College of the Redwoods – Integrated Planning FAQs Q: What is integrated planning? Integrated planning is the means through which institutions facilitate student learning, assess learning, and strive to improve learning. Integration takes place when college‐wide assessment and program review activities are cycled through the college’s established planning system and are ultimately incorporated into institutional planning and budgeting. According to ACCJC standards, human, physical, technical, and financial resources must be integrated into ongoing, cyclical planning and budgeting processes. Q: How does integrated planning work? Plan Alignment: All planning at the college is guided by the college’s mission, vision, and values, followed by the strategic plan and the education master plan. Functional plans such as the technology plan and facilities plan are also guided by these institutional plans. Each year the college updates an annual institutional plan to prioritize college goals, using elements from institutional plans as well as assessment and program review findings. Each program or department then aligns program plans with broader institutional plans and goals. Assessment and Evaluation: Committees, departments, and programs evaluate and update institutional and program plans on an annual basis. All student learning and administrative outcomes are assessed on a regular basis to inform quality improvement efforts. Allocation of Resources Based on Program Review: Program‐review based plans and initiatives are aligned with institutional planning priorities and/or linked to assessment results, and they also may require institutional support. The college’s integrated planning process ensures that this needed support is documented and, if possible, funded. Institutional Dialogue: Robust institutional dialogue about student learning and achievement and institutional effectiveness, from every sector of the college, is critical to the success of the integrated planning process at College of the Redwoods. Q: How does the program review process work? 1) Each staff and faculty member participates in the program review process. The annual program review template includes five elements: analysis of program performance data, a report on the results of assessment activities, a report on previous program plans, documentation of plans for the upcoming cycle, and resource requests. 2) Once a program review is submitted, the data section is routed to the appropriate administrator to evaluate and provide assistance to the department or unit, if needed. The Assessment portion is routed to the Assessment Committee, which will evaluate the data and determine if it merits broader institutional dialogue. The Program Review Committee will evaluate the planning sections to ensure the plans are aligned with broader institutional goals and are regularly evaluated. Planning‐related resource requests will be routed to the appropriate functional committee for ranking and prioritization, and operational requests will be routed to appropriate administrators for possible inclusion into annual operational budgets. 3) The Program Review Committee’s year‐end Master Executive Summary will contain critical institution‐wide themes, culled from individual program reviews, that will be shared college wide to inform institutional planning. The Assessment Committee will similarly create a master summary culled from college‐wide assessment data and results. The functional committees will prioritize planning‐related resource requests; the Budget Planning Committee will submit funding recommendations to the President and Cabinet. The Institutional Effectiveness Committee (IEC) will monitor this whole process. 4) The President will also use the college’s Strategic Plan, Education Master Plan, and master summaries from a variety of committees to create an annual institutional plan in consultation with the campus community. This annual plan will guide the development of annual program plans in the coming year. Ultimately, all of these aligned and coordinated institution‐wide summaries and plans will inform future iterations of the next College Mission Statement and Strategic Master Plan, thus completing the cycle of broad‐based, data‐informed, and collaborative institutional planning.
