I.
Julie Moran started the meeting off with a welcome to interested firms in attendance and
discussed the importance of this project to the campus.
 “Total Project Budget” noted in the solicitation of $18.9M should read: “Construction
Budget Including FF&E and Kitchen Equipment”.

Michael Watson reviewed the building program overall and presented slides of the Advance
Planning documents: See also attached.
 Survey, existing floor plans and photos of existing conditions – exterior and interior.
 Concept Site Plan, Proposed building plans and massing drawings.
 Reviewed overall Project Schedule and noted CM@R would be instrumental to help mee t
target completion date of August 2016, and ready for use in Fall Semester.
 It was noted that Sustainability goal is LEED Silver, minimum, and possibly LEED Gold.

3. Questions from Attendees.
 Q: Are there Haz Mat materials to be abated and will they be done by Owner or GC? A: Yes, by
GC, Haz Mat Report will be posted on WCU website. This work could be an early package.
 Q: Has GeoTech investigation been done? A: No, will be done in SD’s.
 Q: Confirm Submittal Date? A: See Solicitation, Tuesday, Dec 2, 2014 at 2:00 PM. It was noted
that FedX will not guarantee morning delivery to WCU
 Q: Does 20 page submittal limit exclude the cover letter, tabs and financial information? A:
WCU confirmed that all required information should be inclusive within the 20 page limit
requirement.
 Q: How many copies? A: three (3) hard copies and one (1) electronic copy.
 Q: Will there be new parking in the project? A: No, just what can be provided in the service
areas.
 Q: Are there utilities to be relocated? A: Yes, several lines will be relocated. The existing steam
lines are planned to remain in place.
 Q: What are HUB participation requirements? A: WCU endeavors to meet the 10% goal.
 Q: What are General Conditions items to be included in the CMR fee? A: These are detailed in
the General Provisions, Section II E (page 3) posted on the WCU project website for the project.
This information can also be found on the North Carolina State Construction Office website.
4. Other items noted or discussed:






WCU and the A/E Team are looking at options for boiler plant expansion, either within the
Brown building or and the existing CEP to be part of this project.
WCU advised attendees that another construction project nearby Brown will be in progress
during this project. A privatized mixed use facility will be constructed where the current retail
strip is currently on Centennial Drive.
Parking and laydown areas for construction has yet to be determined. WCU will work with the
CMR to develop a plan.
WCU will contract with a Commissioning Agent on this project.
The short list of proposers is expected by mid-December. Interviews will be held after the New
Year. Selection of the CM@R will be around mid-January. The WCU Board of Trustees will make
the final selection.
On the site visit following the meeting, it was noted that vehicle access to Buchannan Residence
Hall service area must be maintained during the course of this project.
