Executive Orders Executive Order D.B. 38 the Handicapped WHEREAS, the Federal Congress and Texas Legislature have enacted legislation to insure handicapped individuals have equal rights and opportunities; and WHEREAS, the Texas Legislature has charged certain state agencies to provide financial assistance, medical treatment, rehabilitation, and other services and material assistance to handicapped individuals; and WHEREAS, the state, local and private sectors should constitute a full partnership with handicapped individuals to provide opportunities for all mentally and physically handicapped individuals consistent with their capacities and abilities; and WHEREAS, handicapped individuals are entitled to play a (3) - ascertain from handicapped individuals how T state government can be most responsive to their proble and ing an independent life with drgnity and full participatio community life to the greatest extent possible. This Executive Order shall become effective on this 3r of March, A.D., 1978, and shall remain in effect amended modified, or repealed by me.
