RELATING TO THE APPOINTMENT OF A SPECIAL INVFSTIGATOR
WHEREAS, allegations of racial discrimination have been raised concerning the Texas
National Guard; and
WHEREAS, an investigation of these allegations will begin shortly by the National
Guard; and
WHEREAS, this investigation will be enhanced by the appointment of a special state
investigator to assist in this investigation; and
WHEREAS, Mr. Juan Hinojosa is 'an attorney, a Vietnam veteran, a former member of
the Texas House of Representatives, and a person sensitive to my office's concerns about these
allegations; and
WHEREAS, Mr. Hinojosa will ensure that the investigation is both thorough and
conducted in a manner fair to all parties;
NOW THEREFORE, I, Ann W. Richards, Governor of the State of Texas and
Commander in Chief of the Texas National Guard, do hereby appoint Mr. Juan Hinojosa as the
state's special investigator to participate in the investigation.
Mr. Hinojosa shall prepare a report for the Governe'r's Office on his conclusions and
recommendations based on the investigation. Mr. Hinojosa's appointment shall expire on the
date his report is delivered to me.
The Governor's Office shall pay the necessary travel, lodging, and meal expenses
incurred by the special investigator in his participation in this investigation.
