CALL TO ORDER
Interim President Snow-Flamer called the meeting to order at 3:00 p.m.

Action - Council approved the minutes as presented
OLD BUSINESS
Major Feedback AP 4025 Philosophy and Criteria for Associate Degree and General Education
Action – Motion was made by Connie Wolfsen, seconded by Pru Ratliff and
carried unanimously to table AP 4025 to allow Joanna Tindle (Evaluation
Specialist) time to review the Curriculum Committee feedback and make
recommendations.
AP 5055 Enrollment Priorities
Action – Motion was made by Pru Ratliff and seconded by Connie Wolfsen to
send this AP 5055 to the board for first read.
Keith Snow-Flamer notified the Council that AP5055 will be implemented as an
Interim procedure immediately and will sunset after the Board executes its first
reading.
AP 5500 Standards of Student Conduct
Action – Motion was made by Steve Sandeen, seconded by Debbie Topping and
carried unanimously to send AP 5500 to the board for first read.
AP 3435 Discrimination and Harassment Complaints and Investigations
Action – Motion was made by Connie Wolfsen, seconded by Steve Sandeen and
carried unanimously to re-write/incorporate the CRFO lawyer’s feedback into
AP 3435 then send out for 30 day constituent review.
Minor Feedback BP 3050 Institutional Code of Ethics
Action – Motion was made by Pru Ratliff, seconded by Steve Sandeen and
carried unanimously to send BP 3050 to the board for first read.
BP and AP 3570 Smoking
Action – Motion was made by Pru Ratliff, seconded by Debbie Topping and
carried unanimously to send BP and AP 3570 to the board for first read.

BP and AP 3200 Accreditation
Action – Motion was made by Connie Wolfsen, seconded by Steve Sandeen and
carried unanimously to send BP and AP 3200 to the board for first read.
AP 7400 Travel Reimbursement
Action – Motion was made by Connie Wolfsen, seconded by Debbie Topping and
carried unanimously to send AP 7400 to the board for first read.
No Feedback AP 7211 Faculty Service Areas, Minimum Qualifications, and Equivalencies,
BP and AP 3200 Accreditation, BP and AP 3250 Institutional Planning, BP 3281
Gifts, Grants, Donations, AP 3431 Bullying, BP and AP 3720 Computer and
Network Use, BP 3810 Claims Against the District
Action – Motion was made by Connie Wolfsen, seconded by Debbie Topping and
carried unanimously to send the above BP and AP’s to the board for first read.
NEW BUSINESS
The following list of BP and AP’s were reviewed and minor changes made.
Action – Motion was made by Steve Sandeen, seconded by Debbie Topping and
carried unanimously to send the attached list of BP’s and AP’s out for 45 day
constituent review.
OPEN DISCUSSION
College Council discussed using the term Chief Executive Officer vs.
President/Superintendent. In previous meetings it was decided to use the CEO,
CSSO, CIO, CHRO naming convention.
College Council also discussed how to get the notification back to constituents
that their feedback was presented at the meeting. It was agreed that Constituent
Feedback document was helpful and would be posted on the website in the
future. As well the President’s office would send an email to all feedback
submitters a note saying their feedback was reviewed and discussed at the
meeting.
Connie Wolfsen would like to change the title of AP 4102 from
Occupational/Vocational Technical Programs to Career and Technical Programs.
Due to the change being unsubstantial the change will be made immediately.
Connie Wolfsen brought up that BP 4231 Grade Changes and BP 4235 Credit by
Examination was reviewed when ASPC rewrote the AP. They didn’t feel the BP
needed to be updated. However, it was agreed that all BPs and APs will be sent
to College Council, regardless whether revisions are recommended. Therefore
BP 4231 and BP 4235 will be updated and sent out for constituent review
Action – Motion was made by Connie Wolfsen, seconded by Debbie Topping and
carried unanimously to send BP 4231 and BP 4235 out for 15 day constituent
review.

Interim President Snow-Flamer adjourned the meeting at 4:58pm
