PG B554 (5-10-78) General (See PG: B339 for decoding) Policy on Professional Improvement Leaves of Absence 1. Definition. A professional improvement leave is a leave of absence to permit a management employee to undertake approved activities which will result in the employee's rendering more effective service to the District upon his/her return. 2. Requirements. An employee must have served at least three years in his/her present management classification. No employee is eligible for a second such leave until at least three years have elapsed since the completion of the previous leave. 3. Length of Leave. Leave may be granted for any period not to exceed six calendar months. 4. Compensation. Full salary will be paid by the District for the employee's regular assignment. 5. Request Procedure. The request for leave should be made on Form C900 (Professional Improvement Leave Request) and filed with the college president or division head. Leave requests by college presidents or division heads are to be forwarded directly to the Chancellor. All other leave requests are to be forwarded to the Vice Chancellor, Personnel Services Division with the college president's or division head's recommendation and a statement describing (1) how the employee's duties will be performed during the absence or (2) the reasons for not recommending the leave request. 6. Professional Improvement Leave Committee. A Professional Improvement Leave Committee composed of the Vice Chancellor, Business Services; Vice Chancellor, Educational Planning and Development and the Vice Chancellor, Personnel Services (chair) shall evaluate all requests and recommend to the Chancellor those which have sufficient long-range benefit to the District to warrant consideration. Professional improvement leaves shall be limited to not more than four such leaves at any particular time throughput the district. Whenever there are more leave requests than authorized by this limitation, the Professional Improvement Leave Committee shall rank the requests in priority.order for presentation to the Chancellor. 7. Disposition of Leave Request. The Personnel Services Division shall inform each applicant and the college president or division head in writing regarding the disposition of the leave request. 8. -I- Professional Improvement Leave Report. Employees granted a professional improvement leave are to submit a written report describing the professional growth that occured during the leave. This report must be at least 1500 words in length and must be submitted not later than eight weeks following the return to service. The report is to be submitted through the same channels as the request for professional improvement leave was processed. (over) PG B554 (continued) 9. Request for Personnel Action. The employee's work location is to submit a Request for Personnel Action RPA) through the personnel/payroll system for leaves that are approved. Some leaves may be granted with the employee performing intermittent service during the leave. The leave dates shall be from the first date of absence to the last date of absence. The Personnel Operations Branch will process the leave as an "X" leave (action code will be LIX). 10. Time Reporting. The time for employees on a professional improvement leave is to be reported by the employee's assigned location. Use time code "M" for the time on leave; use time code "R" for time worked if the leave period includes both assigned time and leave time. -2-
