Administrations of ITU Member States of the region 2. Recognized operating agencies, Scientific and industrial organizations, financial or development institutions and other entities dealing with telecommunications which are member of the ITU-D Sector and are from the region 3. Regional telecommunication organizations of the Africa region 4. International telecommunication, standardization, financial or development organizations 5. Intergovernmental organizations operating satellite systems 6. The deadline for sending the fellowship form is 10 June 2009 RPM-AFR: Pre-registrations should be confirmed not later than 9 July 2009, except for fellows. Fellows need to register no later than 10 June 2009 in order to be able to submit their fellowship request before the deadline. The deadline for sending the fellowship form is 19 June 2009. Participants are advised that all delegates, observers, media representatives, ITU and Host Country Secretariat staff, and all technical support staff, will only be admitted to the HCDF/RPMAFR premises upon presentation of this badge. It is recommended that participants coming to the venue limit their hand luggage to one small briefcase. Anything larger than cabin luggage will not be permitted inside the HCDF/RPM-AFR premises. Participants are reminded to safeguard their personal belongings at all times while in the meetings premises and hotel area. Documentation The Meetings will be largely paperless. The HCDF/RPM-AFR Document Control Service is located at the Secretariat I Office (Albert). All proposals or documents to be distributed must be cleared by the HCDF/RPM-AFR Document Control Service. For the RPM-AFR, proposals are to be submitted exclusively through the website, using the template made available at www.itu.int/ITU-D/conferences/rpm/2009/AFR/documents/template.html During the Meetings, participants are requested to hand-deliver a soft and hard copy of each document to the HCDF/RPM-AFR Document Control Service for approval and processing. The HCDF/RPM-AFR Document Control Service is the only service authorized to release for distribution documents to participants. A special designated area will be reserved for the distribution of meetingrelated documentation, i.e. materials relevant to the Meeting agendas and objectives but which are not official meeting documents. Such documents include telecommunication information pamphlets, brochures, other printed and/or electronic materials from duly registered participants. This area will be accessible to all participants on a self-service basis and will be supervised by the ITU Secretariat. An authorization is required to distribute materials in this area. Materials distributed without authorization will be removed by the ITU Secretariat. Authorization can be obtained by contacting the HCDF/RPM-AFR Document Control Service. While the Meetings will largely be paperless, one set of documents per delegation will handed out at the time of registration to the Head of Delegation. Documents received afterwards or in-sesssion documents will be distributed in the meeting room. Cybercafe with service desk support The Cybercafe is located in Royal Room. There are PCs with US keyboard and Internet connection, wired Ethernet connections for laptops and network printers. Wireless connections for laptops are also available. A service desk located in the cybercafé is available to assist Delegates on IT-related issues. Printers Connections to the printers can be done: • • • Via the network (wired/wireless) through a print server. Printers have the server name and share name marked on them; Via USB; Via parallel cable. Wired Ethernet LAN Twenty (20) Ethernet connections (RJ45) 10/100 Mbps are provided in the cybercafé to connect laptops to the Internet. Delegates equipped with 802.11a/b/g cards will be able to take advantage of the wireless LAN facility installed throughout the Hotel. Delegates will be informed of the SSID of the wireless LAN when they are onsite. Wireless LAN cards Delegates are advised to procure a Wi-Fi certified card before travelling to the Meeting. Before buying a card, it is advisable to check that it has Wi-Fi CERTIFIED logo. Wireless LAN configuration parameters Please follow the installation instructions delivered with the card. You may need to log in with administrator privileges depending on your PC’s operating system and the card purchased. LAN configuration (wired and wireless) Common LAN configuration parameters: • Enable DHCP so that your laptop will obtain the IP address and other network parameters automatically. • Web-proxy: Ensure that your Internet browser’s proxy setting is removed. • SOCKS: Disable any SOCKS configurations. Outgoing e-mail: If you want to use your own email application (e.g. Outlook) on your laptop for sending emails, the outgoing SMTP server to be used is smtp.warid.co.ug Security Please be aware that network communication can be intercepted, either wired or wireless. As such end-to-end encryption is recommended for confidentiality. Please use VPN or end-to-end encryption solutions and personal firewall software to protect your system. It should be noted that some firewall software configurations may prevent access to local resources (e.g. network shares and printers). In case of problems, please consult our support staff at the service desk. Meeting Room management and reservations Delegations wishing to reserve a room may contact ITU Secretariat at Secretariat I Office (Albert). Requests will be processed on a first come first served basis. Visa requirements Every foreign national entering Uganda must be in possession of a valid passport. COMESA countries are exempt from visa requirements into Uganda. These are: Burundi, Comores, D.R. Congo, Djibouti, Egypt, Eritrea, Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Sudan, Swaziland, Zambia, Zimbabwe. Your passport must be valid past the date of your expected departure from Uganda. You must have: • An International Vaccination Certificate against Cholera (recommended, not required). • An International Inoculation Certificate against Yellow Fever. • Submit your passport and two (2) passport-size photographs In exceptional circumstances, including participants of those countries who do not have a Ugandan embassy or consulate, arrangements may be made to ensure that visas and entry permits are delivered at relevant points of entry in Uganda. It is advisable to make hotel reservations early to ensure room availability. Transfers and transportation All participants who inform the Ugandan Secretariat of their flight details in advance (e-mail: ucc@ucc.co.ug) will be met upon arrival at the Entebbe-Kampala International Airport (EBB), where transportation to nominated hotels will be provided. Climate The temperature normally ranges from 22 to 32 degree Celsius with humidity level between 79% - 84%. Electricity The electric current used in Uganda is 220 Volt, 50 Hz. Plug type: British 3-pin rectangular blade plug (13-amp plug / BS 1363) Banking and currency 1.00 USD is approximately UGX 2.26 (June 2009) Ugandan Shilling. Travel Insurance Participants are reminded that it is advisable to obtain travel insurance. Such insurance should cover payment for your medical care in the case of hospitalization as well as the cost of repatriation to your home country if that should become necessary. However ITU is unable to bear the cost of insurance for participants, any medical expenses or any other expenses.
