ECONOMY CENSUS 1986
VILLAGE POTENTIALS
ATTENTION
1.
The objective of the 1986 Economy Census is to gather statistic data that is
reliable and on time for the needs of development plans.
2.
The 1986 Economy Census activity is in accordance to Law no.6/1960 on
Census, Law no.7/1960 on Statistics, Government Law no.29/1985 on Economy
Census and the Presidential Instruction no. 6/1985 on the 1986 Economy
Census.
3.
This Economy Census is one of the projects of PELITA (Proyek Lima Tahun =
Five Year Project)
4.
This census does not charge any expenses from the establishments
5.
The obligation to give information and the confidentiality of the data gathered in
this Census shall be observed in accordance to Law no. 6/1960 on Census and
the law rule that occurs.
GUIDANCE ON FILLING IN THE LIST
A.
Use a black pencil to fill in the list, do use not ink/ball point or colored pencils except for the
signature of Head of the Village.
B.
The SE-86 Podes List is made into two copies:
1. For the Central Bureau of Statistics
2. For the Regency/Municipality Statistic Office
The enumeration of Podes is conducted on October 1986
C.
The general guidance on filling in the list:
1. Circle one of the appropriate answer code and move it into the provided boxes for questions
that have to choose one of the provided answer codes.
2. Questions with answers that are not codes:
a. Block VII: Education, question 1:
Fill in the answer into the provided boxes. Fill into the box with the right justified system
Example:
In a village there are 9 Elementary Schools but there are only 2 boxes provided
so filling in the boxes is as follows:

BLOCK I. IDENTIFICATION OF LOCATION
Question 1 to 5: Write the name of province, regency/municipality, administrative city, sub-regency and
village/kelurahan.
Question 6 : Circle Code 1 if the village/kelurahan is classified as an urban area and Code 2 if it is a rural
area. Ask for assistance from the Sub regency staff whether the village/kelurahan is classified as a rural or
urban area.

BLOCK II. INFORMATION ON FILLING IN THE LIST
Question 1 to 3: Write the name of the officer, date of filling in the list and the signature of the
enumerator/investigator. Fill in the duration of enumeration in hour units.
Question 4 and 5:Write the name and signature of the investigator after the list has been examined. After
the list of Village/Kelurahan potentials are examined then sign and give the stamp/occupation stamp in the
provided area.
BLOCK III. GENERAL CHARACTERISTICS ON THE VILLAGE/KELURAHAN
Question 1: Circle one of the appropriate codes.
A village is an area occupied by a number of people as a community, also included is a legal community
that has the lowest governing organization under a Camat (sub-district head) and has the right to organize
their own household in the bonding of the country of Republic of Indonesia.
A kelurahan is an area occupied by a number of people as a community, and has the lowest governing
organization under a Camat (sub-district head) that has no right to organize their own household.
Question 2: Circle one of the appropriate codes.
Swadaya Village/Kelurahan is a traditional village/kelurahan that has bonding customs, the inter-relation
between people is strong, the social control is family based, the people’s occupation is homogeneous and is
just enough to fulfill premiere needs only; uses simple technology and the productivity level is low with
minimum infrastructure.
Swakarya Village/Kelurahan is one level more advanced than a Swadaya Village/kelurahan where the
custom of the village community is going through transition. The outside influence has entered the
village/kelurahan that affects the way of thinking and the field of work expands so that the people’s
occupation starts to expand from the premiere sector to the secondary sector, productivity increases and is
leveled by the increase of village/kelurahan infrastructures.
Swasembada Village/Kelurahan is one level more advanced than a Swakarya village where the custom of
the community has no bonding and the inter-relationship of people is rational. The people’s occupation is
various and is progressing to a tertiary sector, new technology is actually implemented which affects high
productivity, leveled with appropriate infrastructure of the village/kelurahan.

A seashore village/kelurahan is a village/kelurahan that has the boundary of a sea.
A non-seashore village/kelurahan is a village/kelurahan that has no sea boundary.
Question 4: Circle one of the appropriate codes.
Question 5: Fill in the dimension of the whole village/kelurahan in square kilometers (Km²) or rounded
figures in hectares (Ha). Note: 1 Km² = 100 Ha.
Question 6: Fill in the distance from the office of head of the village/kelurahan to the Sub regency’s Office
in rounded figures in Kilometers (Km).
Distance is the length of the nearest road that is usually used by public, either by land or water. If the
village/kelurahan does not have an office, the distance is calculated from the house of Head of the
Village/Lurah.
Question 7: Circle one of the appropriate codes.
The Village/Kelurahan Administration Office (Village/Kelurahan Public Hall) is a building specifically for
the Village/Kelurahan Office/Public Hall, not including the residence of Head of the Village/Kelurahan
that is occupied for an Office/Public Hall.
Question 8: Circle one of the appropriate codes for each village/kelurahan officials that is asked.
Question 9: Circle one of the appropriate codes.
LKMD (Lembaga Ketahanan Desa = Village Defense Institute) is a community institution in a village
that origins from, by and for the community it is also an independent institution and is assigned to assist the
Head of Village/Kelurahan in development planning and others. The members consist of the local figures
of the village/kelurahan.
BLOCK IV. DIMENSION OF FIELD AND ITS USAGE
Question 1a: The dimension of rice field used for agriculture, is the total of question 1.a (1) till 1.a (5).
Watered rice field covers technically irrigated rice field, semi technical, simple (PU = Pekerjaan Umum =
Public Services) and non-PU (non-Public Services). The rice field undertaken for agriculture covers the
rice field that during the last year is undertaken or temporarily not undertaken for agriculture.
Pasang surut (rise and fall of the tide) rice field is a rice field that is irrigated depending on the river
water that is influenced by the rise and fall of the sea tide.
Rain Stored Water rice field is a rice field that is irrigated depending on rainwater.
Question 1.b: The dimension of rice field that is not undertaken for agriculture is the dimension of rice
field that is not undertaken for agriculture more than the a year and less than 2 years ago.
Question 1.c: The total of questions (1a +1b).
Question 2a: The dimension of dry land undertaken for agriculture is the total of questions 2.a (1) till 2.a
(4).
Question 2.b: The dimension of dry land that is not undertaken for agriculture such as a field, river, a
forest not undertaken for business (not including a state forest).
Question 2.c: Land for building and the yard surrounding it is the land that surrounds the building and the
land used for building and land that occurs surrounding the building, either is cultivated or not. The land
for the yard usually has a distinct boundary, if the boundary of the yard with the field is not clear then it is
not classified as a yard such as a plantation, etc.
Question 2.d: Others are dry land aside in question 2.a till 2.c such as steep land, coral, etc.
Question 2.e:Total of questions 2.a till 2.d
Question 3: The dimension of village/kelurahan is the total questions (1.c + 2.e).
Question 4.a: The dimension of bengkok/pelungguh land
Bengkok/Pelungguh Land is a land owned by the village/kelurahan where the village administrator is
given the authority as his/her salary or to a formal village administrator as pension.
Question 4.b: The dimension of the “cash land” of a village/kelurahan
The “cash land” is land owned by the village/kelurahan where the income is used as financial income
source of the village/kelurahan.
BLOCK V. POPULATION AND ENVIRONMENT
A.
POPULATION
Question 1: Circle one of the appropriate codes
Question 2.a and 2.b: Write the number of birth and death that occurred in the village/kelurahan during
the past year
Question 3: Write the number of population in the village/kelurahan based on the condition of July 1st ,
1986.
Question 4: Write the number of entire population aged 7 – 12 years old in the village/kelurahan based on

Question 5: Write the number of population aged 7 – 12 years old that are still attending school based on

Working in the agriculture sector, is not only limited to head of the households that work as farmers, but
also head of the households that works as farmer workers.

Toilet is a disposal place that is made under the health requirements such as uses a septic tank.

from the Presidential Instruction
Other Public Toilet is a public toilet that is usually made by the community’s self-initiative or from other
funding sources.
Critical Land is the situation that endangers the stability and the persistence of water also the
environmental nature.
Example: unused land or land grown with coarse grass..

If the content is coded 1 (critical land occurs), write in the dimension in hectares (Ha), with one figure

Greening is undertaking the cultivation of plants to protect the soil, improve the condition and prevent the

Example: dry cell battery factory, dyeing material factory, cement factory
Environment Pollution is the disturbance towards the environment caused by factory waste, garbage,
factory fumes and others, that can ruin the purity of air, water, soil and disturb the life of plants, animals
and human beings.
BLOCK VI. AGRICULTURE
A.
FARMER’S ORGANIZATION
Question 1 till 4: Circle one of the appropriate codes
The Organization of Water Using Farmers (P3A = Perkumpulan Petani Pemakai Air) is a group of farmers
that organize the distribution of water for irrigating the rice fields of their members.
B.
LEGAL ESTABLISHMENT/BUSINESS
Question 1 till 4: Circle one of the appropriate codes
The Legal body such as a PT/NV (Perseroan Terbatas = Government Establishment), CV, Firm,
Cooperative and Private that has a Notary Document.
C.
MARKETING AND DRYING INFRASTRUCTURE
Question a till 4: Write down the number of marketing infrastructure in this village/kelurahan.
A Market is a meeting place between a number of sellers and buyers that usually has a permanent
infrastructure and routine activities.
A Kiosk is a place that sells farm production at least fertilizers and seedlings.
Drying floor/concrete is a place used for drying agriculture products. The drying floor is permanent and is
usually made of cement.
D.
LARGE LIVESTOCK
Question 1 till 4: Write down the number of large livestock based on the type that occurs in the
village/kelurahan.
BLOCK VII. EDUCATION
Question 1 Column (2) and (3): write the number of school buildings based on the level of education and
type of schools
Question 1 Column (4) and (5): write the number of schools based on the level of education and type of
schools
A School building is a building unit that is planned and built for a school, either has/not yet used for school
activities and disregarding the number of physical buildings. If the building is then used for a factory or a
dormitory then it is not considered as a school building.
A non-school building that has been renovated/adjusted and used for a school is considered as a school
building.

Islamic Boarding School (Pondok Pesantren) is an Islamic institution that usually provides lodgings for
the students inside the educational complex.
Special Schools is an educational institution for the handicapped (blind, deaf, mute and other handicaps)
Seminary/Convent/Theology is an educational institution based on the religion of Christian/
Protestant/Catholic and usually provides lodgings for its students inside the educational complex.
Skill Courses: is a non-formal educational institution that teaches a certain skill that is specific and the
time is relatively short. Example: typing course, bakery course or flower arranging course.
Public library/public reading place is an institution/library unit or a reading place that supports the
activities of learning for the community, not including a place for reading comics/humor.
BLOCK VIII.
A.
SOCIAL CULTURE
PLACES OF WORSHIP
Question 1 till 5: Write down the number of worshipping places (Mosque, Surau/Langgar, Pura, Vihara)
that occurs in this village/kelurahan. A personal Surau/Langgar/Chapel or a Pura is not counted here.
B.
SPORTS
Question 1 till 8: Write down one of the code 1 or 2 in column (2) and (3) (field and activity) for each type
of sport.
A field is an infrastructure (a place) to conduct sports in a village/kelurahan based on the relating sports
requirements.
Activities are activities conducted by a group of village/kelurahan people that conducts sports
disregarding whether the sports are conducted in this village/kelurahan or in another place.
C.
SOCIAL ACTIVITIES
Question 1 till 5: for each organization that is mentioned in point 1 till 5, write down either code 1 or 2
based on the answer.
Social activities that are conducted in a village/kelurahan are based on the organization’s domicile. If there
is a branch in another village/kelurahan then it is considered as an independent organization, also if in this
village/kelurahan a branch of an organization/social activity from another area.

RECREATION AND ART
Question 1 till 4: Circle either code 1 or 2 for each type of entertainment/recreation that is appropriate for
each type of art group and place of performance
Question 5 and 6: Circle one of the appropriate codes
An art group is a group where the members conducts routine practice and is ready to perform a
performance on stage based on order or settled in a place for performing.
A place for performance is a permanent place that is specifically used for art performances. If a
performing place is used for more then 2 activities then each art is considered as a performing place.
Amusement/Recreational Park is a place for recreation/leisure that is declared by the local people either
by paying admission tickets or not such as an amusement park (Taman Ria) camping ground, Botanical
Garden, Zoo and others. If there is a movie theater in the amusement park the question 5 and 6 is filled in
Code 1 and written in Block Notes.
BLOCK IX.
HEALTH
Question 1.a till 1.g: Write the number of hospitals, maternity hospitals/BKIA (Balai Kesehatan Ibu dan
Anak = Maternal and Child Health Center), clinic, Puskesmas (Pusat Kesehatan Masyarakat = Community
Health Center), Supporting Puskesmas, doctor’s practice and Family Planning Post that occurs in this
village/kelurahan.
Maternity Hospital/BKIA (Balai Kesehatan Ibu dan Anak = Maternal and Child Health Center) is a
hospital with facilities for giving birth, pregnancy examination, maternal and child examination under the
supervision of a doctor and midwife/medical officials.
Clinic is a place to consult health under the supervision of a doctor.
Community Health Center (Puskesmas) /Supporting Puskesmas (Puskesmas Pembantu) is a place to
consult health at the sub-regency level or in a village/kelurahan that is usually headed by a doctor/medical
officials.
A doctor’s practice is a specific place where a doctor conducts a practice individually/together for the
service of community members.
Question 2.a till 2.c: write down the number of doctor, health officials, nurse/midwife and others also
traditional birth attendants that live in this village/kelurahan.
Paramedics are health officials that can give medication either has legal practice or not.
Traditional Birth Attendants is a person that attends women giving birth, either as a part time job or as a
main job.

Drinking Water Company (PAM = Perusahaan Air Minum) is organized by the Public Services
Department (Cipta Karya Directorate General) that usually serve the people at the provincial level
Drinking Water Services (DAS = Dinas Air Minum) similar to PAM usually serves the population at the
capital city of a regency/municipality.
Drinking Water Distribution (SAM = Saluran Air Minum) similar to PAM usually serves the population
at the capital city of a sub-regent.
Local Drinking Water Company (PDAM = Perusahaan Daerah Air Minum) is a local establishment
that is entirely organized by the local government.

TRANSPORTATION & COMMUNICATION INFRASTRUCTURE AND MODE
INFRASTRUCTURE, TRANSPORTATION MODE
Question 1.a till 1.c: Circle one of the appropriate codes
The main road is a road that connects a village/kelurahan with another village/kelurahan.
Question 2.a : Circle one of the appropriate codes
Public transportation covers public transportation that is used by the people in the village/kelurahan or
between villages/kelurahan.
A wagon/cart is usually used for transporting commodities/goods
Delman/Dokar/Bendi (carriage) is usually used for people’s transportation and it usually runs faster than a
wagon/cart.
Question 2.b: From the entire transportation mode that is elaborated above mention the main one and write
down the code into the provided box. The code of transportation mode is the serial number of
transportation mode in question 3.a. In order to determine the main one is by observing the number of
passengers that are transported outside the village/kelurahan.
Example:

Question 1 and 2: Write down the number of markets with a permanent/semi permanent building and a
market without a permanent building that occurs in the village/kelurahan.
A market with a permanent/semi permanent building is a market with a cemented/tiled floor,
iron/wooden poles, the roof is made out of aluminum sheets/roof tiles/wooden slates, either has walls or
not, disregarding whether it is crowded or not.
A market without a permanent building (not including sidewalk vendors) is a market that has a nonpermanent building such as a building from bamboo, leaves and others.
Question 3 and 4: Write down the number of shop groups and kiosks that sell consumption goods in the
village/kelurahan.
A group of shops is a number of shops that consists of at least 10 shops, either the shops sells specific
goods or a combination.

Physical development here is physical development that is directly beneficial for public needs such as
roads, bridges and meeting halls.
Completed Development is the development that has been completed in the year 1985, either started in
1985 or prior to 1985.
Column (5): is the duration process of the completed development since the project started.
Question 2.b: Fill in the provided lines and move the contents into the provided boxes. The first two boxes
for each row does not have to be filled in.
Development that is not completed is the development during 1985 and is still in progress either started in
1985 or prior to 1985.
Column (5): is the duration of the project that was developed since it started till December 31, 1985.
Column (6): the percentage is written in rounded figures
BLOCK XIII. CHARACTERSITICS OF HEAD OF THE VILLAGE
Question 1: Fill in the age of Head of the village/kelurahan from this village/kelurahan during
enumeration.
