Software has modules for creation of Village Master
(Location directory), Jamabandi module for entry of
Khata,Khatoni, Khasra details, Entry of Mutations and
creation of New Jamabandi after every 5 year cycle of the
village (DOR)
Started as pilot project in Shimla District
Sunni became first Tehsil in HP having computerised Land
Records in year 2003, inaugurated by Hon’ble CM
Total 13 Tehsils and 7 Sub Tehsils & all are functional
3189 villages are computerised out of total 3322 villages
Online Nakal Module has been introduced for all the
locations.
Himachal Registration Information System (HimRIS)
Software to register deeds at Sub Registrar Office
(SRO)
Functional at 13 Tehsils and 7 Sub Tehsils of the
District
Photo of the Seller & Purchaser along with the
Witness/Identifiers are captured at the time of
presentation of deed
The integration has been done with the Land
Records Database .
The stamp duty is calculated automatically based
on the consideration amount
The Registration fees is calculated by the system
based on the type of deed.
Lok Praman Patra
Software for issuance of Certificates by various authorities
at DC Office, SDM Office, Tehsil and Sub Tehsil office
Implemented in all the 7 Sub Divisions,13 Tehsils and 7
Sub Tehsils of the district
14 type of certificates are issued through this system
Software ensures uniformity in issuance of certificates
There is provision to reissue certificates already issued
Arms Licensing Software (eShastr)
Implemented in DC Office Shimla and Sub Divisions
Software is web based
Software is used for fees collection, issuance of new
Arms Licenses and renewal.
Software is work flow based and have many reports
Vehicle Registration Software (Vahan)
The VAHAN Software used for New Vehicle Registration,
Renewals, NOC, Tax Collection, Fitness etc
Implemented in all the 7 RLAs
The online data transmission is taking place from all the
RLAs and its appearing in the State Register and
National Register
The software generates RC,Cash Book and various
registers
Driving Licence Software (Sarthi)
The Sarthi Software used for Issuance of New LL/DL,
Renewal of DL, Endorsements, NOC etc
Implemented in all the 7 RLAs
The computerised test for Learner Licence is available in
all the RLAs
The online data transmission is taking place from all the
RLAs to the National Register and State Register
Immigration VISA,Foreigners Registration & Tracking (IVFRT)
A Mission Mode Project implemented at SP office, who have
been designated as FRO (Foreigners Registration Officer)
IVFRT has modules of cFRO, cForm , sForm
cFRO (Centralised Foreigeners Registration) Module has
facility to register foreigners staying for more than 180 days.
The other facility in cFRO is VISA extension, Exit Permit etc.
DSC required for software to work
cForm is implemented for Hoteliers to register foreigners
staying in there hotels
sForm is used by institutes for registration of students of
foreign origin
SUGAM ( Citizen Service Centres)
The SUGAM Centres have been setup at Colletorate, 7 Sub
Divisions and 20 Tehsils/ Sub Tehsils.
Issuance of 14 type of certificates ( Agriculture,Bonafide,Legal
etc.)
Driving Licence Issuance and Renewals (Learner, Regular,
Conductor)
Vehicle Registration of all kind of vehicles and related activities.

Agricultural Marketing Network (AGMARKNET)
5 sanctioned Agmarknet Nodes ( Rohru, Nerwa, Rampur,
Theog, Shimla) in Distt Shimla
The online system of whole sale rates reporting is
operational in all the markets
The markets rates are available for analysis at the
Agmarknet Portal http://agmarknet.nic.in
SMS facility available for the farmers and individuals to
get alerts on mobile for the prevailing rates in market.
eSamadhan ( Online Grievance Redressal System)
Online portal at http://esamadhan.nic.in for citizens to
register complaints/demands
Every Complaint is given a Id number and its status can
be seen on the portal
Head of Department and higher officials have access to
see the status of the grievance and give there comments
Many query based reports are available on the portal
Welfare Pension Scheme (eKalyan)
The welfare department is using this software for processing of
monthly pension disbursement to various categories like Widow
Pension, Old Age Pension, Pension for the Disabled etc.
Total of 36000 Pensioners are enrolled on this system
Money Orders are generated by the system every qtr. for
disbursement of pension
Software has facility of auto substitution of new pensioners
from the current waiting list based on the pre set criteria
Schemes MIS
SMIS being used by Development and Relief Branch at DC
Office
All the sanctioning of new schemes is done through this
system
Query based reports are available in this system
a useful tool for overall monitoring of schemes by the
district administration
eCourts Project
The court complexes at Rohru, Jubbal, Theog, Chopal are
functional and using the District Courts Information System
The backlog of all cases is clear in these courts and cause
list is generated by the software and its available on the
net
The District Court Complex has been functional in Chakkar
Shimla and have 13 Sub Courts
District Courts are using the old version of the Courts
Information System and cause list is available on the net
The VC room, JSC, Server Room have been setup at
Judicial Complex at Chakkar
NADRS Project
There are 9 Nodes in District Shimla in this Mission Mode
Project
Hardware installed at all the locations (Vety. Hospital
Rohru, Theog, Chopal and at State Vety Hospital Shimla)
The VPNoBB connectivity at all locations
The NADRS has provision for case reporting and
monitoring
Daily case reporting is being done in these locations
Restricted Routes Permit Issuance System
The software is being used for issuance of Permits to ply
Vehicles in the Restricted roads of Shimla Town
Software is functional in the office of ADM Shimla
Permit Sticker are printed and software has provision for
renewal of already issued permits
Software has various reports
Common Integrated Police Application (CIPA)
The CIPA application functional at 18 locations
Software is used for entry of Roznamcha and FIR
The online data transmission is taking place from
most of the sites and its appearing on the Police
portal
Inner Line Permit Issuance System
The software is being used for issuance of Permits to the
Foreigners visiting the Tribal areas of Kinnaur District
Software is implemented in the office of ADM Shimla
Foreigners visit the Sugam centre for this facility and
there details are entered along with capturing of live
photograph
Paper based permit having photograph is issued with
validity printed on it
Icards for Senior Citizens & Disabled Person
The welfare department is using this software for issuance
of Icards for the Senior Citizens and Disabled persons
The cards are printed with details of the individual and
validity period
The photo on the cards is printed after live capture or
image is scanned
Manav Sampada (PMIS)
Online portal at http://admis.hp.nic.in/genpmis for
maintenance of Service books of the staff
Employees have been given user ids to see the service
book and upload property returns etc
All the transactions are updated on the portal
Many query based reports are available on the portal
Revenue Courts Monitoring System (RCMS)
RCMS software is web based software and it has been
implemented in all the 43 Revenue Courts of DC, ADM,
SDM,Tehsildar, Naib Tehsildars of the District
All type of cases are entered and updated on this system
Cause list is available to the public for each court
Scanned Judgments are uploaded for the decided cases
Various reports are available for the monitoring purpose
and knowing the status of any case
RefNIC
Reference Monitoring System of NIC has been
implemented in the Diary branch and all the branches of
the DC Offices
Software is used for monitoring the movement of letters
and knowing its status
Despatch of letters from the branches is done through this
system
Various query based reports are available in the system
Citizen Centric Services at SUGAM Centres
The SUGAM Centres are operational in Collectorate, Sub Division, Tehsil
Offices. The main objective of starting these centres is to provide Hassle
free and quality Service to the citizens under one roof.
