Executive Order D.B. 38
the Handicapped
WHEREAS, the Federal Congress and Texas Legislature
have enacted legislation to insure handicapped individuals
have equal rights and opportunities; and
WHEREAS, the Texas Legislature has charged certain state
agencies to provide financial assistance, medical treatment,
rehabilitation, and other services and material assistance to
handicapped individuals; and
WHEREAS, the state, local and private sectors should constitute a full partnership with handicapped individuals to
provide opportunities for all mentally and physically handicapped individuals consistent with their capacities and
abilities; and
WHEREAS, handicapped individuals are entitled to play a

This Executive Order shall become effective on this 3r
