OUTLINING CONDITIONS FOR EXECUTION OF
REGIONAL COUNCIL AWARD – INCENTIVE PROPOSAL
RELATIVE TO THE JONES & LAUGHLIN STEEL CORPORATION SITE
WHEREAS, the St. Lawrence County Industrial Development Agency (“SLCIDA”)
submitted an application for grant funding through the North Country Regional Economic
Development Council, and
WHEREAS, the application requested funding of $175,000 for the completion of a
structural demolition assessment and engineering study for the former Jones & Laughlin Steel
Corporation (“J&L) site located in the Town of Clifton, New York, and
WHEREAS, the application anticipated using funds already expended as the local
match, and
WHEREAS, NYS Empire State Development Corporation (“ESD”) offered SLCIDA
incentives valued at $87,500, leaving a gap of $87,500 to be sought through other grant sources,
and
WHEREAS, under the terms of ESD’s Incentive Proposal, SLCIDA’s award will be
disbursed in a lump sum upon project completion and upon documentation verifying project
expenditures of approximately $175,000, and
WHEREAS, the terms and conditions of the grant award differ significantly from the
request for grant funds originally submitted by SLCIDA, and
WHEREAS, SLCIDA supports the project and recognizes the importance of the project
toward the removal of a major barrier to economic development in the North Country, and
NOW, THEREFORE, BE IT FURTHER RESOLVED that the St. Lawrence County
Industrial Development Agency hereby authorizes its Chief Executive Officer to execute the
June 7, 2013 Incentive Proposal, and
BE IT FURTHER RESOLVED that SLCIDA will assist the Clifton-Fine Economic
Development Corporation and the Development Authority of the North Country in their efforts
to secure gap funding of $87,500 to meet the reimbursement requirement of the award.
