GENERAL INSTRUCTIONS
01. These posts are Non-Government but pensionable under New Pension Scheme introduced by
Government of India with effect from 01.01.2004 and service conditions are mutatis mutandis
as applicable to Indian Council of Agricultural Research employees as amended from time to
time.
02. All post are temporary but likely to continue and transferable anywhere in India. The posting of
the selected candidates will be made as per their merit at the ICAR-INDIAN AGRICULTURAL
RESEARCH INSTITUTE, New Delhi and its Regional Station/Centres/Karnal/Katrain/
Shimla/Wellington/Adhuthrai/Kalimpong/Dharwad/KVK. Numbers of posts indicated above
are tentative which may increase or decrease.
03. Age limit for the post of Lower Division Clerk is 18 to 27 years as on 01-01-2016. Upper age
limit relaxation upto 5 years SC/ST candidates, 3 years for OBC candidate and 10 years for
Persons with Disability candidates is admissible as per rule. The upper age limit relaxed up
to 45 year in case of serving regular employees of ICAR in the administrative (ministerial)
category.
04. Persons belonging to SC, ST and OBC who are also covered under the PwD category will
be eligible for grant of cumulative age relaxation under both the categories. To other
bonafide displaced persons/repatriates of Indian origin/Defence Services Personnel/ Border
Security Force personnel etc. as per the existing instructions of the Government of India on
the subject.
05. Persons already in employment should give a certification on the Form of having informed in
writing to their respective Head of Office about their applying for this recruitment. They
may be, at any time subsequently, be required to produce the same to the ICAR-IARI for
verification.
06. Option/preference for the Regional Stations ICAR-INDIAN AGRICULTURAL RESEARCH
INSTITUTE New Delhi is mandatory to fill in the online application as mentioned below :i) ICAR-IARI, New Delhi

07. Application Fee:
Detail of application fee (NON-REFUNDABLE) to be paid by the candidate:i) Unreserved & Other Backward Class - Rs. 250.00
ii) SC/ST/Women/PwD/Ex-servicemen are exempted from above fee.
iii) Candidates can make payment through crossed Demand Draft/Pay Order(On or before
closing date of application) favoring Director, INDIAN AGRICULTURAL RESEARCH
INSTITUTE , New Delhi payable at IARI, New Delhi. Such candidates must mention
the Registration ID number on the backside of D.D/Pay order. They are required to,
thereafter, send the hard copy of the application form (by taking a printout) together with
the Original Demand Draft/ Pay Order to the following address by Speed/Registered
post :-

iv) No other mode of payment of fee other than those specified above will be accepted.
Candidates are also required to upload legible copy of the Demand Draft/Pay Order at the
place designated therefore together with Demand Draft/Pay Order number, date and
issuing bank/branch details therein. In the absence of which, the application will not be
considered and rejected.
08.
Nationality: A candidate applying for the said post must be either
a)
A citizen of India, or
b)
A citizen of Nepal, or
c)
A citizen of Bhutan, or
d)
A Tibetan refugee who came over to India, before the 1st January 1962 with the
intention of permanently settling in India, or
e) A person of Indian origin who has migrated from Pakistan Burma, Sri Lanka, East
African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia Malawi,
Zaira, Ethiopia and Vietnam with the intention of permanently settling in India.
09. Candidates selected under Persons with Disability (PwD) /Ex-Serviceman etc. category
can be appointed against any category for post of viz UR/SC/ST/OBC being horizontal
reservation.
10. Visually impaired candidates will be given extra time for written examination as per rules.
11. All criteria regarding cut-offs for each category will be fixed by the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE at its own discretion and will be final and
binding.

12. For date of written examination and skill test candidates may access Institute’s website
from time to time. The Skill test will be held at New Delhi only and candidates qualifying
the written examination will be conducted as per criteria decided by Competent
Authority, IARI/ICAR. Option for skill test once exercised will not be considered to be
changed under any circumstances.
13.
SC/ST Candidates not in Central/State Govt. Service or Centre/State Coorp, PSUs Local
Govt. Institution, Panchayats will be paid Second Class rail fare or Ordinary Bus Fare to &
fro journey for shortest route excluding reservation/sleeper / other charges, to & fro subject
to the condition that the fare for the first 30 Kilometers will be borne by the candidate.
Reimbursement will be allowed only once i.e. when called for Typing. Candidate claiming
for TA has to submit the original bus/railway ticket and also a certificate of unemployment
from an MP/MLA or Gazetted Officer of the place where the candidate normally reside.
14. The final list of the candidates Institute wise will be published by the Agricultural Scientist
Recruitment Board (ASRB). The ICAR-INDIAN AGRICULTURAL RESEARCH
INSTITUTE will not enter into any correspondence with them regarding result.
15. These Vacancies will be filled as per available at the IARI Headquarter and its Regional
Stations, on the basis of the merit cum preference and taking into account the orders for
reservation for SC/ST/OBC/PWD/Ex-Serviceman issued by the Government.
16. The candidate applying for the examination should ensure that he/she fulfils all the
eligibility conditions for admission to the examination. Their admission at all stages of the
examination will be purely provisional, subject to their satisfying the prescribed eligibility
conditions. If, on verification, at any time before or after the written examination, it is found
that he / she do not fulfill any of the eligibility conditions, his / her candidature for the
examination will be cancelled by the ICAR-INDIAN AGRICULTURAL RESEARCH
INSTITUTE. The Employment Exchange Registration should be valid on the closing date
of online application.
17. Government strives to have a workforce that reflects gender balance and women candidates
are encouraged to apply. Women candidates fulfilling the requirements for the post are
encouraged to apply against the recruitment advertisement. The specific benefits available

18. The candidature of the candidate will be rejected if the candidate is found involved in
malpractices or using unfair means in the examination hall or resorting to any other irregular
improper means including submission of false/ misleading information/ document, etc.
19. Decision of the Director, ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE /
ICAR in all matters relating to eligibility, acceptance or rejection of the application, penalty
for false information, mode of selection, conduct of examination(s) and allotment of
examination centres, selection and allotment of place of posting / Regional stations to
selected candidates will be final and binding on the candidates and no correspondence will
be entertained in this regard.

20. The candidate must read and ensure eligibility and all the relevant instructions carefully
before submission of online application form to avoid any difficulty and failure of
his/her application/candidature. No correspondence will be entertained in this regard.
21. Other eligibility criteria i.e. Marital status, Mental and Physical/Medical fitness,
Character and Antecedents, etc. will be same as prescribed by Government of India from
time to time as applicable to ICAR.
22. No candidates will be admitted to the examination unless he/she holds valid Admit Card
issued by the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE.
23. In case, where more than one candidate secure the equal aggregate marks, TIE will be
resolved by applying the following methods one after another in that order of precedence:(i) Date of birth, with older candidates placed higher.
(ii) Alphabetical order in which first name of the candidates appear.
24. No person:
a)
Who has entered into or contracted a marriage with a person having a spouse living,
or
b)
Who, having a spouse living, has entered into or contracted a marriage with any
person,
shall be eligible for appointment to service. Provided that the ICARINDIAN AGRICULTURAL RESEARCH INSTITUTE, if satisfied that such
marriage is permissible under the personal law applicable to such persons and the
other party to the marriage and there are other grounds for so doing, exempt any
person from the operation of this rule.
25. A candidate must be in possession of good mental and physical health and free from any
other physical defects (save as prescribed for physically disabled candidates) likely to
interfere with the efficient discharge of the duties as an officer of the service. A candidate
who after such medical examination, as may be prescribed by the competent authority is
found not to satisfy these requirements will not be appointed.
26. Success in the examination confers no right to appointment, unless the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE is satisfied, after such enquiry as may be
considered necessary, that the candidate having regard to his/ her character and
antecedents is suitable in all respects for appointment to the post on merit cum preference.
27. No hard copy of any education/caste certificate/professional qualifications or any other
document is required to be sent by the candidate at the stage of online application form
submission.
28. The candidate will be responsible for any error of omission and commission, since no
eligibility is being verified/ checked at this stage, hence the candidates are strongly advised
to ascertain their eligibility regarding educational/ other qualifications, age, category, etc.,
before applying. They should ensure the correctness and authenticity of all the information
including spelling, etc., before submitting subsequent to which no request for change/
modification/ corrections, etc., will be considered under any circumstances.

29. The Institute can, at its own discretion, call for any relevant information/ document from
the candidate at any time during/ after the recruitment process which the candidate shall be
obliged to provide facing which appropriate action including debarment from the present /
future recruitment process of the Institute can be taken.
30. In case of multiple applications submission, the last valid application received by the
Institute shall be considered ignoring all the earlier ones, if any and no request for change
thereof shall be considered later.
31. There may be, at times, server response slow/ absent due to technical reasons (since this is
largely dependent on IT based equipment/service)/ large traffic being encountered
therewith, hence the candidates are advised to wait for some time then and try sometime
later. The candidates are also advised to apply early to avoid last minute rush.
32.
The candidates are advised to read the detailed notification available on the “Recruitment
Cell” link on, www.iari.res.in very carefully before applying to avoid getting stuck midway
the application process.
33.
The Institute will not enter into any correspondence with the candidates regarding the
recruitment process.
34.
The candidates are strongly advised to fill the online form very carefully with correct
information since the information being provided by them will be considered as authentic
by the Institute. If at any time before, during or after the application/ examination/
scrutiny/ employment or any other stage, any or all information furnished by the candidate
on this online form is found to be untrue/ false/ misleading/ wrong appropriate action
including debarment from the present process/ future processes will be taken .
35.
Candidates are advised to keep a copy of the application form. Since electronic
communications may be made with regard to this process henceforth.
36. The candidates are strongly advised to keep in touch with the recruitment cell link on:
www.iari.res.in for updates since all updates will be announced thereon only. They are also
advised to provide their active mobile/cell number and e- mail id in the form since
electronic communication will be made with regard to this process henceforth.
37.
Candidates are advised to ensure that they successfully upload clear and legible photograph
and signature.
38. In the absence of any or all the information not having been provided, the candidature will
be summarily rejected.
39. MOBILE PHONE AND ACCESSORIES AND OTHER ELECTRONIC COMMUNICATING DEVICES ARE
BANNED WITHIN THE PREMISES OF THE EXAMINATION CENTRES. POSSESSION OF SUCH
EQUIPMENTS WHETHER IN USE OR IN SWITCH OFF MODE, DURING EXAMINATION WILL BE
CONSIDERED AS USE OF UNFAIR MEANS AND SUITABLE ACTION AGAINST SUCH CANDIDATE
WILL BE TAKEN BY THE ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE.

AGRICULTURAL RESEARCH INSTITUTE for the conduct of examination, or
Attempting to commit or, as the case may be abetting the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE of all or any other acts specified in the
foregoing clauses, may, in addition to rendering himself liable to criminal prosecution,
be liable:
To be disqualified by the ICAR-INDIAN AGRICULTURAL RESEARCH

To be debarred either permanently or for a specific period

Note –I :
The paper will consist of Objective Type-Multiple Choice questions only. The
questions will be set both in English & Hindi.
Note-II : There will be negative marking of 0.25 marks for each wrong answer.
Candidates are, therefore, advised to keep this in mind while answering
the questions.
SYLLABUS
General Intelligence : It would include questions of both verbal and non-verbal type. The
test will include questions on analogies, similarities and differences, space visualization,
problem solving, analysis, judgment, decision making, visual memory, discriminating
observation, relationship concepts, verbal and figure classification, arithmetical number
series, non-verbal series etc. The test will also include questions designed to test the
candidates abilities to deal with abstract ideas and symbols and their relationship,
arithmetical computation and other analytical functions.
English Language : - In addition to the testing of candidates understanding of the English
Language, its vocabulary, grammar, sentence structure, synonyms, antonyms and its
correct usage, etc his/her writing ability would also be tested.
Numerical Aptitude : - This paper will include questions on problems relating to number
systems , computation of whole numbers, Decimals and Fractions and relationship between
numbers, Fundamental arithmetical operations, Percentages, Ration and Proportion,
Averages, Interest, Profit and Loss, Discount, Use of Tables and Graphs, Mensuration, Time
and Distance, Ratio and Time, Time and Work etc.
General Awareness : - Questions will be designed to test the ability of the candidate’s
general awareness of the environment around him and its application to society. Questions
will also be designed to test knowledge of current events and of such matters of everyday
observation and experience in their scientific aspects as may be expected of an educated
person. The test will also include questions relating to India and its neighboring countries
especially pertaining to Sports, History, Culture, Geography, Economics scene, General
Polity including Indian Constitution and Scientific Research etc. These questions will be
such that they do not require a special study of any discipline.
NOTE : For VH candidates of 40% and above visual disability and opting for SCRIBE
there will be no component of Maps / Graphs/Diagrams/Statistical Data in the
General Intelligence & Reasoning /General Awareness Paper.

Skill Test for LDCs : (Skill Test will be taken on Computer)
Typing test will be of Qualifying in nature.

(Typing Test will be conducted later for those candidates who qualify in the
Written Examination. Such typing test will be conducted only in English OR
Hindi and candidates while applying for the Examination will have to
indicate his/her choice/option for Skill Test Medium separately in the
Application Form.)
42. The written examination will be conducted using OMR sheets at Delhi /NCR and
different centres preferably Kolkata, Mumbai, & Chennai. However, the Director,
IARI may conduct written test at other citites/places after taking into consideration
the number of application received from the candidates. The exact details of the
examination centre will be intimated to the candidate in the admit card for written
test.
43.
No Calculator is allowed for the examination.
44.
Candidates must mark the answer sheet/OMR sheet in their own hand. Under no
circumstances, they will be allowed the help of a scribe to mark the answer for them. Only
the orthopedically Challenged (OC) candidates with both arms effected /visually
challenged may be allowed to take the help of a scribe only with the prior permission of
the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE. Provision of a scribe
will be made by ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE on prior
request made by such candidates ten (10) days before the examination on
ldc2016@iari.res.in. An additional time of 10 minutes for every half hour will be allowed
to such candidates.
45.
The Recruitment process will be the subject to the jurisdiction of Delhi High Court, Delhi.
46.
The Director, ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE, New Delhi
reserves the right to cancel the recruitment to any/all posts without assigning any reason
thereof.
47.
Important Instructions to the Candidates for filling online applications:
i)
Candidates are required to apply online using the application form in “Recruitment
Cell” tab available on the website: www.iari.res.in only. No other mode of application
is allowed. Candidates are hereby informed that the details they provide in the Online
Application Form will be used for all future references and no modification thereto can
be done subsequently. Hence, they are advised to be very careful while filling the
Application Form. They are, therefore, requested to thoroughly read this Notification
before filling the online Application Form.
ii)
Candidates are required to complete the Application Form by filling all the parts for
which they will be guided in the course of filling the Application Form.
iii) The candidates are required to keep ready all relevant details/ information like Name (as
recorded in Secondary level Examination certificate) / Father’s Name (as recorded in the
Secondary level Examination certificate)/Date of Birth (as record in the Secondary level
Examination certificate) / Complete postal address for both permanent and
Correspondence address, etc.

iv) The candidates are required to enter their valid and active e-mail id only in the
Application Form since all communication/information/update(s) for this Notification
would be sent to this mail id only. In case, they do not have a mail id, they may obtain one
from any of the e-mail service providers of the candidate’s choice. Please note that entry of
the e-mail id in the prescribed field in the Application Form is mandatory/ compulsory.
v) Please keep all relevant information regarding the payment towards Application Fee, if
any, ready for successfully completing the Application process. The candidates are strongly
advised to ensure that the same is duly and clearly uploaded in the application form.
vi) Please keep the scanned copy of your recent passport size photograph (taken against a light
background (preferably white) for prominence) of a maximum size of 150 KB in .jpg format
only (with the face covering at least 2/3rd of the total space for easy identification) and
Scanned copy of your Signature (taken in black ink only on a white paper for prominence)
of a maximum size of 80 KB in .jpg format only for uploading during the process of
Application Form Submission. The candidates are strongly advised to ensure that the same
is duly and clearly uploaded in the application form.
vii) Please note that you should use only clear scanned copies (and not blurred or hazy) since
your application form may not be considered if these are not clear. The photograph and
signature would be used to be put on the Admission Certificate and entry to the
Examination/ Test Centre is subject to verification of the photograph & signature.
viii) The scanned photograph, signature and DD/Pay order must be uploaded in .jpg format
only. These would be required to be uploaded using the links that will be guided to in the
course of Applying. You may browse and select the location where the scanned
photograph/ signature file has been saved, select it and click the upload button. Once
uploaded, a message informing about the successful uploading of the
Photograph/signature, as the case may be will be displayed. In case, you want to use
another photograph/signature (i.e., use any other photograph / signature), then select the
edit button on the link and repeat the same process as before. Your online Application
Form will not be submitted unless you have successfully uploaded your photograph,
signature and DD /Pay order.
ix) It may be noted that caste certificate in the standard format of Caste Certificate applicable
for Employment in Central Government services and Disability Certificate in the
prescribed format only will be accepted in the absence of which it will not be considered
and candidature shall be rejected summarily. This is also clearly indicated that no
document is being verified at this stage. The ICAR-IARI will, however, scrutinize all
documents relating to Age/ Educational Qualifications/ Category, eligibility etc. during
the said process and may ask those document/photocopy of document from the
respective candidate with self attestation.
x) Candidates are informed that there is provision for editing. Once the candidate complete
process of filling up the information in the Application Form and the Photograph and
Signature is completed, the candidate can view the entire Application Form together

with the photograph and signature and can still edit at this point to make / incorporate
any change/ editing in any field of the Application Form. However, once the payment
process is completed, there is no possibility of making any modification/editing
whatsoever.
xi)
The online Application process will be open from 1000 Hrs on 05.02.2016 and end at
04.03.2016 at 1700 Hrs after which the link will automatically get disabled. It is, therefore
advised that candidates may submit their applications well in time without waiting for the
last date of Application Form submission.
xii) The applicants are advised to regularly check the e-mail provided in the Application Form
for update(s)/ information/ communication with regard to this Notification. They must
check the spam/junk /inbox/trash folders also of the mailbox.
xiii) Once the application is successfully made, a message informing the successful submission
of your Application Form will be displayed. In case, this does not appear, the process needs
to be repeated, since it signifies/implies that your Application Form has not been
successfully uploaded/ submitted.
xiv) Candidates are strongly advised to keep a print or soft copy of the completed Application
Form for any future reference.
xv) Please note mere successful submission of the Application Form and/or Admission
Certificate issuance does not automatically ensures admission to the Examination. If on
verification at any later stage, it is found that they do not fulfill all eligibility
conditions/wrong/incorrect/misleading/false information has been given either
intentionally or otherwise/ error of omission or commission, their candidature will be
cancelled/rejected and fee paid for examination will be forfeited and any action as deemed
fit by the ICAR-IARI shall be taken in this regard, including debarment from the present
Recruitment and/ or any future Recruitment by the Institute.

payment by DD/Pay Order must be uploaded the scanned copy on the specified place on
the Application Form duly completed submitted upto 1700 hours on 04.03.2016. The
