Law Enforcement Stops, Arrests & De-Escalation Strategies
Instructor – Lee Van Richardson, Jr., is the former City Attorney for the City of Prairie View, and served
in that capacity for over ten years. Upon graduating from the University of Texas at Austin with a B.A. in
Government, he enrolled in Thurgood Marshall College of Law at Texas Southern University where he
earned his Juris Doctor degree. Within a few months, Attorney Richardson was hired as a prosecutor for
the Travis County Attorney’s office and began his career as a trial lawyer. Since then, he has been in
continuous practice in the Houston area and concentrates his efforts in litigating criminal and civil cases
in all counties across the State of Texas. Though his office is located in Hempstead, Texas, Attorney
Richardson has served clients with cases pending in various courts including but not limited to Texas,
Florida, Maryland and other states throughout the United States.
Instructor – Larry Johnson is the Chief of Police for the City of Prairie View. He attended the College of
Biblical Studies, FBI National Academy, Management Academy in College Station, as well as completed
countless hours of Texas Commission on Law Enforcement Officer Standards and Education training. He
is a certified TCLEOSE Trainer and has FBI Secret Security Clearance. Chief Johnson has ascended the
police department ladder by starting as a patrol officer. He was then promoted to sergeant working on the
Brazos County Narcotics Task Force; continuing on to become a Lieutenant, and ultimately the Chief of
Police for the City of Prairie View. Chief Johnson strongly believes in community policing and an
emphasis on geographical accountability. His involvement in the community is apparent through his
participation in the Board of Trustees College Station ISD School, Brazos Valley Counsel on Alcohol and
Substance Abuse, and American Heart Association Advisory Board. He is also involved at church, and is
a Pastor at New Liberty Missionary Baptist Church in Bryan, Texas.
