The revenue for FY02 was $10.1 million. The average for
the past five years is $10.4 million.
The grant and contract efforts, including revenues and a brief statement on expenditures for
Texas A&M University-Corpus Christi are summarized in this report; the year resulted in many
significant increases. These increases include revenue, number of submissions, number of
proposals being awarded, number of multi-year awards and amount of F&A awarded to TAMUCC. The absolute revenue level was down from last year (Fig. 1), however TEES revenue
decreased.

The average revenue for the past
five years is $10.4 million and for
Fiscal Year 2002 is $9.8 million.
Fiscal Year 2001 is accentuated
because of the $6 million South
Texas Rural Systemic Initiative grant
from the National Science Foundation. When multi awards are divided
appropriately into the award years,
two important observations must be
listed: first, project activity increased
again in Fiscal Year 2002; second
because of carry over money, $6
million is already available in Fiscal
Year 2003 and more than $2 million
in Fiscal Year 2004.
The number of awards was greater than any previous year.
In the past year TAMU-CC has opted not to use the Texas
A&M Research Foundation in management of grant and
contract submissions and accounting. Consequently the
Research Foundation did not receive any TAMU-CC awards
this year (Fig. 3). However, a few continuing grants will be
managed by the Foundation until they expire (Fig. 4).

The Research Foundation has managed 8-10 awards for
each of the past three years. TAMU-CC and the Research
Foundation negotiated an informal arrangement in which the
Foundation will manage unique contracts.
The Texas Engineering Experiment Station (TEES) received
$849,281 in Fiscal Year 2002. Most of the TEES awards are
multi-year awards while most of the awards managed by
TAMU-CC are annual rather than multi-year awards; consequently the revenue dropped sharply in Fiscal Year 2003
(Fig. 4).

More than half of the monies coming to
TAMU-CC in FY 02 were from federal
sources (Fig. 5a). Over the past five
years the average has been 54% (Fig.
5b). This is anticipated to increase as
Harte scientists are recruited to TAMU-CC.

The number of awards granted for research was approximately 50% this year
(Fig. 6a) and the five year average is also
near 50% (Fig.6b). The difficulty with
operating in the $10 million award range
is that one large grant in any year skews
the outcome. A case in point is the large
NSF grant for education (South Texas
RSI) awarded in 2001.
The number of submissions, number of awards and number of multi-year
awards increased.
The information in Figure 7 indicates a rise in the number of
submissions, which is very positive, and accordingly the
number of awards increased.
The increase in the number of multiyear awards (Fig. 8) to
twenty-five is the largest to date and is most encouraging.
The total number of awards for Fiscal Year 2002 approached
100.

Awards are distributed widely accross the university.
The amount awarded to the different units on campus is shown in
Figure 9 (annual awards) and a
multi-year projection is shown in
Figure 10. It is reassuring to have
grant and contract activity spread
over so many units and to find that
several have funding spilling forward into Fiscal Year 2003.

Submission levels show great variation with a mean submission level of approximately $40M (Fig. 11). Over the last two
years, the greatest amounts were submitted through the
TAMU-CC office and the current year indicates that essentially all submissions were through this office.
Facilities and Administration (F&A or formerly IDC) submissions for Fiscal Year 2002 totaled $2 million (Fig. 12). The
requested amount is approximately 10% of the total submission. The awarded amount of F&A is near 5% of the total
requested. The amount awarded through the TAMU-CC
office continues to show a gradual increase.
The total F&A awarded in Fiscal Year 2002 was $613,648
(Fig. 12 and 13). The amount awarded on projects processed through TAMUC-CC continued to increase to
$498,146 for Fiscal Year 2002 (Fig. 13).

Faculty Research
Enhancement Awards
University Faculty Research Enhancement
Awards for Fiscal Year 2002 are listed in Appendix III. These funds are awarded and
administered through the Office of Planning
and Institutional Effectiveness, and normally
provide funds for summer research. Research
Enhancement awards often act as seed money
for larger projects and publications. Since
Fiscal Year 1999, a total of 37 grants were
awarded. Eight faculty members received two
awards and many grants were awarded to
collaborators. The awards were made to
faculty in the following entities: 15 PALS, 9
Humanities, 7 CAMS, 4 Education, 3 Business,
3 Social Sciences, and 1 Nursing. Of the
individual faculty members who received
awards, twenty-three, or 68%, submitted at
least one extramural proposal , and some
submitted numerous proposals. Of those who
submitted, 16 or 70% received awards.
In addition to the University Faculty Research
Enhancement awards, each of the four colleges also distribute funds to enhance research. In FY 2002 a total of $66,515 was
awarded for University projects and $44,000
was dispersed equally among the colleges to
allocate to projects within each college.

The Center for Educational
Development Evaluation and
Research (CEDER)
The Center for Educational Development
Evaluation and Research (CEDER) facilitates
and coordinates grants, research, publications,
symposia and new initiatives for the College of
Education. CEDER also facilitates evaluation
and research for other educational agencies in
Texas. The Director of CEDER is Dr. Jack
Cassidy and projects are awarded after
approval by the CEDER Board and the Dean
of the College of Education. In the past 2
years, funds were obtained from
Congressional appropriations, College Faculty
Research Enhancement funds, the TAMU
System and the Education Service Center to
fund 20 different projects in the College of
Education. These projects are listed in
Appendix IV.
Research Expenditures
This is the first year to report “Restricted Research”. The
expenditures attributable to restricted research spending
are shown in Table 1, and are in the neighborhood of $4
million. Expenditures do not match revenue because they
may occur differently in each year of a multiyear award or
proposals may be funded such that the award period does
not end on August 31, the fiscal year end date.
The Texas Higher Education Coordinating Board annually
reports research expenditures as submitted by institutions
of higher education in Texas. Expenditures more
accurately reflect the level of research activity. Awards
tend to fluctuate making them a less stable indicator for
year-to-year comparisons. The Office of the TAMU-CC
Comptroller reported the following research expenditures
from FY97 – FY 02:
Research Expenditures
Beginning in the Fall of 2001, House Bill 1839 created the
Texas Excellence Fund. Texas institutions receive
allocations based partially on the amount of Restricted
Research expenditures they incur. For this reason TAMUCC began reporting research expenditures as restricted
and non-restricted in FY02. Restricted funds are funds for
which some external entity has restricted the uses for
which funds can be spent and the use of those funds must
qualify as research. Research may be basic, applied or
experimental development. This determination of
Restricted Research is made in the Office of Graduate
Studies and Research and concurred by the Office of
Accounting. The Texas Excellence Fund awarded
$163,492 to TAMU-CC for FY02 based partially on the
following data.

Graduate Studies & Research
Office Responsibilities
The Office of Graduate Studies and Research
and the Office of Budget and Accounting administer the research function at Texas A&M University-Corpus Christi (TAMU-CC). Several other
offices participate in this function as support
personnel. These include Human Resources,
Purchasing, Accounts Payable, Accounts Receivable and Travel. The System provides support
through the Technology Licensing Office and by
providing legal counsel.
The Office of Graduate Studies and Research
houses the Dean of Graduate Studies and Associate Vice President for Research and Scholarly
Activities. This position is the authorized institutional representative for submission of proposals
and for contracting purposes. The Office includes three pre-award positions and two postaward positions. One pre-award position provides funding information for faculty, maintains a
website and enters information into a database
for tracking and reporting. The other two preaward positions are responsible for budget and
proposal development, agency forms, routing,
copying and sending proposals. Pre-award
personnel negotiate with sponsors to finalize an
award or contract, occasionally using the services of the System legal counsel. Finally, preaward assists two of the compliance committees
by providing administrative support to the Institutional Review Board and the Institutional Animal

Care and Use Committee. Pre-award also
ensures compliance on a number of issues
prior to submission of a proposal.
Post-award personnel set up new accounts,
monitor spending, prepare billing and financial
reports for some awards, request extensions
and perform closeouts. In addition, post-award
personnel will assist PIs with hiring, payroll,
travel and purchasing from sponsored funds.
The Office of Human Resources is ultimately
responsible for hiring personnel. Separate
offices are in place for payroll, travel and purchasing/inventory processing. The Accounts
Payable and Accounts Receivable offices
provide invoicing and billing assistance as
needed. The System Technology Licensing
Office provides expertise for patents, licensing
and copyrights when needed.
From August 1, 1996 - November 1, 2001, the
Texas A&M Research Foundation administered
several awards for TAMU-CC. The memorandum of agreement with the Foundation was put
into place as a result of increased demand for
research adminstrative services. The Research Foundation was seen as a way to provide research administration as the University
built capacity and infrastructure.
In October of 2001, the Sponsored Programs
function was reorganized at TAMU-CC and
combined with graduate studies in response to
the 2000 SACS accreditation recommendations. It was determined that the University
should no longer outsource some of its
research administration and should retain the larger portion
of grants management on campus. It was seen as more
efficient to manage all or most of the research administration
functions on-site. The growing role of research as a priority
for TAMU-CC also prompted the decision to provide all
research administration services on campus. The addition
of the Harte Research Institute brought TAMU-CC to a new
level with regard to research.
For these reasons, the decision was made that TAMU-CC
would manage its own research administration. In the past
year TAMU-CC negotiated a new arrangement with the
Research Foundation such that TAMU-CC will manage the
majority of the grant and contract submissions and accounting. A few grants will continue to be managed by the Foundation until they have expired. TAMU-CC and the Research
Foundation negotiated an informal arrangement for management of special contracts. Some are also administered
through TEES, TAES and TEEX when those agencies submit
the original proposal.

Activity Council
The Research and Scholarly Activity Council enhances and
monitors academic research activities at the University,
including research administration, program oversight and
program evaluation. The Council met several times in FY 02
and addressed several items of importance to research on
campus. Some of these items include research incentives,
postaward functions, responsible conduct of research,
restricted research, developing a sabbatical policy, and
federal initiatives. Members of the Council include:

Compliance Committees
IRB
In compliance with federal regulations, TAMUCC requires all research involving human
subjects be approved by the Institutional
Review Board (IRB). Research is defined as
systematic investigation designed to develop
or contribute to generalizable knowledge. The
IRB has the primary responsibility for maintaining ethical standards of research involving
human subjects at the University. The Board
meets approximately once a month to review,
discuss and approve protocol and informed
consent forms for upcoming research projects.
The extent of the review process is dependent
on the nature of the research, which falls into
three categories: exempt, expedited and full
review. Ongoing projects are reviewed at
least annually. The Office of Graduate Studies
and Research provides administrative support
and houses IRB files. During FY 02 the chair
of the IRB attended IRB 101 training in Boston, MA and presented highlights of the training to IRB.

IACUC
The Institutional Animal Care and Use Committee
(IACUC), as the agent for the University’s obligations for humane care and use of animals, assures all activities involving animals meet the
ethical and legal requirements for the humane
care and use of animals. The IACUC is also
responsible for educating the campus community
concerning the ethical and regulatory considerations for the humane care of animals. Review, at
least every six months, of the University’s program
and all animal facilities is required by federal
regulations. The IACUC began its responsibilities
in FY 02 with training provided by the Texas A&M
IACUC. Members of the IACUC include:
