2015 Annual Enrollment Transfer Period (AETP) – September 15 through October 15, 2015
All information regarding the 2015 Annual Enrollment Transfer Period is located on the HRS web page under
Benefits, under the “Annual Enrollment” tab. The link to the designated AETP web page is
http://www.mtsu.edu/hrs/benefits/Annual_Enrollment_Transfer.php . Annual Enrollment changes are effective
January 1, 2016.

If you are NOT making any changes to your benefits, no action is necessary (exception – flexible
benefits).
During the annual enrollment/transfer period, you can:
 Enroll in, cancel or change health insurance coverage.
 Select your health insurance carrier or change your health insurance carrier.
 Enroll in, cancel or transfer between dental plan options.
 Enroll in, cancel or transfer between vision plan options. Please note, if you are currently enrolled
in the VSP Vision plan through TBR, that plan that is separate from the State vision plan. If you
want to switch to the State vision plan, you must complete a cancellation form for VSP located on
the HRS web page above.
 Enroll in, cancel or change coverage in the voluntary optional accidental death coverage.
 Apply for, cancel, increase or decrease voluntary optional term life coverage amounts (if eligible).
 Apply for voluntary optional long term disability coverage – TBR Plan with enrollment via form
located on the HRS web page listed above.
 Enroll in flexible benefits for 2016. If you are currently enrolled in flexible benefits, you must reenroll every enrollment period for the upcoming calendar year – TBR Plan with enrollment via
www.healthhub.com . Additional info will be e-mailed soon regarding enrollment.
The TBR Benefits Guide as well as the State of Tennessee Benefits Decision Guide are located on the
HRS designated annual enrollment link above. Please take time to read over these guides as this will
help you make informed decisions about your benefits.
MTSU will host an employee benefits fair on October 1, 2015. The benefits fair will be held in the James
Union Building Tennessee Room from 9:00 a.m. until 1:00 p.m. As in the past, employees may come
through the fair to gather information, ask questions, register for door prizes and enroll in the sick leave
banks. Door prizes will be available for pick up on Friday, October 2 in the JUB Hazelwood Room from
9:00 a.m. to 1:00 p.m. HR will send out an e-mail notification of winners.
HR will offer several information/assistance sessions for employees to attend for questions and assistance
with AETP. The session schedule is located on the HRS designated annual enrollment link above.
Any changes made to State of Tennessee benefits, must be done through the Edison Employee Self-Service
System (ESS). Employees received a temporary user name and password mailed to the home address in
order to set up their Edison user profiles. You need to bring this information with you if you attend one of
the assistance sessions. Your prior username and password for Edison will NOT work and you CANNOT
use your MTSU Banner or Pipeline Credentials. Please note, you cannot make changes in the Edison
system until September 15, 2015.

2 additional health plan options will be available in 2016. These plans offer lower monthly premiums with
higher deductibles and include a Health Savings Account (HSA). Information about the new plans can be
found on page 6 of the 2016 Decision Guide located at the above link.
The State Insurance office has an on-line tool, “ALEX” to assist employees in determining which health
plan option is best for them. ALEX is located at www.partnersforhealthtn.gov .
Health insurance premiums will increase 3.5% in 2016 (December paycheck).
The CIGNA Open Access Network will no longer be available. Only the CIGNA LocalPlus Network will
be available in 2016. Please note, this is a more restrictive network than the Open Access network and you
need to verify your provider’s participation in LocalPlus. Employees currently enrolled in CIGNA Open
Access will automatically be moved to the CIGNA LocalPlus network for 2016 unless they make a change.
All employees and covered spouses enrolled in the Partnership PPO or Wellness CDHP for 2016 will be
required to complete an on-line assessment and biometric screening in 2016. As in the past, MTSU hopes
to sponsor on-site biometric screening dates. Look for additional information to be e-mailed early next
year.
The State of Tennessee dental contract was rebid and awarded to MetLife and CIGNA. MetLife will
replace Delta dental and CIGNA will replace Assurant. If you do not make any changes, you will be
automatically moved from Delta to MetLife or Assurant to CIGNA depending on your current enrollment.
Please note, the network of dentists for both plans differ from Delta and Assurant. You need to research to
ensure your dentist is on the plan you are enrolled in or plan to enroll in. The Prepaid plan
(Assurant/CIGNA) will have a premium increase effective 1/1/2016 (December paycheck). Premiums for

Flexible Benefits Enrollment will be on-line through PayFlex. Information regarding annual enrollment for
the flex benefits plans will be e-mailed within the next week.
