DG CLIMA:
• Stands for "Directorate-General for Climate Action"
• Was established in February 2010 (from DG Environment)
• Develops and implements international and domestic
climate action policies and strategies (e.g. adaptation
strategy, mainstreaming)
• Leads international negotiations on climate
• Implements the EU Emissions Trading System (EU ETS)
• Monitors the implementation of Member States' emission
reduction targets in the sectors outside the EU ETS
• Promotes low carbon and adaptation technologies

The White Paper establishes a framework for action, focusing on:
• building a stronger knowledge base
• taking account of climate change impact in key EU policies
• combining different policy measures to best effect
• supporting wider international efforts on adaptation
• working in partnership with national, regional and local authorities

EU Strategy for Adaptation to Climate Change


To be adopted in Spring 2013
Will comprise the following elements:
1. Enhancing the knowledgebase and widening
access to information
2. Mainstreaming adaptation into policies,
strategies and programmes at EU level
3. Capturing the potential of the market, marketbased instruments and the private sector
4. Support to and facilitation of collaboration,
exchange of knowledge and best practice
examples, etc. between Member States,
regions, cities and other stakeholders

Will be operational in March 2012

LIFE+ Programme 2014-2020
 € 3.2 billion of which 25% or € 800 million
earmarked for climate action (2014-2020):
 Mitigation, reduction of greenhouse gas
emissions
 Adaptation, increased resilience to
climate change
 Governance and Awareness
 Commission scheduled to adopt the legal
proposal on 30 November

Common Regulation (ERDF, ESF, CF, EAFRD, EMFF):
• Tracking of climate related expenditure towards the at-least-20% objective
• Member States and Commission shall ensure that climate change
mitigation and adaptation are promoted in the preparation and
implementation of Partnership Contracts and programmes
• Thematic objectives including shift towards low-carbon economy and
promoting climate change adaptation
• Partnership Contract + Programmes shall indicate amount for climate
change objectives
• Programmes shall describe climate change mitigation and adaptation
actions
• Implementation Reports 2017+2019: report on climate related expenditure
• Environmental impact analysis of Major Projects shall take into account
climate change adaptation and mitigation, and disaster resilience

ERDF Regulation:
• Investment priorities include supporting the shift towards a low-carbon
economy in all sectors + supporting investments for climate change and
disaster resilience
• Sustainable urban development including climate challenges
Cohesion Fund (CF) Regulation:
• Supporting the shift towards a low-carbon economy in all sectors +
supporting investments for climate change and disaster resilience
• Sustainable transport: environment-friendly and low-carbon transport
systems including urban mobility
ESF Regulation:
• Supporting the shift towards a low-carbon, climate-resilient, resourceefficient and environmentally sustainable economy through reform of
education and training systems, skills and qualifications, up-skilling,
creating of new jobs in sectors related to the environment and enery

Special Eurobarometer 372: Climate Change
 More than two Europeans in three see climate change as a
very serious problem and almost 80% consider that taking
action to combat it can boost the economy and jobs
 Overall, climate change was seen as the second most
serious problem facing the world, after poverty, hunger and
lack of drinking water (considered as a single issue)
 78% agreed that fighting climate change and improving
energy efficiency can boost the EU economy and jobs
 The public expects Europe to become a climate-friendly
society by 2050
