Catch the Wave! Get involved!
Welcome to our first newsletter for NC Tobacco-Free Colleges! Our
mission is to join together in creating tobacco-free college policies.
This exciting movement is going full-steam-ahead, and we are partnering with you to improve the health of North Carolina’s youth and
enhance the environment of your campus community.
What is a Tobacco-Free Campus, you might ask? Laws of North
Carolina differentiate between a private / community college and a
state funded four-year institution. Our common objective is to incorporate a comprehensive policy at your campus. (Remember that this includes not only smoking but also
smokeless tobacco products.)
We challenge you to take the time to assess the needs of your campus and take it to the
next level! We are here to help you with many services, training, promotional items for
your health fairs, free signage, and expertise in collaboration within your community.

a.m. to 3 a.m., seven
days a week to encourage, listen and help you
quit for good.
The American Cancer Society is implementing the 35th Great American Smokeout on
November 18 by encouraging smokers to make a plan to quit, or to plan in advance and
quit smoking that day. This is a great opportunity for campuses to assess its readiness
for a tobacco free policy.
Services We Can Provide
Assist participating campuses in development, implementation, and enforcement of campus tobacco policy
Establish collaborative relationships between campuses and the community to increase tobacco cessation among 18-24 year olds

The 100% Tobacco Free Colleges Initiative is a
project of the North Carolina Health & Wellness
Trust Fund (HWTF).
The NC Health and Wellness Trust Fund makes
North Carolina stronger, both physically and
economically, by funding programs that promote
preventive health. HWTF was created by the
General Assembly in 2000 to allocate a portion of
North Carolina's share of the national tobacco
Settlement.

100% TOBACCO FREE COLLEGES & NORTH CAROLINA LAW
PRIVATE COLLEGES & UNIVERSITIES Private colleges and universities have no restrictions on their ability to
regulate tobacco use on campus. Therefore, they are able to pass comprehensive 100% tobacco-free college policies
prohibiting tobacco use throughout the campus.
COMMUNITY COLLEGES Community colleges are exempted from state law regulating the ability of certain facilities
to adopt stringent tobacco use rules. Therefore, community colleges are able to pass comprehensive 100%
tobacco-free college policies prohibiting tobacco use throughout the campus. (G.S. 130A-498, G.S. 115D-20.1)
UNC SYSTEM INSTITUTIONS UNC system schools may prohibit smoking on their grounds. Grounds are defined
to include the area located and controlled by state government within 100 linear feet of a building either:
owned and occupied by the state,
owned by the state but leased to a third party, or owned by a third party and leased to state government.
Also, all residential dorm rooms on UNC system schools must prohibit smoking by the beginning of the 2008-2009
academic school year and all other buildings must prohibit smoking as of January 1, 2008. (G.S. 143-596-597)
Medical facilities at UNC Chapel Hill and East Carolina University may prohibit smoking on their grounds and buildings.
