SECTION 'C' STAFF TRAINING REQUIREMENTS APPENDIX '1' LIST OF FIRE MARSHALS AND DEPUTIES APPENDIX '2' DUTIES OF THE FIRE MARSHALS AND DEPUTIES Page 2 of 9 CNWL - Mortimer Market Centre, London, WC1E 6JB INTRODUCTION Mortimer Market Centre is a building of 7 floors, comprising; Basement, Ground, First, Second floor, Third Floor, Fourth Floor and fifth floor, which is used as Offices/Clinics occupied by Tenants. The central staircase runs from the basement to the fifth floor. The building is used as ‘Drop In’ Centre for clients, so staff must be aware of the differing physical needs of clients and visitors in the event of a fire in the building. LIFTS On actuation of the fire alarm, the lifts will stop and then go down to the ground floor, doors will open and stay there until the fire alarm has been reset. Lifts are not to be used in the event of a fire. Refuges. There are ‘Refuges’ for Mobility Impaired persons, situated within, or adjacent to the internal staircases. These are a Holding Area for persons who need assistance to evacuate the building, until designated staff arrive with the ‘EvacuSafe’ Chairs to evacuate the person downstairs to ground floor. Page 3 of 9 CNWL - Mortimer Market Centre, London, WC1E 6JB SECTION A If you discover a fire: Raise the fire alarm immediately you discover or suspect a fire, by breaking the glass of the nearest fire alarm call point. The security guard will call the Fire Service by dialling 9999 and confirm the full address of the building, giving relevant information. Evacuate the building immediately escorting clients, patients, visitors and members of the public out of the building via the nearest fire exit and assemble at the designated assembly point which is: McMillan Cancer Building (turn right out of main entrance and then right again past the car park) Fire Fighting Any Fire Marshal or Deputy could attempt to extinguish the fire if it is considered safe to do so, and they have received adequate training on the use of the equipment. Patients/staff who are wheelchair users/mobility impaired. The evacuation of patients/staff who are wheelchair users/mobility impaired will be led by nurses and designated persons. This will entail moving such patients/staff to the refuge area on each floor. Each patient /staff will be allocated a PEEP (Personal Emergency Evacuation Plan) Page 4 of 9 CNWL - Mortimer Market Centre, London, WC1E 6JB Do not put yourself at any unnecessary risk, if in doubt GET OUT. SECTION B If you hear the Fire Alarm The building has only one fire alarm sound: Continuous; Close windows and doors in your immediate area if safe to do so. Any Fire Marshals will immediately begin the evacuation of clients, visitors and staff from the building. Leave the building by the most direct route; assemble at the Assembly Point. Any person with a disability/wheelchair user or persons who have impaired hearing or vision – will be escorted out of the building in the event of a fire or any other emergency by the staff member the person is seeing. Fire Marshals for each department will take a roll call of all staff, visitors, etc – and report this to the site responsible person. Members of staff should make it known immediately, if any person is missing to a Fire Marshal. Do not stop to collect any belongings. The site responsible person or a nominated Deputy for the premises are to make themselves easily identifiable by wearing a high visibility vest and MUST meet the Fire Brigade on their arrival and inform them of the current situation and of any person(s) not accounted for. Page 5 of 9 CNWL - Mortimer Market Centre, London, WC1E 6JB Do not re-enter the building until it is declared safe to do so by the Fire brigade or the Site Responsible Person for the premises. SECTION C STAFF FIRE TRAINING IS A MANDATORY REQUIREMENT. IT IS THE RESPONSIBILITY OF HEADS OF DEPARTMENTS TO ENSURE THAT THE FOLLOWING REQUIREMENTS ARE ACHIEVED. The responsibilities are: To contribute to the effective day-to-day upkeep of the building Action Plan and Local Fire Safety Procedure established for the premises. To support the Service Manager/Head of Department in the management of fire safety matters. To assist the Fire Safety Advisor in fire safety inspections and risk assessments the area for which they are responsible. To ensure all fire safety equipment is inspected and tested on a regular basis and local records are kept. Any defects recorded and reported To arrange for and monitor the uptake of fire safety training and fire drills. To arrange and take part in Fire Drills at their place of work. To be responsible for the co-ordination and direction of staff actions at a fire evacuation, in accordance with the building Local Fire Safety Procedure. To liaise with the Trust Fire Safety Advisor, in relation to all fire matters and ensure such matters are acted upon as appropriate.
