By Monday, March 6th the number of Travel Management Training notebooks
needed for each forest is due. Please contact Pam Skeels with a point of
contact, mailing address, and phone number at pskeels@fs.fed.us or 303-2755152.

Send in your Forest training plans AS SOON AS POSSIBLE. Please send
information on known dates, places and audiences for the training. With
advance notice, some of the RO folks may be able to tie into your training.
Send this information to fvalenzuela@fs.fed.us.

There is a meeting in Lakewood during the week of March 6 of forest staff CLA/Engineers/and Recreation. At that meeting, the communications strategy
and the Forest Action plans will be discussed. The latest drafts of both of those
documents will be sent later this week as pre-work for the discussions next week.
A final letter with the suggested format for the Forest Action Plan will be
reaching you by the week of March 13th. If you are not attending the training
next week but have input into either of those documents, contact Francisco at
fvalenzuela@fs.fed.us.

Access and Travel Management Training: It is strongly recommended that folks
sit in on one of the several ATM Sametime sessions being offered by R1. The
schedule for the 2-1/2 hour ATM basic overview is posted on Sametime. Note:
The next sessions are scheduled for Monday March 6 and Thursday March 9
both at 10 am - 12:30pm.

The region is planning on scheduling a R2 ATM Sametime session in late April
which will be a continuation from the basic session and will address any R2 issues
or concerns that arise. If you have questions on these sessions, please contact
vmitchell@fs.fed.us.
¾
ATM Map Codes for R2: A regional subgroup of forest travel route (Road and
Trail) data stewards is being formed to work on a recommendation on regional
ATM Map codes as advised by R1. We are looking for volunteers to assist in this
important product. The team will most likely meet in the Lakewood area the
same week as the R2 ATM Sametime session. We are considering the week of
April 17th and per diem will be paid by the RO. If you are interested in helping
with this effort, contact Veronica Mitchell at vmitchell@fs.fed.us.
¾
Roads (Travel) Analysis: Engineering is researching the sustainability
(economics) aspect for identifying the minimum road system. R3 'Simplified RAP'
is currently being reviewed for applicability or adaptability to this effort. As
progress is made, there will be opportunities for forests to comment. If you have
questions, contact vmitchell@fs.fed.us.

Questions and Answers
What is the meaning or intent for designating areas?
An area is defined as “a discrete, specifically delineated space that
is smaller, and in most cases much smaller, than a Ranger District.”
While areas are not intended to be large or numerous, it is
appropriate to designate some areas for motor vehicle use. These
areas would have natural resource characteristics that are suitable
for motor vehicle use, or would be so significantly altered by past
actions that motor vehicle use might be appropriate. Areas under
the final rule will be designated at the local level based on
appropriate site-specific environmental analysis and public
involvement. The characteristics of an area are not enumerated in
the definition of an area to give the agency flexibility as appropriate
given the variety of natural features, resources, and uses on NFS
lands. No administrative unit or Ranger District is required to
designate an area.
How does travel management stack up in the Regional priorities?
Threat 3 – Unmanaged Recreation
Complete the regional strategy and implement upon approval by
the Regional Leadership Team and in accordance with primary
purpose funding principles. See document “WO memo on Travel
Management” in the Region 2 Budget Teamroom for guidance on
how to fund travel management activities. The national target is to
complete travel management by FY 2010. (Note: Travel
management is to be completed by September, 2009).
