Senior policy researcher in the RAND Institute for Civil Justice, RAND Health, RAND
JIE (Justice, Infrastructure & Environment) and Arroyo Center (Army) business units.
Conduct empirical social science, policy analysis, and legal research in connection with
projects related to healthcare, civil justice, and/or national security issues. Some
examples of studies led or co-led include: (1) a congressionally mandated assessment
of purchased care authority and practice within the Veterans Health Administration; (2)
empirical investigations of the relationship between patient safety outcomes and
malpractice claiming in California, Colorado, and Washington state; (3) roundtable
symposium meetings convened on corporate culture, whistleblower issues, and on the
roles of boards of directors and of compliance officers in C&E oversight within public
companies; (4) an investigation into the relationship between fair value accounting
practice and systemic risk to the U.S. economy; (5) an evaluation of risk and civil
liability connected with maritime terrorism; (6) an assessment of the performance of,

and policy challenges facing, the Pennsylvania workers’ compensation system; and (7)
two studies on personnel stress and cyclical readiness in the Army Reserves and
National Guard.
Responsibilities at RAND have included leadership in the design and execution of large
research studies, and participation in all aspects of the research process, including
qualitative and quantitative data collection and analyses, empirical literature reviews,
examination of statutory and regulatory materials, and writing for internal and external
publication.
Also serve as the Director for the RAND Center for Corporate Ethics and Governance.
In this role, have primary management oversight in connection with the Center’s slate
of research projects and operating budget of ~$600,000 annually. Responsibilities have
included providing supervision for individual research projects; reviewing timelines
and budgeting for Center projects and operations; recruiting and serving as primary
liaison with a Center advisory board, consisting of two dozen executives and non-profit
officials drawn from across the U.S.; organizing bi-annual meetings of the Center’s
advisory board; and leading business development activities for the Center. In a related
capacity, also serve on the management team for the RAND Institute of Civil Justice, a
program within the RAND Corporation with approximately $5 - $6 million in revenue
annually. Related responsibilities include contributing to all aspects of ICJ oversight,
including strategic planning, business development and client management, staff
recruiting, and liaison work with RAND central management.

property of RAND and its researchers; conducting business analysis for determining the

train staff on IP and commercialization issues; managing RAND’s patents, licenses, and
other use agreements; making recommendations to RAND senior leadership on how
and when to pursue patent protection for RAND’s intellectual property; and working
with RAND’s outside IP counsel. The position also involves coordinating with
RAND’s General Counsel, Chief Financial Officer, and business unit heads, in
