Bills for Consideration AB 1030 (Cooley) – would authorize the student leaders of a community college district to appoint a new student trustee in the case of a vacancy rather than require the district to hold another election. SB 141 (Correa) – would exempt a student from nonresident tuition if the student (A) has a parent who has been deported or voluntarily departed; (B) moved abroad and lost California residency as a result of that deportation or voluntary departure; (C) is a United States citizen; (D) lived in California immediately before moving abroad; and (E) attended an elementary or secondary school in the state for three or more years. SB 681 (Hernandez) – would permit a community college district to authorize the lease or purchase of personal property directly from a vendor by contract, lease, requisition, or purchase order and make payment to the vendor on the same terms as provided in an existing contract between a public corporation or agency and the vendor for the lease or purchase of the personal property. SB 440 (Padilla) – would require community college districts to create an associate degree for transfer in every major offered by that district that has an approved transfer model curriculum (TMC) before the commencement of the 2014­15 academic year, thereby imposing a state­mandated local program.
