LOS ANGELES COMMUNITY COLLEGE DISTRICT PERSONNEL COMMISSION CLASS DESCRIPTION CLASS CODE 1062 ASSISTANT DIRECTOR OF DISBURSEMENTS DEFINITION Assists the Director of Accounting in planning, organizing, coordinating, evaluating, and directing the disbursement of District funds. TYPICAL DUTIES Assists the Director of Accounting in administering the payroll, accounts payable, and retirement operations by: Planning, organizing, directing, scheduling, coordinating and reviewing the work of the payroll, retirement, and accounts payable staff. Directing and participating in the development and revisions of policies, procedures, practices and guidelines pertinent to the administration of the District’s payroll, retirement, and accounts payable units. Directing the preaudit of payroll transactions requiring the verification of accuracy and completeness of personnel assignment authorizations, time reports, salary schedules, and payroll deductions. Directing the analysis of payroll, retirement, and accounts payable reports to measure performance and identify deficiencies which may affect the ability of the District to meet financial and operational performance standards and goals. Planning and implementing computerized management information systems related to the work of the assigned units. Provides technical advice and guidance to District administrators on complex payroll, accounts payable, and related matters. Advising administrative staff through oral and written reports of objectives, critical problems, achievements, improvement recommendations, and on requirements and restrictions of laws, rules, and policies affecting the District’s payroll, retirement, and accounts payable functions. Coordinating the assigned work of the units with the colleges and other divisions. Analyzing state legislative and administrative decisions, regulations, and policies to determine their impact on the accounts payable, payroll, and retirement, operations of the District and makes recommendations on how to implement new requirements. Representing the District, as designated, before state and local agencies on matters related to District accounting, payroll, and related functions. Directing and preparing correspondence, reports, and presentations regarding payroll, retirement, and accounts payable activities. Assuming responsibility for the Accounting Department in the absence of the Director. Performing related duties as assigned. ASSISTANT DIRECTOR OF DISBURSEMENTS 2/26/13 DISTINGUISHING CHARACTERISTICS An Assistant Director of Disbursements assists the Director of Accounting in administering the payroll, accounts payable, and retirement operations of the District. A Director of Accounting plans, organizes, coordinates, evaluates, and directs the District’s general and special funds accounting, payroll, and related operations. An Accounting Manager plans, organizes, and directs complex professional and technical accounting activities as the manager of a large accounting unit or an accounting systems group; determines priorities of the unit, resolves complex accounting problems, and develops accounting procedures and systems.. SUPERVISION General direction is received from the Director of Accounting. Supervision is exercised over management, professional, technical, and clerical staff assigned to the Payroll, Retirement, and Accounts Payable units. ENTRANCE QUALIFICATIONS Knowledge of: Principles, practices, procedures and theories of accounting with an emphasis on governmental accounting and payroll administration including personnel assignments, time reporting, payroll processing, deduction control, records maintenance and documentation, and payroll accounting Principles, practices, and procedures of auditing Accounting principles and procedures Capabilities of computer applications and hardware in the management of accounting and payroll systems Federal, state and local laws, ordinances, codes, and regulations affecting the accounting operations of the District Federal, state, and local laws relative to wages, salaries, fringe benefits, deductions, and the disbursement of funds Federal, State, and local laws and Board Rules, Personnel Commission Rules, and union contracts as they relate to wages, salaries, fringe benefits, and deductions Policies, rules, and regulations related to the State Teachers’ Retirement System, the Public Employees’ Retirement System and the Public Agency Retirement System Organization, functions, and inter-relationships of operating units and programs of the District Principles and practices of organization and management State Legislative processes and procedures Research, statistical, and forecasting methods used in payroll and accounting analysis and management Principles and practices of business and public administration Principles of supervision and training ASSISTANT DIRECTOR OF DISBURSEMENTS 2/26/13 Ability to: Plan, direct, and coordinate the District’s complex payroll, accounts payable, and retirement operations Design and manage effective control, information and documentation systems Interpret and apply laws, rules, regulations, and policies pertinent to payroll, accounts payable, and retirement operations Anticipate conditions, plan ahead, establish priorities, and meet schedules Act independently and promptly to situations and events Recognize critical elements of problems, develop and evaluate data, determine solutions, and make logical recommendations Prepare effective written and oral communications, reports, and presentations Effectively communicate highly technical information concisely and in understandable terms Provide leadership and technical assistance to others Motivate, direct, train, and develop others Stimulate teamwork and promote cohesiveness to achieve unit and District goals Establish and maintain effective working relationships with administrative District personnel, bargaining unit representatives and representatives of government agencies and various private organizations MINIMUM QUALIFICATIONS Education: Graduation from a recognized four-year college or university preferably with a major in accounting, business administration, economics, finance, public administration, or a closely related field; OR a valid license to practice as a Certified Public Accountant in California. Experience: Five years of full-time paid professional-level accounting experience. Two years of the required experience must have been in a recent administrative or supervisory position over a large accounts payable or payroll operation. Experience in governmental accounts payable or payroll is desirable. Special: A valid Class “C’ California driver’s license must be obtained within 60 days of appointment.
