ACKNOWLEDGMENTS
Many persons inside and outside the Air Force provided valuable assistance and support to our work. We thank Lieutenant General
William P. Hallin (then AF/IL) for initiating this study and Lieutenant
General John W. Handy, his successor, for continuing the sponsorship.
We have enjoyed support for our research from Air Force Major
Commands responsible for implementing the Expeditionary
Aerospace Force (EAF). Major General Dennis Haines (ACC/XR) and
Brigadier General Terry Gabreski (USAFE/LG) provided access to
personnel and data at their operating locations. Lieutenant General
Cranston (AFMC/CV) and Colonel Robert Dehnert (AFMC/LG) encouraged us to show how our research could provide insights for the
Air Force Materiel Command in supporting EAF implementation.
At the Air Staff, we thank Lieutenant General Michael E. Zettler (HQ
USAF/IL), Mr. Grover Dunne (AF/ILM), Brigadier General Billy Stewart (AF/ILS), Brigadier General James P. Totsch (AF/ILS), Brigadier
General Quentin L. Petersen (AF/ILT), and Ms. Susan O’Neal, as well
as their staffs, for their support and critique of this work.
The people in the Air Force’s LANTIRN maintenance shops, System
Program Offices, and Air Combat Commands made this analysis possible through their sharing of data and insights. At Warner Robins
Air Logistics Center, we thank Mr. George Spencer (Precision Attack
Systems Program Director), Major James Grant, Master Sergeant
Paul Miller, Captain Mark Laidler, Technical Sergeant Arlen Dale, Mr.
Steve Kotzum, and Mr. Tom Shoemaker. At Air Combat Command,
we thank Lieutenant Colonel Ray Dennie, Senior Master Sergeant

Expanded Analysis of LANTIRN Options
John Abdale, and Master Sergeant Joseph Eckersley for their data
collection and development of operational requirements for the scenarios we modeled. Senior Master Sergeants Richard Perrier and
Paul Bull as well as Technical Sergeant Michael Moffatt provided Air
National Guard insights for our investment options. At the Mountain
Home LANTIRN repair facility, Technical Sergeant Thomas Rowles
and Sergeant Hun Schmidt helped us collect data. Captain Marc
Jamison (Operations Group) and Captain Scott Miller (F-15E pilot)
also supported our research at Mountain Home. We thank Chief
Master Sergeant John Drew and Senior Master Sergeant Erik Mazlik
at the Air Force Logistics Management Agency (AFLMA) for assisting
in many of our site visits and helping us collect data used in the
analysis.
Our research has been a team effort with the AFLMA, and AFLMA
support has been critical to our work. We wish to thank Colonel
Richard Bereit (AFLMA/CC) and Lieutenant Colonel Mark McConnell (AFLMA/LGM) for their help.
Finally, we thank Colonel Rodney Boatright (AF/ILXX) for his encouragement and support. At RAND, C. Robert Roll and Laura Baldwin have helped with reviews and critiques of our work. We also
thank Gina Sandberg for her patience and promptness in preparing
many drafts and Clifford Grammich for his help in writing this
manuscript.
