Fifth meeting of the Council Working Group on the elaboration of the draft
ITU Strategic and Financial Plans, 2008−2011
Dear Sir / Madam,
By Decision 527, the Council established at its 2005 session a Working Group on the elaboration
of the draft 2008-2011 ITU Strategic and Financial Plans. Considering the Report by the Chairman
of the Finance Committee of the 2006 session of the Council (Document C06/56) and the Report
of the Council Group (Group FINREGS) presented to the 2006 session of the Council (Document
C06/21), and recognizing the need to further elaborate the Draft Financial Plan for 2008-2011 as
contained in Document C06/23 + (Add.1) and to review Resolution 91 (Minneapolis, 1998) on the
cost recovery for some ITU products and services, Council decided at its 2006 session to continue
the activities of the Working Group in order to prepare a report on the Draft Financial Plan for
2008-2011 and on the revision of Resolution 91 (Minneapolis, 1998) to the final meeting of the
Council for submission to the Plenipotentiary Conference 2006.
In preparing the revised draft Financial Plan, the following documents should be taken into
account:




The draft Strategic Plan established by Council 06 (C06/DT/10 (Rev.2)).
The draft Financial Plan submitted to Council 06(C06/23, + add. 1).
The comments from the Reflection Group (ad hoc group of Council-06), and the replies of
the Secretariat to these comments as well as to the questions raised by the USA as
contained in the report of the Chairman of the Finance Committee (C06/56, + add.1).
The questions raised by the USA to the Working Group at the 18 April meeting (WG-SPFP-06-21), and the answers by the secretariat (WG-SP-FP-06-22).

-2Regarding the revision of Resolution 91, the following documents should be considered:



The comments from Australia (WG-SP-FP-06/19).
The document prepared by the Secretariat (WG-SP-FP-06/23).
The report of the fourth meeting of the Working Group (WG-SP-FP-06/25).
The Working Group will hold its fifth meeting on 27 and 28 June 2006 in Geneva.
The meeting, which is open to ITU Member States only, will begin at 10.00 hours on 27 June 2006
at ITU Headquarters in Geneva.
A revised draft Financial Plan 2008-2011, as well as a draft document on the review of Resolution
91 on the cost recovery for some ITU products and services, should be available on the ITU
Strategic Planning website as from end of May 2006. It would be appreciated if your contributions
and comments could be submitted at the latest on 19 June 2006.
A draft Agenda for the meeting is enclosed together with details for registration for the meeting.

and will be posted on the website above as they are received.
