LETTER
Spring 1994
Dear Alumni and Friends of the Texas Tech Law School:
In the last issue of the Cornerstone I noted that we were preparing a College Report and planning for a
rededication of the Law School building on May 14, 1994. In this issue I would like to share portions of our College
Report and provide you with details of our May 14th program.
Preparing our College Report provided us with a unique opportunity to evaluate the Texas Tech School of Law.
The Report focuses on Students, faculty, and facilities. The Law School has always attracted outstanding students. For
much of its history, the entering class had a national profile which was roughly top forty percent. In the past five years,
the entering class has achieved a national profile that is in the top twenty-five percent. At the same time student body
diversity has increased dramatically. In 1988 minority students constituted only 5% of total enrollment. This year
minority students constitute 17% of total enrollment. Of course our graduates continue to excel in performance on bar
examinations. In 1992 Texas Tech won the National Negotiation Competition, and in 1993 Texas Tech finished second
nationally in Moot Court.
One of the major strengths of the Texas Tech School of Law has always been its faculty. This continues to be true
for a faculty which is now enriched with more women and minority members. Six of our recent hires have been women,
and three have been racial or ethnic minorities. During the past six years faculty members have written or edited at least
12 books and 100 articles. Five faculty members have been elected to the prestigious American Law Institute, more than
any law school our size.
When the current Law School building opened twenty-five years ago, it was recognized nationally as an
outstanding facility. Now we celebrate completion of our Law Library expansion and Law School renovation project. We
have updated our building to address disability issues, expanded the law library, provided new student executive offices
and equipped 220 student carrels with networked computers. This gives the Texas Tech Law School one of the finest
physical facilities in the nation. On May 14, 1994 we will rededicate our building. Lieutenant Governor Bob Bullock will
speak at our Hooding Ceremony and thereafter a reception and tours will be conducted at the Law School. That evening
we will hold a dinner in celebration of twenty-five years of service by our graduates. Governor Ann Richards will be our
speaker. The Texas Tech School of Law has established a tradition of excellence and service during its first twenty-five
years. I am confident we will continue to excel and expand our service during the next twenty-five years.
Sincerely,
W. Frank Newton
Dean

Special Recognition for Donors
4
In celebration of the Law School's first twenty-five years of service, the
Board of Trustees of the Texas Tech Law School Foundation has
authorized the creation of a commemorative paperweight to be given to
donors contributing at given levels to the Foundation in 1994.
Donors who contribute $5000.00 will be given a domed crystal
paperweight with the seal of the School of Law embossed in gold. Donors
contributing a total of $1000.00 to the Foundation will receive a crystal
domed paperweight with a silver seal of the School of Law. Both of the
paperweights are designs especially prepared for our twenty-fifth
anniversary celebration.
Our annual phone campaign will be kicked off in the coming month.
"The Foundation Board of Trustees is extremely grateful for your past
contributions," said Barbara Runge, President of the Board. "Your support
in 1994 will be a statement of support for this special milestone in our
history. The education and training which we received from our law school
prepared us for exceptional careers. Your donation will serve as a
recognition of Tech's contribution to your success.'

SPOTLIGHT
It has been twenty
years since Maryellen
Hicks ('74) was a law
student at the Texas
Tech Law School, and
she has been blazing
trails for her entire
career.
Speaking of her days
at the Law School, she
said, "I love the Texas
Tech School of Law. It
gave me a wonderful
foundation."
In 1977, three years
after she began private
practice, Judge Hicks
was appointed as a
municipal judge in Fort
Worth. She rose to chief
municipal judge in 1978, and was appointed to
the 231st District Court in 1983. Hicks was
appointed and sworn in as the first woman or
minority on Texas' 2nd Court of Appeals in
1993.
In barely a decade as a trial judge, Justice
Hicks built a record as a tough but compassionate judge. She credits her philosophy on
the bench to a drive to make things better for
people. This philosophy was instilled in large
part by her mother, Kathleen Butler, who earned
a master's degree in education when most people
of her race and gender had a hard time breaking
through barriers of prejudice to get into college.
"My mother believed in education," says
Justice Hicks. "All of my four sisters and my
brother have undergraduate degrees. In addition,
one sibling has a law degree, one has a master's
in biochemistry and one is working on a Ph.D. in
education."
She and her sister, Deborah Peoples, have
played active roles in starting The AfricanAmerican Summit on Peace, Justice and
Equality. The group seeks social justice and
equality by giving people who aren't normally
consulted on important issues--such as public
housing recipients, the
unemployed or exfelons- -an opportunity
to be heard. Justice
Hicks says proudly that
one of the strengths of
the committee is that
you aren't required to
have a college degree to
lead.
Justice Hicks may
have gotten some of her
tenacity from her greatuncle, attorney W.J.
Durham, who with the
late U.S. Supreme Court
Justice Thurgood
Marshall, championed
the case that ended
segregation at the
University of Texas Law School.
Justice Hicks was an original plaintiff in the
successful lawsuit to force counties to elect
judges from single-member voting districts. "The
courthouse will have to reflect society for justice
to be blind and impartial," Justice Hicks said in
the October, 1993 issue of Our Texas magazine.
"Until you have that, there's always the
perception that the court system is not open to
everybody. All we want is a level playing field."
Justice Hicks was named the Fort Worth Star
Telegram's Woman of the Year in 1993. She is
the 1993 recipient of the Courage Award
presented by the Association of Women
Journalists. The award is "for tenacity that sets
an example for others." In 1989, she was
recognized as an Outstanding Woman of Fort
Worth by the Fort Worth Commission on the
Status of Women.
Her greatest source of pride is her daughter,
Kathleen, who graduates this May from Mount
Holyoke College.
"I don't think that I'm a leader. I would much
rather people say that, 'She cares,'" said Justice
Hicks.

Alumni Giving - The
Cornerstone for Excellence
6
Listed on the next pages are the donors to the
Texas Tech Law School Foundation who made contributions from January 1, 1993 to December 31, 1993.
Through their support, the law school maintains its
standards for excellence in education and service.
These donors support our scholarship programs, the
advocacy program, faculty development and other
significant projects.
Mitchell Toups (,87), a major contributor to the
Joint Lamar-Beaumont Pre-Law Scholarship and the
Texas Tech University Law Scholarship, was asked
why he chose to contribute. Mitchell believes that
since he had the opportunity to obtain a good education, he owes a responsibility to help others if possible.
"Stop and look around and think about why you
have become who you are and it will not take long to
decide that a contribution to your alma mater is but a
small token of gratitude for the successes that we all
enjoy," said Mitchell.

At the fall meeting of the Board of Trustees of the
Texas Tech School Of Law Foundation, board member Barbara Runge ('74) was unanimously elected as
President of the Board. Barbara joined the Board of
Trustees in 1985 and has served on the Board the
Financial Planning Committee.
In making his nomination of Barbara, outgoing
Chairman Hershell Barnes (,70), praised Runge's
commitment to the law school and the Board. "She is
eminently qualified to lead the Board into the next
century."
Barbara Runge is in private practice in Houston
and has been a loyal supporter of the Texas Tech
School of Law. She and her husband, Rusty Howard,
have created an endowed law school scholarship.
The Board expressed its thanks to Hershell Barnes
for his leadership over the past nine years. "Hershell
provided excellent leadership and vision for the Board
during his tenure," said Dean Newton. "It would be
impossible to adequately express our thanks to him
for his contribution to our law school's progress."
