1960.58—TRAINING OF COLLATERAL DUTY SAFETY AND HEALTH PERSONNEL AND
COMMITTEE MEMBERS
19 of the Act; Executive Order 12196; this part;
agency procedures for the reporting, evaluation and
abatement of hazards; agency procedures for
reporting and investigating allegations of reprisal;
the recognition of hazardous conditions and
environments; identification and use of
occupational safety and health standards, and other
appropriate rules and regulations.
Within six months after October 1, 1980, or on
appointment of an employee to a collateral duty
position or to a committee, each agency shall provide
training for collateral duty safety and health
personnel and all members of certified occupational
safety and health committees commensurate with the

POSTING INSTRUCTIONS
All covered employers are required to display, and
keep displayed, a poster prepared by the Department
of Labor* informing employees of the protections of the
Occupational Safety and Health Act P.L. 91-596,
December 29, 1970 and its amendments. (* Federal
Government Agencies must use the Federal Agency Poster.)
The poster must be displayed in a conspicuous place
where employees and applicants for employment can
see it.
Title 29 Code of Federal Regulations, 1903.2(a)(3)
states that reproductions or facsimiles of the poster
shall be at least 8 1/2 by 14 inches with 10 point
type.

There are two formal types of inspections carried out under the Forest
Service safety and health program: facility inspections made by

FSM 6700, Section 6714.2 provides policy for
employee-requested inspections:
6714.2 - Inspection of Unsafe or Unhealthful Working Conditions.
Employees who believe that an unsafe or unhealthful working condition exists
in any workplace shall report the condition to their supervisor. See 29 CFR
1960.28 in the appendix to FSH 6709.12.
Employees may request an inspection of their workplace (1) by giving verbal
or written notice of the alleged unsafe or unhealthful working condition to the
immediate supervisor, or (2) if no action results, by submitting a written report
to the next higher organizational level. In imminent danger situations,
employees shall make reports first by telephone. Confirm telephone reports in
writing as soon as practicable thereafter. This does not preclude employees
from exercising their rights under FSH 6709.12,
section 41, 29 CFR 1960.28.

Reporting of Unsafe or Unhealthful Working Conditions:
Reports received by the agency.
1960.28(d)(1)
Each report of an existing or potential unsafe or unhealthful working condition should be
recorded on a log maintained at the establishment. If an agency finds it inappropriate to
maintain a log of written reports at the establishment level, it may avail itself of procedures set
forth in 1960.71. A copy of each report received shall be sent to the appropriate establishment
safety and health committee.

14.04 - Responsibility. The person responsible for preparing project work
plans and/or research study work plans shall complete Form FS-6700-7, Job
Hazard Analysis. A line officer shall approve the job hazard analysis.
Work supervisors shall discuss the job hazards with crew members prior to
beginning new projects or changing work sites. Identify any hazards not
noted on the job hazard analysis. Discuss ways to reduce these hazards,

This standard, which is defined separately for each
segment of industry except agriculture, requires
employers to provide employees with personal
equipment designed to protect them against certain
hazards. This equipment can range from protective
helmets to prevent head injuries in construction and

Hazard Communication
This standard requires manufacturers and importers of
hazardous materials to conduct hazard evaluations of the
products they manufacture or import. If a product is
found to be hazardous under the terms of the standard,
the manufacturer or importer must so indicate on
containers of the material. The first shipment of the
material to a new customer must include a material
safety data sheet (MSDS). Employers must use these
MSDSs to train their employees to recognize and avoid
the hazards presented by the materials.

This standard requires:
¾ Employers of more than 10 employees, except for
employers in certain low-hazard industries (such as retail,
service, finance, insurance, and real estate), to maintain
OSHA specified records of job-related injuries and illnesses.
¾ All employers, regardless of size and industry, must report
to the nearest OSHA office within eight (8) hours any
accident that results in a fatality or (in-patient)
hospitalization of three (3) or more employees.

In October 2000, the Deputy Chief for Business
Operations, who is also the Designated Agency
Safety and Health Official (DASHO), chartered
the Forest Service Safety and Health Council to
review, consult, and provide policy advice to the
DASHO on the implementation of a consistent,
highly visible, proactive safety and health
program for the Forest Service. The first task
given to the Council was to develop a strategic
plan for implementing the safety and health
program. This report outlines that strategic plan.

BASELINE
This emphasis program (Baseline) is a tool
that assists safety personnel in
determining compliance with OSHA’s
requirement for federal agencies to
evaluate their safety programs. This
program requires use of an established
checklist and rating criteria and is used as
a vehicle to keep line managers informed
on safety program status. The Baseline
Initiative also provides a method to assess
the program to see if it is achieving the
desired results.

Information Portal System (SHIPS)
is a web-based accident reporting
database program required for
reporting work-related injuries and
illnesses.
It is used to record an unplanned
event which causes an injury/illness,

employees, volunteers, and enrollees, except Job
Corps students who are reported through SHIMS.
