Concept Note WSIS +10 High-Level Event (an extended version of the WSIS Forum 2014) Sharm el Sheikh, Egypt, 13-17 April 2014 Open Consultation Process under the umbrella of the WSIS+10 Multistakeholder Preparatory Platform (MPP) Reference/ Introduction Council Resolution 1334 (Revised 2013) instructed the Council Working Group on the World Summit on the Information Society (WSIS) to initiate an open and inclusive preparatory process, similar to that of WTPF 13, in the form of a Multi-stakeholder Preparatory Platform (MPP) for the WSIS+10 High-Level Event and to hold online Open Consultations comprising of necessary number of physical meetings, with remote participation as an integral component. Nature of the MPP The preparatory process leading towards the High-Level Event, an extended version of WSIS Forum 2014, aims at engaging all the WSIS Stakeholders i.e Government, Private Sector, Civil Society and International Organizations in an open and inclusive MPP. This open and inclusive multistakeholder platform will be responsible for providing guidance on the preparatory process for the WSIS+10 HighLevel Event, taking all possible measures to encourage the full engagement and participation of all WSIS Stakeholders, including, UN organizations in particular those who have been mandated by the Tunis Agenda to perform particular tasks related to the implementation of the WSIS Outcomes, including all WSIS Action Line Facilitators. The main outcomes of the open and inclusive MPP are to develop drafts of the outcome documents for consideration by the WSIS+10 High-Level Event, by 1st March 2014, (for ITU under its responsibilities and other interested UN Agencies, under their responsibilities) Draft WSIS+10 Statement on Implementation of WSIS Outcomes Draft WSIS +10 Vision for WSIS Beyond 2015 under mandates of the participating agencies MPP will be also used in order to provide a platform for open consultation on thematic aspects for the draft agenda and innovations on the format of the Event, following the practice of previous open consultations for the WSIS Forum. Open Consultation Process under the umbrella of the MPP: The MPP will initiate an open consultation process aims at ensuring the participatory and inclusive spirit of the WSIS+10 High-Level Event, scheduled to be held from 13 to 17 April by actively engaging governments, civil society, the private sector and intergovernmental organizations in the preparatory process. The Open Consultation Process for the WSIS+10 High-Level Event is structured in five phases consisting online open consultations and necessary number of physical meetings, with remote participation as an integral component, as follows: Phase One: Kick-off of the Open Consultation Process, 1 July 2013 o Initiation of the Open Consultation Process, 1 July 2013 o Input document WSIS Forum 2013 Outcome Document ITU Secretary General Backgrounder: WSIS+10 Visioning Challenge 2012/2013 Editions of the Emerging Trends o Invitation to the preparatory process with call for inputs on WSIS+10 High-Level Event outcomes and the WSIS Forum’s thematic aspects for the draft agenda and innovations on the format (Deadline 20 September) o Invitation to contribute to the WSIS+10 High-Level Events with the 10 years country reports and action line facilitators reports, according to the approved templates (Deadline for draft reports, 30 November; Final Reports to be submitted to the WSIS+10 High-Level Event) Phase Two: First Review of the Draft Documents and Additional Inputs, 7-8 October 2013 o First Physical Meeting (with remote participation facilities) of the Multistakeholder Preparatory Platform, 7-8 October 2013, ITU Headquarters o Ongoing online open consultations on WSIS+10 and Forum o Call for official contributions and binding requests for workshops at the Forum (Deadline: 10 December) o Input documents (submitted to the meeting by 25 September 2013) Food for thoughts for development of drafts of documents based on existing documents and recommendations received through the official submissions to the process ITU’s Contribution to the Implementation of the WSIS Outcomes (Other UN Agencies invited to Submit similar documents) o Outcomes: Zero drafts of both documents (Statement and Vision), to be published on the website 7 days after the meeting, open for comments by all stakeholders (Deadline 30 November).
