Dear Prairie View Colleagues:
I am delighted to let you know that we have engaged the services of the Pappas Consulting
Group, a wholly woman-owned firm based in Florida, to work with us in the development of an
Academic Master Plan and a Strategic Enrollment Management Plan.
The Pappas Group is comprised of consultants who have had hands-on experience as
administrators and academic leaders in colleges and universities across our country. Alceste T.
Pappas, Ph.D., President and CEO of the Pappas Group will lead the team. Dr. Pappas has over
45 years of experience in higher education and has worked with a number of HBCU’s during her
career. She will be joined by three other colleagues who are higher education leaders with
experience in how to deliver enrollment services, how to recruit and retain undergraduate
students and how to create an academic master plan in support of an institution’s core values and
mission.
The Consulting Team will be working with us from December 2015 through April 2016 to
accomplish the following:
The creation of a 2015-2020 Academic Master Plan that will:
1. Identify the University’s historic and current profile;
2. Identify the opportunities and challenges arising from the environment within which the
University operates at both the campus and Texas A&M System level;
3. Identify specific program areas for growth and development and provide a mechanism for
making program decisions and;
4. Address academic support, faculty and staff development, student support/success, and
resource development where critical to the academic, research and service components of
the University.
The development of a Strategic Enrollment Management Plan that will:
1. Identify Enrollment Management best practices and performance benchmarks relative to
organization structure, staffing, administrative practices, quality customer service and
the regulatory environment;

2. Identify Enrollment Management related policies and requirements that may
inadvertently undermine operating effectiveness and financial efficiency at the
University and within each college/school;
3. Identify a set of potential transformational opportunities consistent with the strategic
priorities of Prairie View;
4. Develop a series of potential initiatives with action plans to achieve them and;
5. Develop tools for the measurement and tracking of improvements against performance
standards.
Once the consultants have made their initial visit to the campus the week of January 25, 2016,
we will provide the community on going communication outlining next steps, deliverables, and
expected outcomes.
I have asked Dr. Sarina Phillips, Associate Provost for Academic Affairs, Dr. Dean Williamson,
Assistant Vice President for Institutional Research and Effectiveness, and Mr. Don Byars,
Associate Vice President for Enrollment Management to work in partnership with Dr. Pappas in
this effort.
