The committee made a motion to accept the five candidates who met all requirements
and those who should meet them at the end of the semester. Those candidates
included Sandra Butler, Michelle Davis, Kaycee Dial, Kensie Koch, and Chad Wilson, all
elementary education majors. Dial and Koch must submit an acceptable lesson plan
prior to the end of the semester and Butler must earn a C in her speech class which

Old Business
a. Approved minutes for January were distributed.
New Business
a. Certification Test Results - November 3,2007 administration (pages)
Results for the OPTE were reviewed indicating good scores in each area
except constructed response-which the unit is addressing. Results for this
administration show the Cameron pass rate exceeds the state average.
OSAT scores for Educational Leadership were reviewed. Cameron mean
scores for the common core for this administration were below the state
average with low scores noted for the case study which isa constructed
response item. The department also noted this area in their PQIR and is
working on it. Only one candidate took the elementary specialty test and
that person did not pass. Two candidates took the middle school principal
specialty test and both passed. Only one candidate took the secondary
principal subtest and that person did not pass.
OSAT scores for Elementary Education subtest 1 (reading, language arts,
social studies, and constructed response) were reviewed. For this
administration, 6 candidates took the subtest and 4 passed. Low scores
were noted in the constructed response area. For subtest 2, (mathematics,
science, health & fitness, and fine arts) 7n candidates passed the test with
low scores noted in the fine arts area. This has not been a trend in prior
administrations with Cameron's scores for 2006-2007 at the state average.
OGET scores were reviewed. Six of seven candidates passed the OGET
with the lowest scores occurring in the area of communication skills.
b. The Title I report was shared with the Council and the reason for the
differences in total pass rate on this report vs. the one the council receives
was discussed (Title I only includes program completers).
