Dear Colleagues:

I am writing to inform you about a new business initiative the University is under­ taking and to enlist your participation in it.

As most of you know, our current Payroll Personnel System (PPS) has been in use for nearly 30 years, with different variants running at each of our campus locations .

Although the different systems may have the same origins, over time these individual systems have grown outdated and become difficult to update, maintain, and synchronize. As a result, they are not operating as efficiently as they could be or providing us with optimal decision support data. Additionally, a group of Campus

Controllers , Chief Human Resource Officers, and Academic Personnel Directors has completed an initial assessment of the functionality and effectiveness of our payroll system and recommends that we begin finding a more modern replacement.

Accordingly, we have begun a project to identify a new approach to our payroll operations. The goal is to eventually have all UC employees paid from a single Uni­ versitywide payroll system that satisfies the core needs of each location while also bringing the efficiencies, improved data , and cost-savings associated with a unified system.

This project is being led by Vice President Anne Broome and UCLA Administrative

Vice Chancellor Sam Morabito. An executive sponsor group and a project workgroup have been formed to guide and execute the project. We have issued a Request for

Information (RFI) to firms with demonstrated track records of " bes t practices" in systems development for payroll, human resources, and academic personnel and are currently reviewing responses. We are also moving forward with efforts to hire a

Project Director. The next step will take place at the campus level this winter, and

Page 2 involves assessing and documenting the eleven different payroll systems now run­ ning at DC, from both a technical and functional perspective . We will then perform a gap analysis between benchmarked best payroll practices and DC's practices .

Once that is complete, we will follow a facilitated process to develop a set of uniform business practices and policies for all DC locations for payroll, human resources and academic personnel.

The Regents and I consider this a high priority project, and its success will require the participation of D niversity leaders at each of our locations. I ask for your support in accomplishing the tasks ahead , and that you remain open to any and all solutions that result in a best practices-oriented system that moves us into the future.
