CALL TO ORDER
Interim President Snow-Flamer called the meeting to order at 3:00 p.m.

Action - Council approved the minutes as presented
OLD BUSINESS
Major Feedback AP 4025 Philosophy and Criteria for Associate Degree and General Education
Action – Motion was made by Connie Wolfsen, seconded by Pru Ratliff and
carried unanimously to table AP 4025 to allow Joanna Tindle (Evaluation
Specialist) time to review the Curriculum Committee feedback and make
recommendations.
AP 5055 Enrollment Priorities
Action – Motion was made by Pru Ratliff and seconded by Connie Wolfsen to
send this AP 5055 to the board for first read.
Keith Snow-Flamer notified the Council that AP5055 will be implemented as an
Interim procedure immediately and will sunset after the Board executes its first
reading.
AP 5500 Standards of Student Conduct
Action – Motion was made by Steve Sandeen, seconded by Debbie Topping and
carried unanimously to send AP 5500 to the board for first read.
AP 3435 Discrimination and Harassment Complaints and Investigations
Action – Motion was made by Connie Wolfsen, seconded by Steve Sandeen and
carried unanimously to re-write/incorporate the CRFO lawyer’s feedback into
AP 3435 then send out for 30 day constituent review.
Minor Feedback BP 3050 Institutional Code of Ethics
Action – Motion was made by Pru Ratliff, seconded by Steve Sandeen and
carried unanimously to send BP 3050 to the board for first read.
BP and AP 3570 Smoking
Action – Motion was made by Pru Ratliff, seconded by Debbie Topping and
carried unanimously to send BP and AP 3570 to the board for first read.

Action – Motion was made by Connie Wolfsen, seconded by Steve Sandeen and
carried unanimously to send BP and AP 3200 to the board for first read.
AP 7400 Travel Reimbursement
Action – Motion was made by Connie Wolfsen, seconded by Debbie Topping and
carried unanimously to send AP 7400 to the board for first read.
No Feedback AP 7211 Faculty Service Areas, Minimum Qualifications, and Equivalencies,
BP and AP 3200 Accreditation, BP and AP 3250 Institutional Planning, BP 3281
Gifts, Grants, Donations, AP 3431 Bullying, BP and AP 3720 Computer and
Network Use, BP 3810 Claims Against the District
Action – Motion was made by Connie Wolfsen, seconded by Debbie Topping and
carried unanimously to send the above BP and AP’s to the board for first read.
NEW BUSINESS
The following list of BP and AP’s were reviewed and minor changes made.
Action – Motion was made by Steve Sandeen, seconded by Debbie Topping and
carried unanimously to send the attached list of BP’s and AP’s out for 45 day
constituent review.
OPEN DISCUSSION
College Council discussed using the term Chief Executive Officer vs.
President/Superintendent. In previous meetings it was decided to use the CEO,
CSSO, CIO, CHRO naming convention.
College Council also discussed how to get the notification back to constituents
that their feedback was presented at the meeting. It was agreed that Constituent
Feedback document was helpful and would be posted on the website in the
future. As well the President’s office would send an email to all feedback
submitters a note saying their feedback was reviewed and discussed at the
meeting.
Connie Wolfsen would like to change the title of AP 4102 from
Occupational/Vocational Technical Programs to Career and Technical Programs.
Due to the change being unsubstantial the change will be made immediately.
Connie Wolfsen brought up that BP 4231 Grade Changes and BP 4235 Credit by
Examination was reviewed when ASPC rewrote the AP. They didn’t feel the BP
needed to be updated. However, it was agreed that all BPs and APs will be sent
to College Council, regardless whether revisions are recommended. Therefore
BP 4231 and BP 4235 will be updated and sent out for constituent review
Action – Motion was made by Connie Wolfsen, seconded by Debbie Topping and
carried unanimously to send BP 4231 and BP 4235 out for 15 day constituent
review.

AP 4025
PHILOSOPHY AND CRITERIA FOR ASSOCIATE DEGREE
AND GENERAL EDUCATION
District procedures regarding Associate Degrees and General Education follow the philosophy
and criteria expressed in BP 4025, as well as criteria mandated in Title 5, Section 55601, and
relevant accreditation standards.
The Redwoods Community College District (District) mission is central to the philosophy and
criteria for Associate Degrees and General Education. District programs and Associate Degrees
offered are consistent with this mission and include developmental, career technical, and transfer
education. Program vitality and student success are assured through a continual cycle of
assessment and improvement. New programs may be initiated in response to both internal and
external factors that include, but are not limited to, the following:

Alignment with the Chancellor’s Office priorities, the College mission, and accreditation
standards
Alignment with state and federal requirements
Requirements from transfer institutions
Availability of fulltime and associate faculty
Budget concerns and sufficient funding

The Associate Degree
Associate Degrees (AD) at College of the Redwoods are developed and awarded in accordance
with the philosophy expressed in BP 4025. The AD must contain a minimum of 60 units that
includes both General Education (GE) and Discipline-Specific requirements.
1.2
General Education Requirements
GE courses by their nature are expected to be introductory, broad, and general in scope, not
advanced or specialized. Furthermore, every GE course must satisfy the requirements of one of
the GE Areas defined below. The Curriculum Committee is responsible for determining that
each GE course is both broad and general and meets at least one of the area descriptions below.
1.1. a. General Education Area Descriptions and Outcomes
Students are required to take a minimum total of eighteen (18) units from the five
GE areas described in detail below. This total must include at least three (3) units
in GE areas A, B, C, D1, D2, and D3 and at least three of these units must satisfy
GE Area E. Alternatively, students earning ADs at College of the Redwoods may
satisfy CSU or UC GE CSU GE-Breadth or IGETC requirements.
A. NATURAL SCIENCE
Courses in the natural sciences are those that examine the physical universe, its
life forms, and its natural phenomena. To satisfy the general education
requirement in natural sciences, a course shall be designed to help a student
develop an appreciation and understanding of the scientific method and to
encourage an understanding of the relationships between science and other human
activities. This category may include introductory or integrative courses in
astronomy, biology, chemistry, environmental science, general physical science,
geology, meteorology, oceanography, physical geography, physics, and other
scientific disciplines.
Students who are successful in a Natural Science course learn to:
•
Communicate scientific ideas;
•
Apply scientific concepts to analyze natural relationships.
B. SOCIAL SCIENCE
Courses in the social and behavioral sciences are those that focus on people,
group relations, and society. To satisfy the general education requirement in
social and behavioral sciences, a course shall be designed to develop an
awareness of the method of inquiry used by the social and behavioral sciences. It
shall be designed to stimulate critical thinking about the ways people act and have
acted in response to their societies and shall promote appreciation of how
societies and social subgroups operate. This category may include introductory or
integrative survey courses in anthropology, cultural geography, economics,
history, political science, psychology, sociology, and related disciplines.
Students who are successful in a Social Science course learn to:
•
Communicate intellectual ideas related to the social sciences;
•
Apply social science concepts to analyze social, historical, political,
anthropological or psychological relationships.
C. HUMANITIES
Courses in the humanities are those that study the cultural activities and artistic
expressions of human beings. To satisfy the general education requirement in the
humanities, a course shall be designed to help the student develop an awareness of
the ways in which people historically and culturally have responded to themselves
and the world around them; in addition, this awareness should extend into artistic
and cultural creation and help the student develop aesthetic and analytical
understanding. Such courses may include introductory or integrative courses in
the arts, foreign languages, literature, philosophy, and religion.
Students who are successful in a Humanities course learn to:
•
Communicate aesthetic and/or cultural ideas;
•
Analyze ideas or practices specific to the influence of culture on
human expression.
D. LANGUAGE, COMMUNICATION, AND RATIONALITY
Courses in language, communication, and rationality are those that assist the
student in developing the principles and applications of language toward logical
thought, clear and precise expression, and critical evaluation of communication in
whatever symbol system the student uses.
D1. WRITING
Courses fulfilling the written composition requirement shall be designed
to include both expository and argumentative writing.
Students who are successful in a Language, Communication, and
Rationality: Writing course learn to:
•
Generate, compose, revise, and communicate ideas clearly
in writing;
•
Analyze ideas presented in writing, media, speech, or
artistic representations.
D2. ORAL COMMUNICATION
Courses fulfilling the communication requirement include oral
communication and courses in other disciplines that have oral
communication as their primary focus.
Students who are successful in a Language, Communication, and
Rationality: Oral Communication course learn to:
•
Generate, compose, and revise ideas, and clearly
communicate them orally;
•
Analyze ideas presented in writing, media, speech, or
artistic representations.
D3. ANALYTICAL THINKING
Courses fulfilling the analytical thinking requirement include
mathematics, logic, statistics, computer languages and programming, and
related disciplines. Regardless of the course students complete to fulfill
this requirement, all students must demonstrate competence in
mathematics by obtaining a satisfactory grade in a mathematics course or
by completing an assessment and achieving a score at or above the level
of Intermediate Algebra in order to qualify for an AD.
Students who are successful in a Language, Communication, and
Rationality: Analytical Thinking course learn to:
•
Communicate analytical and/or computational ideas;
•
Apply analytical and/or computational concepts to analyze
relationships.
E. MULTICULTURAL UNDERSTANDING
A course meeting the multicultural understanding requirement shall be designed
to provide a student with the ability to analyze the complexity of diversity through
the perspective of differential power and privilege, identity politics, and/or
multicultural studies. Courses that meet the Area E requirement may be from any
discipline, must satisfy one of the GE areas A-D, and This course must
incorporate an underlying theme or themes that address at least one of the
following:

Intracultural as well as intercultural differences and commonalities
The study of at least one marker of social or identity difference, such
as sexual orientation, gender, language, ability, socio-economic
class, and the material conditions which produce such differences.
Include theoretical perspectives and non-western, non-traditional
approaches for studying gender, ethnicity, class, and/or forms of
expression.
Courses that meet the Area E requirement may be from any discipline
and must satisfy one of the GE areas A-D.

Discipline-Specific Requirements
In addition to the GE units, Associate Degrees must contain at least 18 units in the major or
discipline of emphasis, and electives. The College may award either anan Associate of Arts
(A.A), Associate in Arts for Transfer (AA-T), Associate in Science for Transfer (AS-T)
and/or an Associate of Science (A.S.) degree. Associate Degrees are created by faculty with
Curriculum Committee, Academic Senate, Board of Trustees, and Chancellor’s Office oversight.
In addition, outside professional accrediting organizations may have specific degree
requirements that must be incorporated. The most current listing of available degrees and their
specific requirements is in the course catalog.

GRADE CHANGES
The President/Superintendent Chief Executive Officer (CEO) or his/her designee shall
implement procedures to assure the accuracy and integrity of all grades awarded by faculty.
The procedures shall include, but not necessarily be limited to, the following:
•
Assurance that in the absence of mistake, bad faith, fraud or incompetence, the
grades awarded by faculty shall be final
•
Procedures for students to challenge the correctness of a grade
•
The installation of security measures to protect grade records and grade storage
systems from unauthorized access
•
Limitations on access to grade records and grade storage systems
•
Discipline for students or staff who are found to have gained access to grade
records without proper authorization or to have changed grades without proper
authorization
•
Notice to students, faculty, transfer institutions, accreditation agencies and law
enforcement agencies if unauthorized access to grade records and grade storage
systems is discovered to have occurred.

PRE-RETIREMENT REDUCTION OF WORKLOAD
A reduced workload leave of absence may be granted to regular employees who wish to
reduce their workload from full-time to part-time duties in accordance with Education
Code and Government Code.
The President/Superintendent shall establish procedures for employees who wish to
participate in a reduced workload as authorized by law, PERS, STRS, and any collective
bargaining agreements entered into by the District.

REDUCED WORKLOAD PROGRAM
Initiation of Request: The option of reduced-load employment must be exercised at the timely
request of the employee and by the mutual consent of the District.
Eligibility Requirements:
A. The member must have reached the age of 55 prior to reduction in workload. The
member's last year of eligibility is the year of his/her 70th birthday.
B. The member must have been employed in a full-time position requiring certification for
at least ten years, of which the immediately preceding five years were full-time
employment. For purposes of the Reduced Workload Program, a member of the State
Teacher's Retirement System is considered to have been employed full-time if there was
as agreement between the member and the employer to perform service equal to that
required by the governing board of other full-time employees in similar grades and
positions to receive a full-time compensation for each day the schools of the district were
maintained during the school year. On-the-job performance is not required. As long as
there was an agreement to perform full-time service at the beginning of the school year,
the employee will still be considered as being employed full-time if he or she is
unavoidably absent due to illness, bereavement, etc., during the school year. Sabbaticals
and other approved leaves do not constitute a break in service. Such leave, however, is

not used to compute the five years' full-time service requirement prior to entering the
program.
C. The certificated member in community colleges who is a participant in good standing in
the State Teachers' Retirement System may hold any position.
Participation Requirements:
A. The minimum Reduced Workload employment shall be the equivalent of at least half Of
the number of days of service required by the contract of employment during the last year
served in a full-time certificated position. This requirement can be met in many different
ways. The employee can work at least 1/2 time for the complete year; full-time for at
least 1/2 year, etc. The measurement of full and half workload will be by Teacher Load
Units (TLU).
B. The member shall be paid a salary that is the pro rata share of the salary that would have
been earned had the member not elected to enter the Reduced Workload Program. The
salary received must be at least half the salary the member would have earned on a
fulltime basis. If the member is paid less than half of the full-time salary, the minimum
participation requirement will not have been met. It is mandatory that both the minimum
salary and minimum employment requirements are met. If the member has a contract
requiring more or actually serves more than half time, but is not paid at least half fulltime salary, the participation requirements will not have been met and the member will
not be entitled to a full year of service credit. All contracts will be written to provide for
more work than half time so that the member who takes an unanticipated leave for
bereavement, illness, etc., and is docked, will still meet the minimum equivalent of half
the number of days and be paid at least half salary. If this cannot be done, the member
must make up any days docked in the same school year if the participation requirements
are to be met.
C. The employer and employee must contribute to the STRS 12.50% and 8%, respectively,
of the full-time compensation the employee would have earned if employed on a fulltime
basis.
D. The employee cannot participate in the plan for more than five years or beyond the year

REDUCED WORKLOAD PROGRAM
Initiation of Request: The option of reduced-load employment must be exercised at the
timely request of the employee and by the mutual consent of the District.
Eligibility Requirements:
A. The member must have reached the age of 55 prior to reduction in workload. The
member's last year of eligibility is the year of his/her 70th birthday.
B. The member must have been employed in a full-time position requiring certification
for at least ten years, of which the immediately preceding five years were full-time
employment. For purposes of the Reduced Workload Program, a member of the State

Teacher's Retirement System is considered to have been employed full-time if there
was as agreement between the member and the employer to perform service equal to
that required by the governing board of other full-time employees in similar grades
and positions to receive a full-time compensation for each day the schools of the
district were maintained during the school year. On-the-job performance is not
required. As long as there was an agreement to perform full-time service at the
beginning of the school year, the employee will still be considered as being employed
full-time if he or she is unavoidably absent due to illness, bereavement, etc., during
the school year. Sabbaticals and other approved leaves do not constitute a break in
service. Such leave, however, is not used to compute the five years' full-time service
requirement prior to entering the program.
C. The certificated member in community colleges who is a participant in good standing in the
State Teachers' Retirement System may hold any position.
Participation Requirements:
A. The minimum Reduced Workload employment shall be the equivalent of at least half
of the number of days of service required by the contract of employment during the
last year served in a full-time certificated position. This requirement can be met in
many different ways. The employee can work at least 1/2 time for the complete year;
full-time for at least 1/2 year, etc. The measurement of full and half workload will be
by Teacher Load Units (TLU).
B. The member shall be paid a salary that is the pro rata share of the salary that would have
been earned had the member not elected to enter the Reduced Workload Program. The salary
received must be at least half the salary the member would have earned on a full­ time basis.
If the member is paid less than half of the full-time salary, the minimum participation
requirement will not have been met.
It is mandatory that both the minimum salary and minimum employment
requirements are met. If the member has a contract requiring more or actually serves
more than half time, but is not paid at least half full-time salary, the participation
requirements will not have been met and the member will not be entitled to a full year
of service credit. All contracts will be written to provide for more work than half time
so that the member who takes an unanticipated leave for bereavement, illness, etc.,
and is docked, will still meet the minimum equivalent of half the number of days and
be paid at least half salary. If this cannot be done, the member must make up any
days docked in the same school year if the participation requirements are to be met.
C. The employer and employee must contribute to the STRS 12.50% and 8%, respectively, of
the full-time compensation the employee would have earned if employed on a full­ time
basis.

D. The employee cannot participate in the plan for more than five years or beyond the
year in which the 70th birthday falls, whichever comes first.
During the period of participation, the employee is entitled to all other rights and

A quorum of the Board shall consist of five members when it is an eight-member board.

below.
No action shall be taken by secret ballot.
The Board will publicly report in open session any action taken in open session and the vote

The President/Superintendent, as secretary to the Board of Trustees and in cooperation with
the Board President, shall prepare an agenda for each meeting of the Board.
Agenda shall be developed by the Chief Executive Officer in consultation with the
Board President.
Agenda shall be developed by the President/Superintendent Chief Executive Officer in

discuss items not on the agenda. Members wishing to present such items shall submit a
written request at the beginning of the meeting to the Recording Secretary President of
the Board that summarizes the item and provides his or her name and organizational
affiliation, if any. Public Comment forms at available in the meeting room. No action
may be taken by the Board on such items.
2. Members of the public may place items on the prepared agenda in accordance with Board

The College of the Redwoods Board of Trustees welcomes public comment on issus within
the jurisdiction of the District. The following rules are designed to facilitate the oral
presentation of the public’s view. Persons wishing to address the Board shall complete a Public
Comment form available at the meeting. The card shall be delivered to the Recording Secretary
President of the Board prior to the commencement of the meeting. If the matter is not on the
agenda, citizens may speak under General Public Comments.

If order cannot be restored by the removal in accordance with these rules of individuals who are
willfully interrupting the meeting, the Board may order the meeting room cleared and may

RECORDING
If the Board causes any tape or video recording of a meeting, the recording shall be subject to
inspection by members of the public in accordance with the California Public Records Act,
Government Code Sections 6250, et seq. Any such recordings recordings are to be
maintained for at least thirty days following the taping or recording shall not be deliberately
deleted without a vote of the Board.
Persons attending an open and public meeting of the Board may, at their own expense, record the
proceedings with an audio or video tape recording or a still or motion picture camera or may
broadcast the proceedings. However, if the Board finds by a majority vote that the recording or
broadcast cannot continue without noise, illumination, or obstruction of view that constitutes or
would constitute a persistent disruption of the proceedings, any such person shall be directed by
the President of the Board to stop.

INSTITUTIONAL CODE OF ETHICS
Definition of Ethics
Ethical behavior is often described as “right” or “good” behavior as measured against commonly
accepted rules of conduct for society or for a profession. The ethical person is often described as one
who is fair, honest, straightforward, trustworthy, objective, unprejudiced, and equitable. The consistent
exercise of integrity is the cornerstone of ethical behavior.
Importance of Ethics
A. The credibility of all employees depends upon whether they are perceived as honest men
and women. If integrity contributes to credibility, then ethical behavior is a singular
prerequisite to successful performance of one’s duties.
B. Statements of ethical standards do not necessarily ensure ethical behavior. Yet, public
statements of intent create an expression that employees will indeed act with integrity in the
public interest.
C. Although district’s guiding principles cannot address every issue or provide answers to every
dilemma, they define the spirit in which we intend to conduct business and should guide us
in our daily conduct.
Expectations of Ethical Behavior
Employees of Redwoods Community College District shall be committed to the principles of
honesty and equity. They shall not seek to abridge, for any purpose, the freedoms of other
employees or students. At the same time, they shall not willingly permit the rights and privileges
of any members of the college community to override the best interests of the public served by
the District.
Employees shall exercise judgments that are dispassionate, fair, consistent, and equitable. They
shall do everything they can to demonstrate a commitment to excellence in education and
without compromise to the principles of ethical behavior.
Similarly, students are expected to abide by ethical behavior and decision-making in their
treatment of college employees, other students, and members of the public, as noted in the ‘Student
Code of Conduct.’
Ethical Standards Employee Responsibilities
All employees shall adhere to the following ethical standards:

Employees of the District shall manage the district’s resources prudently and shall not
improperly convert such resources to personal use or for the personal use of another.
Treat other members of the District and members of the public with courtesy,
honesty, professionalism, and civility.
Compliance with Laws
Commitment to ethical behavior requires complying with laws, rules, and regulations. Each employee
must have an understanding of the policies, rules, laws, and regulations that apply to his or her specific
role. If an employee is unsure of whether a contemplated action is permitted by law or district policy,
he/she should seek advice from individuals who are knowledgeable about the matter. Employees are
responsible for preventing violations of law and for reporting violations of laws to supervisors.

Violation of Institutional Code of Ethics
Although the Institutional Code of Ethics can only be a guideline, violation of its tenets may result in a
violation of District policies and procedures, and/or state and federal laws and regulations. In such
cases, any employee who violates the Institutional Code of Ethics may be subject to disciplinary action
by the District as described in other District policies and collective bargaining agreements.

DELEGATION OF AUTHORITY
The Board delegates to the President/Superintendent the authority to supervise the general business
procedures of the District to assure the properadministrationofpropertyand contracts; the budget, audit,
and accounting of funds; the acquisition of supplies, equipment, and property; and the protection of
assets and persons. All transactions shall comply with applicable laws and regulations, and with
the California Community Colleges Budget and Accounting Manual.
No contract shall constitute an enforceable obligation against the District until it has been
approved or ratified by the Board. (See Board Policy #BP 6340).
The President/Superintendent shall make appropriate periodic reports to the Board and shall
keep the Board fully advised regarding the financial status of the District.

DELEGATION OF AUTHORITY
The Vice President, Chief Business Officer is delegated authority from the President/ Superintendent to
supervise budget preparation and management; oversee fiscal management of the District;
and contract for, purchase, sell, lease, or license real and personal property, in accordance with
Board policy and law. Responsibility for the development of internal policies and procedures consistent
with the provision of this regulation remains with the Vice President, Chief Business Officer.
Thisdelegated authorityissubjectto the conditionthatcertainofthese transactions
be submitted to the President/Superintendent for review and approval from time to time as
determined by the President/Superintendent.
When transactions do not exceed four hundred percent of the state bid limit, the Vice President, Chief
Business Officer may contract for goods, services, equipment, and rental of facilities so long as
the transactions comply with law and any limitations or requirements set forth therein (See Board
Policy #BP 6340). Furthermore, the Vice President, Chief Business Officer may amend the terms
and conditions of any contractual arrangement so long as the total expenditure of funds and period of
contract do not exceed the limitations set forth in applicable law or regulation.

EMPLOYEE MICROCOMPUTER TECHNOLOGY PURCHASE PROGRAM
The District recognizes the benefits of computer technology in the curriculum and support-staff activities.
It also recognizes the need to assist its faculty and staff to become more computer literate. To achieve
that goal, the District will designate $50,000 of the General Fund balance to be used for "interest free"
loans to faculty and staff for the purchase of microcomputer hardware, software, and related equipment.
The qualifications and procedures are to be specified in the succeeding Administrative
Regulation.

EMPLOYEE MICROCOMPUTER TECHNOLOGY PURCHASE PROGRAM
The Employee Microcomputer Technology Purchase Program will be administered by the Vice
President,Chief Business Officer Services. To participate in this program, the following qualifications
and procedures must be met:
QUALIFICATIONS:
Participants must be permanent employees of the District. Participants are only entitled to one
outstanding loan at a time and may not amend an existing loan by adding additional equipment to the
schedule. Members of the Board of Trustees, the President/Superintendent, and educational
administrators are not eligible for the loan program.
PROCEDURES:
The District will allocate $50,000 as initial seed money for the program. If the unrestricted
general fund balance falls below 6.0%, then the Chief Business Officer will temporarily
suspend the program for new loans until the fund balance reaches at least 6.0%. The loan
is interest free and the term cannot exceed 24 months. The total loan amount shall be a
minimum of $1,000 and shall not exceed $3,500. Participants must pay a down payment
of 10% of the total estimated purchase price. A one-time handling fee of $30 will be
assessed for all approved applications. Funds will be awarded on a "first-come first-serve"
basis.
At the time funds are releasedof purchase, participants are required to sign a promissory note. The
District will provide the participant a straight-line amortization schedule for the duration of the loan.
The borrower will authorize the District to automatically deduct the periodic payments from his/her
monthly pay. The total amount borrowed will be divided by the number of checks the employee is
scheduled to receive in up to a 24 month period.

AUDITS
There shall be an annual outside audit of all funds, books, and accounts of the District in accordance
with the regulations of Title 5.
The President/Superintendent shall assure that an annual outside audit is completed. The Board
Audit Committee shall recommend a certified public accountancy firm to the Board with which
to contract for the annual audit.

AUDITS
On or before April1 of the fiscal year, the Board shall approve the selection of an auditor who shall
be a certified public accountant licensed by the California State Board of Accountancy.
An auditing firm’s contract shall be for no longer than five years. The audit shall include all funds
under the control or jurisdiction of the District. The audit shall contain:

A statement that the audit was conducted pursuant to standards and procedures developed in
accordance with Education Code Section84040.5, and
•
a summary of audit exceptions and management recommendations.
The Board Audit Committee shall review the draft audit report prior to acceptance by the Board of
Trustees.
Audit reports for the preceding fiscal year must be presented to the Board and submitted to the state
Chancellor's Office by the date established by the Chancellor’s Office.

CELLULAR PHONE PROGRAM
The President/Superintendent or designee shall determine if it is in the best interest of the
District to provide a cellular or wireless telephone at District expense.
Cellular telephones provided by the District for compensatory reasons are classified by the
Internal Revenue Service as a fringe benefit, the value of which must be included in an
employee’s gross income.
The value of a cellular telephone provided by the District primarily for non-compensatory
business purposes is excludable from an employee’s income. Employees will generally not be
required to keep notes of business and personal use of District-issued cellular telephones when
the telephones are issued for non-compensatory business reasons.
These rules do not apply to wireless or cellular telephones owned by employees. Any
reimbursements to employees for use of their own wireless or cellular telephones may be
excluded from wages if the employee accounts for the expense pursuant to the Internal Revenue
Service accountable plan.
Motor vehicle drivers may not use wireless or cellular telephones while operating their vehicles
without a hands-free listening device. Drivers may use a wireless or cellular telephone to contact
a law enforcement agency or public safety entity for emergency purposes. Drivers of motor
trucks or truck-tractors, farm vehicles, tow trucks, a listed or described implement of husbandry,
or a commercial vehicle, used in commercial agricultural operations may use a digital two-way
radio service that utilizes a wireless or cellular telephone.
There is no expectation of privacy in the use of a District-issued cellular telephone.
The Redwoods Community College District's cellular phone program is administered by the
Office of Human Resources. All staff participating in the program must adhere to the following:
Business Use Program
1. Participants must be employed in a permanent District position.
2. The Office of Human Resources is responsible for authorizing all Business Use cellular
phones.
3. Business Use cellular phones are the property of the college and are issued based on the need
of the District only. The phones will be returned to the college if the employee discontinues
employment with the college. Final paychecks may be withheld pending return of cellular
phones.
4. The college will replace lost, damaged, or stolen phones. The employee is responsible for
notifying Human Resources immediately to prevent unauthorized use of the phone.
5. Employees may request to purchase cellular phone accessories from college funds as long as
such accessories enhance the functionality of the phone. Purely cosmetic or similar accessories
are the responsibility of the employee.
6. Employees issued a phone under the Business Use Program may elect to pay the college a
personal use fee that would allow the employee to make and receive personal calls using the
business cellular phone. Annual payment of the personal use fee will be by payroll deduction in
September of each year. The employee shall pay all personal long distance calls beyond the 11
Western states "Roam Like Home" service option provided. Application forms and detailed
information regarding the personal use option shall be updated and maintained in the Office of
Human Resources.
7. The Office of Human Resources will determine the annual personal use fee. This fee will be
calculated based on employee cell phone usage/cost analysis of the prior fiscal year.

PROPERTY MANAGEMENT
The President/Superintendent is delegated the authority to act as the Board’s negotiator regarding
all property management matters that are necessary for the benefit of the District. No transaction
regarding the lease, sale, use or exchange of real property by the District shall be enforceable
until acted on by the Board itself.
The President/Superintendent shall establish such procedures as may be necessary to assure
compliance with all applicable laws relating to the sale, lease, use or exchange of real property
by the District. The sale or lease shall be in accordance with applicable law and Education Code
section 81360-81382.

PROPERTY MANAGEMENT
The President/Superintendent shall be responsible for supervising acquisitions of real property,
including appraisals and valuations of real property and improvements; securing title insurance
policies; dedications or conveyance of easements; vacation of streets and alleys, street lighting
and other special assessments; and the condemnation of real property.
The District can sell or lease real property belonging to the District if the provisions of Education
Code Section 81360-81382 relating to such sale or lease are met.

DISTRICT VEHICLES
All District vehicles and drivers must comply with the California Vehicle Code and Title 13 (Motor
Carrier Safety).
All drivers of District owned or leased vehicles both on and off campus must have a current license
appropriate for the vehicle to be driven.
All drivers of District-owned or leased vehicles that carry fifteen or more persons including the driver
must have a current Class B license, a current medical certificate and a current First Aid Certificate.
Any vehicle, including buses, vans, and trucks, that carries tenor more persons including the driver is
defined in the Vehicle Code as a bus. All operators of buses must have a current Class B license,
a current medical certificate, a current First Aid Certificate, and be enrolled in the Employer Pull Notice
Program through the Eureka Maintenance Department.
All District facilities maintaining vehicles defined as buses must keep records of driver's hours,
vehicle maintenance, vehicle inspection records, and Employer Pull Notice Program notifications. All of
these records must be made available to the California Highway Patrol. The CHP is required to inspect
the records at least once every13 months.
All District vehicles with equipment for transporting the disabled must comply with all
applicable laws and regulations regarding such vehicles.
The District shall not operate or lease a 15-passenger van unless the driver holds both a valid class
B driver's license, and an endorsement for operating a passenger transportation vehicle issued by the
Department of Motor Vehicles.
Vehicles made available to the District personnel are for use in the conduct and operation of District
business.
Regular or occasional garaging of District owned or leased vehicles at any location other than
the one assigned is permitted only with prior written approval.
The chief administrative officer Campus Vice Presidents of Del Norte and Mendocino Coast of each
campus areis responsible for controlling access to and use of all District vehicles assigned to that
location. Copies of all repair and service records will be forwarded to the Eureka Maintenance
Department.
The name, home address, employee number, and California driver's license number of any person
to be authorized to drive District vehicles must be submitted to the Chief Business Officerlocation
responsible for use of District vehicles prior to final granting of authorization.

DISPOSAL OF PROPERTY
The President/Superintendent is delegated authority by the Board to declare as surplus such
personal property of the District as is no longer useful for District purposes, and shall establish
procedures to dispose of such property in accordance with applicable law. All sales of surplus
personal property shall be reported to the Board on a periodic basis. This policy shall not be
construed as authorizing any representative of the District to dispose of surplus real property at
any time.
The President/Superintendent is delegated authority by the Board to sell or lease for a term not to
exceed five years any real property, together with any personal property located thereon,
belonging to the District which is not or will not be needed by the District for school classroom
buildings at the time of delivery of title or possession. The sale or lease shall be in accordance
with applicable law and Education Code section 81360-81382. Contracts are not enforceable
obligations until they are ratified by the Board.

Administrative Procedure
DISPOSAL OF PROPERTY
The President/Superintendent delegates the Chief Business Officer to dispose of personal
property in accordance with this Administrative Procedure.
All sales of surplus personal property shall be reported to the Board in January of each year. All
sales or donations of surplus property shall be as follows, “ALL SALES OR DONATIONS
ARE FINAL WITH NO RETURNS AND NO WARRANTIES WHATSOEVER, AND
ALL PROPERTY IS SOLD OR DONATED AS IS, WHERE IS.”
The District may sell for cash any District personal property if the property is not required for
District purposes, or if it should be disposed of for the purpose of replacement, or if it is
unsatisfactory or not suitable for use.
Property generally cannot be sold until notice has been given:
1. Notice must be posted in at least three public places in the District for not less than two
weeks; notice can also be by publication for at least once a week for a period of not less
than two weeks in a newspaper published in the District and having a general circulation.
If there is no such newspaper, then notice can be published in a newspaper having a
general circulation in the District; or if there is no such newspaper, then in a newspaper
having a general circulation in the county in which the District or any part thereof is
situated. The Chief Business Officer shall sell the property to the highest responsible
bidder, or shall reject all bids.
2. Personal property authorized for sale as surplus may also be disposed of by means of a
public auction conducted by employees of the District, or by other public agencies, or by
contract with a private auction firm, including online services, such as Ebay, Craigslist or
similar online site. The personal property shall be sold or transferred to the highest
responsible bidder upon completion of the auction and after payment has been received
by the District.
3. Personal property may be sold for trade-in value or exchange as part of a District
purchase transaction that has been appropriately bid under District Purchasing policies
and procedures or is under an eligible state contract and the notice requirement shall be
deemed to be satisfied, as allowed under Education Code Section 81454 and 81455. In
construction contracts, property may be sold with the requirement that the contractor
purchase and remove from the grounds all old materials required by the specification to
be removed, as allowed under Education Code 81456.
The District can also exchange for value, sell for cash, or donate any personal property belonging
to the District without complying with the preceding procedures if all of the following criteria
are met:
1. The District determines that the property is not required for District purposes, that it
should be disposed of for the purpose of replacement, or that it is unsatisfactory or not
suitable for school use.
2. The property is exchanged with, or sold or donated to, a school district, community
college district, or other public entity that has had an opportunity to examine the property
proposed to be exchanged, sold, or donated.
3. The receipt of the property by a school district or community college district will not be
inconsistent with any applicable district wide or school site technology plan of the
recipient district.
In addition, the District can sell or lease real property belonging to the community college
district if both of the following conditions are met:
(a) The property is sold or leased to another local governmental agency, or to a nonprofit
corporation that is organized for the purpose of assisting one or more local governmental
agencies in obtaining financing for a qualified community college facility; and
(b) The financial proceeds are expended solely for capital outlay purposes relating to a
qualified community college facility.
If the board, by a unanimous vote of those members present, finds that the property, whether one
or more items, does not exceed in value the sum of five thousand dollars ($5,000), the property
may be sold by the Chief Business Officer at private sale without advertising,
Any item or items of property having previously been offered for sale as provided above, but for
which no qualified bid was received, may be sold by the Chief Business Officer at private sale
without advertising.
If the Board, by unanimous vote of those members present, finds that the property is of
insufficient value to defray the costs of arranging a sale, the property may be donated to a
charitable organization deemed appropriate by the Board, or it may be disposed of at the local
refuse collection center on order of the Chief Business Officer.
Employees of the District will not be permitted to purchase property declared as surplus, except
that employees shall be treated as any other member of the public at a public auction.

CAPITAL CONSTRUCTION
The President/Superintendent is responsible for planning and administrative management of the District’s
capital outlay and construction program.
District construction projects shall be supervised by the President/Superintendent. The District shall
monitor the progress of all construction work including inspection of workmanship, completion of work to
meet specifications, and the suitability of proposed changes to the scope and original design of the work.
The President/Superintendent shall assure compliance with laws related to use of state funds to acquire and
convert existing buildings.
The Board shall approve and submit to the Board of Governors a five year capital construction plan as
required by law. The President/Superintendent shall annually update the plan and present it to the Board for
approval. The plan shall address, but is not limited to, the criteria contained in law.

five-year construction plan in accordance with this Administrative Procedure.
The Vice President, Chief Business Officer will annually report to the Board and to the State Chancellor's
Office a five-year construction plan. The Program will consist of the plans of the District concerning its
future academic and student service programs, and the effects of such programs on construction needs.
Specifically, the five-year construction plan will include the following:

Construction contracts will be let in accordance with Administrative Procedure 6350 and will comply
with applicable laws relating to public works.
Conversion of Buildings
State funds earmarked for capital outlay financing may be used to acquire an existing government-owned
or privately-owned building and to pay the necessary costs of converting such a building to community
college use if all of the following criteria apply:

The building was constructed as, and continues to qualify as, a school building, as provided by
Education Code Sections 81130 et seq., or the building is determined to have, or is rehabilitated
to an extent that it is determined to have, a pupil safety performance standard that is equivalent to
that of a building constructed pursuant to Education Code Sections 81130 et seq. The
determination of the pupil safety performance standard must meet all of the requirements of
Education Code Section 81149(a)(1)&(2).
•
The total cost of purchasing and converting the existing building to community college use is not
greater than the estimated cost of constructing an equivalent building.
•
The land associated with the building will be owned by, or controlled through a long-term lease
of at least 50 years by, the District.
•
The District has complied with facility site review procedures and guideline recommendations of
the California Postsecondary Education Commission pursuant to Education Code Section 66904.
•
The funding for the purchase and conversion of an existing building does not supersede funding
for facilities that have previously been prioritized by the Board of Governors and are awaiting
state funding.

INSTITUTIONAL OBJECTIVES
Redwoods Community College District implements its institutional philosophy and mission with
the following objectives; College of the Redwoods deems it necessary:
1. To offer experience which will stimulate a desire for lifelong learning.
2. To provide instructional programs which will facilitate transfer to four year institutions,
completion of an A.A. or A.S. Degree or preparation for vocational fields.
3. Identifying student learning outcomes for courses, programs certificates, and degrees;
assessing student achievement of those outcomes; and using those assessment results to
provide quality instruction to maintain effectiveness.

USE OF CELLULAR PHONES WHILE DRIVING
College of the Redwoods requires the safe use of cellular phones by employees who use such phones to
conduct business for the college.
Proper Use of Hand-Held Phones: Employees who use hand-held cellular phones while on company
business should refrain from making or receiving business calls while driving. If an employee needs to
make or receive a business phone call while driving, the employee should make sure the vehicle is
stopped and that he or she is parked in a proper parking area.
Proper Use of Hands-Free Phones: Employees who use hands-free phones must keep business
conversations brief while driving, and must stop the vehicle and park in a proper parking area if the
conversation becomes involved, traffic is heavy, or road conditions are poor.
Special Situations: Employees who are faced with an emergency, such as a traffic accident or car trouble,
may find it necessary to make a phone call while driving. Any such use must be reported to the employee's
supervisor upon return to campus or within 24 hours.
Discipline: Employees who are found to have violated this policy may be subject to disciplinary action up to
and including termination from employment.
