a) It has been assumed that the times of the meetings will be as they are currently,
so all meetings will be held in the day, with the exception of Full Council.
b) Most standing committees meet on set cycles and this cycle has been retained
as closely as possible within this draft programme. However, some variations
have been made to avoid clashes with other meetings, particularly Full Council,
Cabinet and Overview and Scrutiny Committee meetings.
c) The meeting of Full Council which is normally scheduled for October has been
moved to November in order to better match workload.
d) The January meeting of Cabinet has been made a reserve meeting in response
to previous workload at this time of year.
e) All meetings of the Overview and Scrutiny Committee have been scheduled at
least one week before Full Council, except for the meeting in February. This has
been rescheduled two days before Full Council in order to avoid half-term.

f)
The meeting of the Development Committee site meeting in December 2014 has
been brought forward two days to a Tuesday to ensure that there is as little
disruption as possible to the strict meeting cycle of the Development Committee
over the Christmas / New Year period.
g) The Norfolk Show is to be held on 1 and 2 July 2015, which unfortunately clashes
with a Development Committee site visit day which has been moved to Friday, 3
July 2015.
h) Meetings of the Planning Policy and Built Heritage Working Party have been
scheduled to take place monthly, instead of every other month, in anticipation of
a review of the Local Plan.

i)
Meetings of the Joint Staff Consultative Committee have been moved from
Mondays to Tuesdays.
j)
The July meeting of Full Council has been scheduled for a Tuesday so that it
does not take place during school holidays.
Financial Implications and Risks to the Council
If we did not have an agreed schedule of meetings, the Council would not be able to
adequately carry out its business. This would have wide-ranging financial and
reputational implications and make it difficult, if not impossible, to plan and agree a
budget.
An agreed programme of meetings is essential to the management of the Council’s
business to ensure that it is carried out in a timely manner in accordance with
legislation. Failure to do so could result in financial penalty and litigation.
Furthermore, if the programme of meetings was not published in the public domain,
the Council would not be complying with legislation and would be open to challenge.
3.
Equality and Diversity
The process of preparing the programme of meetings has included reference to the
multi-faith calendar. The times of the meetings reflects the preference of the majority
of Members in the current Council.
