CHAPTER-I
INTRODUCTION
Finance Department plays a pivotal role in the functioning of State Government. The
functions assigned to Finance Department are Budget and its compilation(Plan and Non-Plan),
Supplementary Grants, Grants and Appropriation, prescribing units of appropriation, Public Finance,
control over Budget, Taxation proposals, General Finance Administration, Clarification on financial
matters, Public Debt, Financial Rules and delegation of financial powers, control over Treasuries
and sub-Treasuries, Foreign Exchange, Economy measures and Small Savings Scheme, State
Lotteries, Local audit, Public Accounts Committee and Estimate Committee’s Reports, Revision of
Pay Scales, Supervision over Income and Expenditure of the State, Banks, State Insurance
Pension, Finance Commission etc. The following are the highlights of activities.

The Government of H.P has issued instructions regarding Extra Ordinary Leave
Employees of H.P vide Notification No. Fin.C(A)(3)1/2008 dated 7.1.2009.
Finance (C) Section and Pay Revision has uploaded the various instructions on the
website of Finance Department for easy accessing from the Internet.
Besides this the Govt. had decided to review the H.P Financial Rules,1971 by
constituting a Committee fot the purpose and accordingly, a draft of new H.P Financial Rules,2009
has been prepared after vetting by the Law department to replace the existing, H.P Financial
Rules,1971 and Notification has been issued on 12-09-2009.
As a result of better financial management by the Finance Department Reserve Bank
of India has not shown adverse status in its accounts throughout the year. In this connection the
Finance Department monitered the income and expenditure efficiently.
The Finance Department is the nodal department for handling of State
Pensioners/family pensioners matters/grievances. The problems of State Government pensioners
and inter-departmental co-ordination within the state is kept in proper focus through this
department.
Representations pertaining to delay in sanction/non-sanction/in-correct payment of
retirement benefit were taken up with the concerned departments for redressal of the grievances
and early settlement. Special efforts were made to ensure that retiring employees get their
retirement benefits immediately on their retirement. Proper monitoring/periodic review of delayed
cases has been ensured.
Finance Pension Department has been pursuing cases relating to pension in various
courts/State Administrative Tribunal. Besides taking steps for expeditious settlement of pension
cases Finance Pension Department is also looking after the work relating to revision of
pension/modification/amendments in pension rules, grant of relief to pensioners and pension
payment scheme through public sector banks. Finance Pension Department has extended the
operation of Pension Account in the Banks jointly by the spouse of the pensioners vide O.M. dated
11-08-2008. Under the New Contributory Pension Scheme which was introduced w.e.f 15-05-2003,
33000 employees have been enrolled up to 31-03-2009, who were appointed in the State
Government Departments on or after 15-05-2003.
The orders for the grant of 2nd instalment of Interim Relief to the
pensioners/family pensioners @ 5% w.e.f 1-10-2008 and @ 10% w.e.f 1-2-2009 have been issued
vide this department O.M dated 18-10-2008 and 28th January, 2009 respectively. Dearness Relief
@ 7% has been sanctioned to pensioners/family pensioners vide O.M dated 25th November,2008.
Finance Pension Department has been uploading on the website all orders/instructions relating to
pension/family pension for the facility of pensioners/family pensioners of the State Government.
With the concerted efforts of Finance Department, several
Audit Paras of
various Departments were got settled with the Audit Office and instructions for setting of pending
paras/objections were issued to all Departments.
The state Government has introduced voluntary Retirement Scheme to the
Employees of Public Sector Under taking to bring their establishment expenditure under
restructuring process and to improve their financial position. Under these schemes 6 employees of
different PSU’s were retired during the year 2008-09
and state Govt. has given financial
assistance of Rs. 60.00 lakhs to these PSU’s for this purpose. The State Govt. has continued Group
Personal Accident Insurance Scheme for regular; adhoc, contractual, part time and daily waged
employees of state Govt. department, boards, corporations and universities on compulsory basis for
one year. Under this scheme employees will be benefited for insurance of Rs.2.00 lakhs on a
nominal premium of Rs.50.00 per annum.
Finance Department plays an important role in coordinating with Accountant
General’s Office for audit matters so that necessary reconciliation and accounting is done in
Government account.
Under the Right to information Act,2005, the following Officers of Finance

Three Directorates are functioning under the Finance Department. These are
(1) Local Audit (2) Small Savings (3) Treasuries Accounts and State Lotteries. The details of their
work/activities are given in the next chapters.
CHAPTER-2
LOCAL AUDIT DEPARTMENT
(i)
Particulars of its organization, function and duties:It is a State Govt. Department meant to audit income/expenditure of
Local Funds, which are normally not a part of Consolidated Fund of the State and are
not audited by AG.
As there is no Treasury system in Universities and H.P. Board of
School Education, Marketing Board/Market Committees, therefore, the expenditure
and income is checked in pre-audit system. The AG generally does not conduct the
audit of these institutions.
The department is responsible to conduct the audit of following

Note:- These Statutory audits are being conducted by the Local Audit
Department under the provision in respective Acts/Rules as per authority vested
with Local Audit Department vide details appended as Annexure-A. In addition
to this non statutory audits are being conducted by Local Audit Department as
per Annexure –B.

Powers and Duties of its Officers and Employees :
The department functions under the overall administrative control of
Principal Secretary (Finance) to the Govt. of H.P.
Director-cum-Examiner, Local Fund Accounts: - Special Secretary (Fin.-Exp.)
holds the charge of the post of Director-cum-Examiner, Local Fund Accounts, H.P.,
Shimla. He is the Head of the Department too.
OFFICERS/OFFICIALS POSTED IN H.Q. OFFICE OF THE LOCAL AUDIT
DEPARTMENT :
Additional Director/Joint Director: He is the Head of the Office as well as
Controlling Officer for Class-I,II, III & IV employees of the department, subordinate
to him.
Deputy Director –I: - He is looking after the working of Marketing Board, Shimla
and all Market Committees, Vetting of Audit Reports of all the three Universities,
Board of School Education, Temple Trusts, Govt. Colleges and other misc.
institutions.
Deputy Director-II: - He is the Branch Officer of the Technical Section. He is also
responsible for conduct of audit of HIMUDA and vetting of audit reports of Govt.
schools.
Assistant Director: - He is branch Officer of Administrative and Accounts Section
of the Headquarters Office of the Local Audit Department. He also supervises the
Audit parties as and when special audit of any institution is assigned to this
department.
Section Officer (Monitoring Cell):- He is functioning as DDO besides holding the
charge of the Administration and Accounts Section and monitoring cell.
Section Officer (Technical Section): Functioning as incharge of the Technical
Section of the H.Q. Office.
Jr. Auditors: - Functioning as dealing Assistants of Accounts, Establishment and
Technical Sections in the H.Q. Office of the Local Audit Department.
Jr. Asstt./Clerks :- Typing work of Audit Notes and drafts, also function as Diarist
and Despatcher etc.
THE OFFICERS/OFFICIALS POSTED IN THE RESIDENT AUDIT
SCHEMES:
Joint Controller/Deputy Controller/Assistant Controller and Section Officers are
functioning as incharges of the Resident Audit Schemes in the case of Universities,
H.P. Board of School Education, Marketing Board and Market Committees
respectively. The function of these Officers is to conduct the pre-audit and
supervision of the work of the subordinate staff posted there.
JUNIOR AUDITORS: Conduct the pre-audit/post audit in the Resident Audit
Scheme.
OFFICERS/OFFICIALS POSTED IN THE FIELD:Section Officers: Section Officers and Junior Auditors have been posted in the field
audit circles to conduct the post audit of the institutions under Auditorial Jurisdiction
of the Local Audit Department. Besides, Deputy Controller/Assistant Controller also
supervises the Audit Parties while conducting the audit of HIMUDA and any other
special audit of the major institutions assigned by the department.

Procedure followed in the decision making process, including channels of
supervision and accountability:
The correspondence received in the department is processed by the dealing Assistant
(Jr. Auditors/Clerks) who put up the same to the Section Officer or Assistant
Director, as the case may be, and the same is finally disposed of at the level of

In Resident Audit Scheme the initial work of conducting pre/post audit
is processed by the Auditors and put to Section Officer/Assistant Controller/Deputy
Controller/Joint Controller as the case may be for scrutiny and final disposal. In
circles, incharges of the audit parties are required to take spot decisions for
conducting post audit depending upon the nature of the cases. However, the staff of
Resident Audit Schemes as well as field parties work under the overall control and
supervision of the Headquarters of the department.

The norms set by it for the discharge of its functions:
The norms to conduct the pre-audit/post audit have been framed/issued by the
department to the staff posted for conducting the audit. The norms fixed by the
department are as under:
1. Time allotment for conducting the audit.
2. Rates of charging of audit fees.
3. Quantum of audit prescribed for pre-audit and post audit of the various
institutions.
4. Month Selection Memo issued for detailed check in the audit.
5. The department conducts the pre and post audit of the institutions under its
auditorial jurisdiction as per norms laid down in the Acts/Manuals/
Ordinances/Statutes/Rules of concerned institutions and instructions issued by
the respective institutions/Govt. from time to time.

The Rules, Regulations, Instructions, Manuals and Records held by it or under its
control :
The Department follows the Govt. Rules, Instructions, and Guidelines issued from
time to time in its day-to-day functioning. For audit parties, the department follows
the guidelines contained in the H.P. LAD Audit Code/Manual.

Only the pay scales as sanctioned by H.P. Govt. for its employees have been made

pay scales is in vogue.

Other Inportant Informations of the Department:1. Position of audit conducted :
During the period under report the audit of 140 institutions was conducted by the department
and reports issued to the quarter concerned.
2. Staff Position:
The total sanctioned strength of the staff was 141 as on 31.3.2009 out of which 114 were
filledup and 27 posts were lying vacant.
3. Empanelment of Article Assistants for outsourcing of audit works :
At present 24 posts of Junior auditors are lying vacant in the department against which the
Govt. has framed a policy/scheme of outsourcing audit work by empanelling 25 suitable persons as Article
Assistants with commerce background Graduate/Post Graduate on assignment basis.

5. Serious irregularities were detectedduring 2008-09:
During the course of audit in the year, 2008-09 the following serious irregularities were detected : (i) H.P. Marketing Board Khalini Shimla-2 for the year 4/2006 to 3/2007:
1. A sum of Rs. 6 lac were retrenched from the various bills presented to audit.
2. Non recovery of board share from Market Committees amounting to Rs. 3.34 Crore
3. Non adjustment of advances amounting to Rs. 3.45 crore.
4. Irregular payment of Rs. 0.94 lac for construction of road.
5. Irregular award of work to contractor to the tune of Rs. 44 lac.
(ii) HP University Shimla for the year 4/2005 to 3/2006:
1. Unadjusted temporary advances amounting to Rs. 2.30 crore.
2. Retrenchment/recoveries made from bills presented to audit amounting to Rs. 5.52 lac.
3. Loss of interest due to parking of surplus/unutilized funds to the tune of Rs. 93.77 lac and
Rs. 70.53 lac either in saving/current account.
4. Non realization of late admission fee from the students amounting to Rs. 12.64 lac.
5. Short realization of fee/funds amounting to Rs. 12.06 lac.
(iii) Ch. Sarwan Kumar, Himachal Pradesh Krishi Vishvavidyalya, Palampur
1. Advances worth Rs. 11 Crore adjusted at the instance of audit and resultantly funds worth
Rs. 3 crore got released from the ICAR and other agencies.
2. Inter departmental outstanding recoveries amounting to Rs. 21.25 lac.
3. Recovery of excess payment amounting to Rs. 1.19 lac on account of family planning
allowance and wrong promotion.
4. Recovery of deputation allowance amounting to Rs. 77,000/-
(iv) Dr. Y.S. Parmar UHF Nauni, Solan for the year 2006-07 :
1. Temporary advances of Rs. 18.42 crore were outstanding for adjustment as on 31.3.2008.
2. A sum of Rs. 4.03 lakh was recovered/reduced from various bills presented to pre-audit.
3. Recoveries on account of short realization of Income & over stayal licence fee amounting
to Rs. 10.68 lakh.
(v) HIMUDA 2007-08 :
Advances worth Rs. 1.50 crore in various Divisions of HIMUDA were outstanding for
adjustment as on 31.3.2007.
(vi) Market Committee Solan 4/2006 to 3/2007:
1. Rs. 0.74 lac were recovered from the various bills presented to pre audit.
2. Outstanding amount of Rs. 25 lac on account of security deposit of shops against tenants.
3. An outstanding amount of Rs. 67 lac recoverable on account of Market fee.
4. An outstanding amount of Rs. 11.50 lac on account of rent of shops against various
shopkeepers as on 31.3.2007.

SMALL SAVINGS ORGANISATION
Background of National Savings Movement:
The Government of India set up a National Savings Bureau in the year, 1943, which
was later on restructured as the National Savings Organisation under the Ministry of Finance.
National Savings movement is being carried with the co-operation of National Savings Organisation
(Now restructured as National Savings Institute) all over the country. The State of Himachal
Pradesh has also made a considerable progress in Small Savings since, 1971 due to this
movement. As a result, not only the economy of the State has been strengthened, the pace of
development has also been accelerated in the State.
Departmental Set-up:
The Directorate of Small Savings was established at the State Headquarter in July, 1972
for the promotion of National Savings movement in the Pradesh. This Directorate is functioning
directly under the Finance Department. The Principal Secretary(Finance) is the Administrative
Secretary and Ex-officio Director, Small Savings is the Head of the Department.

The State Government has constituted a National Savings State Advisory Board
under the Chairmanship of Hon’ble Chief Minister to provide leadership to this movement and to
enlist voluntary support of the masses. Vice Chairman and non-official members
are also
nominated by the Hon’ble Chief Minister. Official members are also included in this Board. The
Board discharges the functions of co-ordination and guiding the activities of the Savings
Committees formed in the Districts and gives advice in measures necessary to spread the National
Savings movement in the State and on the ways and means of popularizing the Small Savings
Schemes and publicity measures relating to National Savings movement.
Small Savings Achievements :
During the Financial Year 2008-09 the net collection of RS. 96.00 Crore ( Rupees
Ninety Six crore) are made under the various small savings schemes in the state.
The State Government receives 100% share of deposits made under the Small
Savings Schemes in the Post Offices in the Pradesh as soft term loan, which is being used for the
developmental activities in the State. Keeping in view the development aspect in the State, the
target is being fixed every year to collect money in Small Savings Schemes in the Post Offices of
the Pradesh so that pace of development is accelerated.

-3Reconciliation with A.G. office in respect of expenditure of this Department was done
on month to month basis and quarterly SOE wise check on expenditure was made strictly according
to theinstructions issued by the Government from time to time.
Efforts to deposit money from Retiring Govt. Employees :
Letters alongwith pamphlets of Small Savings Schemes are regularly being sent to the
employees who are being retired from any Department, Board/Corporations and Universities etc. to
deposit their lump-sum money in Post Offices, which they got on retirement so that they invest their
hard –earned money in national saving schemes and thus they will not be duped by fake chit fund
companies.
PUBLICITY:To popularize the small savings Schemes in the Pradesh One Lacs calendars for the
year 2009 were distributed in all the districts of the Pradesh by the Directorate of Small Savings,
Himachal Pradesh National Savings Schemes are particularily depicted in those calendar.

Above notification has been published in the Extra ordinary Gazette of Himachal
Pradesh on dated 5th April, 2006.
No case/application has been received in this department to get information under
Right to Information Act,2005 upto 31.3.2009.
CHAPTER-4
Treasuries Accounts & Lotteries
1. Particulars of its organization, function & duties.
The Department of Treasuries appear under Sub-Head (C) of Finance Department in the
business of H.P. (Allocation) Rule, 1971. The Treasuries, Accounts & Lotteries function under the
administrative control of Finance Department. The Secretary (Finance)to the Government of H.P. is
holding ex-offico charge of the Director under the present system the State is divided into three zones
for the purpose of inspection with headquarter at Shimla, Mandi and Dharamshala. Deputy Director
(Inspection) conduct detailed inspection of all the field offices. Three zones have been established for
inspection of District Treasuries/Sub-Treasuries. All the Deputy Directors of respective zones conduct
the inspection of concerned offices falling under their zones. The inspection notes after compliance
are sent to the Head Quarter for final comments. Apart from above inspection of District
Treasury/Sub-Treasury is conducted by the Audit parties of AG office and collector of the concerned
District. There are 12 District Treasuries, 3 Treasuries (Capital, Kaza & Pangi) and 85 SubTreasuries. Three Treasuries i.e. Capital, Kaza and Pangi act as District Treasuries and these
Treasuries render their accounts directly to the Deputy Accountant General H.P. Most of the SubTreasuries have one post each of regular Treasury Officer, Senior Assistant, Clerk and SubTreasurer and few Treasuries are with out regular Treasury Officer therefore these Sub-Treasuries
are placed under the charge of Superintendent (Incharge Officer) or Senior Assistant.
3. The powers and duties of the officers and employees.

Cases regarding Service matter. Financial matter under the provisions of FR&SR, VOL I& II,
STR.

institution who keep their accounts with Treasuries.

The bills submitted by the DDOs are tokened and checked in the District Treasuries/SubTreasuries. The District Treasury Officer/Treasury Officer passed/objected the bills with in
three days of submission into Treasuries. After passing the bills (other than salary bills) the
same are returned to the DDO for receiving payment form bank. The salary bills are prepared
in respective IPAO Treasuries and then issued checks to the DDOs for further disbursement
of salary to the employees. Apart from it, ECS has also been introduced in the Districts
treasuries, where the payment of salary is credited to the accounts of the employees.
4. Decisions and Responsibilities :All the Puc’s received in this department regarding official matter belongs to concerning
dealing Assistant/Clerk put up on their files through Treasury Officer/Section Officer / District Treasury
Officer/ Deputy Director to Joint Director/ Joint Controller. Move all the departmental files for further
decision in the matter to Secretary (Finance)-cum-Director/ Principal Secretary (Finance) Govt. of H.P.

DIRECTOR
Directorate of Treasuries Accounts and Lotteries is an integral part of the Finance Department. Principal
Secretary (Finance) to the Government of Himachal Pradesh is Administrative Secretary and Special
Secretary (Finance) is ex-officio Head of the Department.
Administrative control of all Treasuries and Sub-Treasuries in the State rests with this
Department. Apart from this, the department is also responsible for making available to all other
Departments, Boards and Corporations, the trained and skilled officers of Subordinate Accounts Services
cadre to exercise effective check and control over the Finances of Government.

DISTRICT LEVEL
In all the Districts headquarters there is one District Treasury. Beside this, in Shimla city, the Capital
Treasury, Pangi Treasury, (District Chamba) and Kaza Treasury (District Lahaul & Spiti) have been given the
status of District Treasuries. These Treasuries are authorised to render their accounts directly to the
Accountant General, Himachal Pradesh like other twelve District Treasuries. The District Treasuries except
Capital Treasury Shimla & Treasuries at Pangi & Kaza) exercise control over Sub Treasuries. The treasuries
are divided into two categories known as Banking and Non Banking Treasuries. The Treasuries where cash
transactions are conducted through banks are known as Banking Treasuries and where the cash
transactions are carried out by treasuries are known as non banking treasuries.
