The College Council will not meet on the 27th, but here are a number of items of potential interest
various departments in the college.
I.
Information Items
A.
ONR Summer faculty program

Air Force Summer Faculty Fellowship Program also is open for applications:

C.
IMPORTANT: Preliminary session on Internal Funding opportunities at
Michigan Tech, including REF. offered by Sponsored Programs. Registration is

I have a couple of information flyers on two postdocs at Woods Hole
Oceanographic Institution: Postdoctoral Fellowships for 2011-12 and the
Cooperative Institute for North Atlantic Research (CINAR) Postdoctoral Scholar
Fellowship. Contact me if you want a copy of these brochures.

Information re: Basic Computing Access Fees
As in recent years, this information will be due to the CIO in spring semester.
Walt expects the form to be available on the Provost Site in January and due in
February. We will discuss this in the council before the forms are due.

Effort Certification: No word from Research Accounting and HR about my
message asking for a clearer policy; they are considering it

Discussion
A.
I need feedback from chairs on the attachment accompanying this document
concerning the policy on C or better grades. Please email responses to Max’s question:
should this be reviewed and discussed again? I need your comments by 8:00 AM

We mentioned briefly last time that Dave Reed is proposing that his office
manage a central start-up account for all equipment purchases. He was not limiting this
to large items for use by multiple faculty, but it could include any funds from central
sources made available to faculty for equipment. Department may opt to manage these
accounts and the VPR will transfer funds as in the past. But units must manage all
accounts in the same fashion – you cannot pick and choose. With this clarification, are
there any concerns on your part? Thanks for getting back to me – again it would help to
have your thoughts before tomorrow’s deans council meeting at 9:00 AM.

all - i understand there is a discussion underway to request a "C or better" in
prereqs for some classes. there was some foggy memory that we don't have a policy
but that the senate has said that this is a decision for the provost.
after checking (i believe) all relevant documents going back to 2002, including
provost memos, and discussion threads, here is the situation:
we do have a policy 7-03 (see below) which replaced relevant language in 24-02 and
25-02: it removed explicitly the language "Academic departments may also require C
or better grades in some prerequisite courses" which was in 25-02.
so, it is straightforward: at the present time, academic departments may NOT
require a "C or better" in prerequisite courses (beyond the recommendation that
students with a CD or D in a prereq course SHOULD retake it). if some think this
should be discussed again, it would need new deliberations and a senate proposal to
get the language back into the prerequisite policy. without this, it cannot be
approved. there is clearly not enough time for such substantial deliberation to
make such a change for this binder process period.

PROPOSAL 7-03
AMENDMENT OF PROPOSAL 24-02, SCHOLASTIC STANDARDS REVISIONS AND OF PROPOSAL 25-02,
PREREQUISITE POLICY
The section titled "Prerequisites" of Proposal 24-02 is amended to read as follows:
PREREQUISITES
A student may not elect a course unless he/she has the proper prerequisites.
Courses in which D and CD grades were earned should be repeated before electing an
advanced course.
The first paragraph of the section titled "Policy" of Proposal 25-02 is amended to
read as follows:
Policy
Prerequisite courses are required to be satisfactorily completed before a student
may register in a course requiring the prerequisite. Students who earn a CD or D in
a prerequisite course should retake the prerequisite course before registering for
the advanced course.
