Mission Statement
(Reviewed and Reaffirmed in Public Session on February 27, 2013)
The mission of the St. Lawrence County Industrial Development Agency is to promote, encourage,
attract and develop job opportunities and economically sound commerce and industry in St. Lawrence
County. To accomplish its mission, the IDA constructs and owns industrial sites and buildings,
administers loan packaging and industrial revenue bond financing and provides a variety of taxreduction incentives.
Performance Goals

To create new employment opportunities for St. Lawrence County citizens through the attraction
of or the creation of new businesses

To create new employment opportunities for St. Lawrence County citizens through the expansion
of existing businesses

To retain existing employment opportunities

To leverage the greatest level of private investment in St. Lawrence County businesses

To educate County businesses, elected officials and community representatives regarding
available economic development resources

Act as a liaison with businesses and government to help coordinate economic development
services and reduce bureaucracy

Work cooperatively with area economic development agencies to market County assets and
economic development resources to potential new or expanding businesses

Ensure a transparent and accountable operation with responsibly-managed Agency assets
2012 Performance Review (January 2012 – December 2012)

As part of its Public Authority Law compliance program, the SLCIDA adopted “Procurement
Lobbying Law Policy and Procedures”, and “Policy Prohibiting Loans and Credit to Officers,
Directors and Employees.” Additionally, the SLCIDA reviewed and reaffirmed policies regarding
Corporate Credit Card Usage, Cellular Phone Usage, Property Disposition, Investment, and
Procurement, along with reviewing its performance for 2011.

Danko Construction Company (Massena NY) began work in June on the SLCIDA’s mixed-use
industrial building within the Canton Industrial Park. SLCIDA received loan financing assistance
for the project from the SLCIDA-Local Development Corporation and the St. Lawrence River
Valley Redevelopment Agency. The SLCIDA moved into its space in the building in December.

The SLCIDA’s first tenant in the Canton Industrial Park building, the St. Lawrence Brewing
Company, is leasing approximately 3,060 square feet in the facility. The project includes a Sales
and Use Tax exemption and Payment in Lieu of Taxes Agreement from the SLCIDA as the
Company works to start operation of the area’s first locally-owned microbrewery. The project
will create 5 jobs.

The SLCIDA continues to assist Kinney Drugs as it works to address water pressure issues within
its Gouverneur building. A sales and use tax exemption granted to Kinney Drugs will assist them
with purchases related to their project to upgrade their administrative and fire systems within
their Gouverneur locations. The project will help to retain the more than 300 jobs in Gouverneur.

Site visits to SLCIDA business customer locations were conducted throughout January as part of
the SLCIDA’s annual report process. Additional site visits and interviews were conducted as part
of the SLCIDA’s partnership and sponsorship responsibilities through the North Country Alliance
Local Development Corporation. In all, our staff made over 2,100 contacts with over 500 existing
and prospective firms in 2012.

The Newton Falls Rail rehabilitation project continues to make progress. SLCIDA staff are
working with Mohawk, Adirondack & Northern Railroad Company and officials from Jefferson
and Lewis counties to bring rail transportation back to the area. The project is now going to be
addressed in 2 phases: Phase 1 (clearing, evaluation and design, permitting, environmental) and Phase
2 (actual work to rehabilitate).

The SLCIDA reached a settlement with the Mohawk, Adirondack & Northern Railroad
Corporation regarding the ownership of the rail. The MANRR received an authorization of
financial assistance from the SLCIDA in the form of sales tax exemption, mortgage recording tax
exemption, payment in lieu of taxes (PILOT), in addition to a lease agreement and operating
agreement. The SLCIDA will be scheduling a public hearing for the PILOT on the project in the
very near future.

A newly-implemented, single-agenda program to consolidate SLCIDA, SLCIDA-LDC and
SLCIDA-CDC meeting materials has been well-received by Board members and staff.

A consolidated application has been created and implemented for use. The document simplifies
the application process for our business customers.

Having received authorization to apply to the USDA Rural Business Enterprise Program on behalf
of small private business enterprises in St. Lawrence County, SLCIDA staff submitted two (2)
applications: St. Lawrence Brewing Company and High Peaks Winery, LLC. The application for
$14,600 on behalf of High Peaks Winery, LLC was awarded.

Thomas A. Plastino was appointed the SLCIDA’s Deputy Chief Executive Officer / Chief Financial
Officer in March of 2012. Mr. Plastino will continue in his role as the St. Lawrence County
Workforce Investment Board’s part-time Executive Director.

The power agreement between the Massena Electric Department and the New York Power
Authority received support from the SLCIDA in March of 2012. The contract was signed by
Governor Cuomo in August.

The Agency’s 2011 Annual Report to the NYS Authorities Budget Office was completed in March
of 2012. Copies of the report, along with the associated audited financial statements for 2011,
were provided to the County Legislature in April 2012.

Clearwater Paper’s Railroad Trestle project received CFA funding through the NYS Department
of Transportation. As regulations require the trestle owner to be a public body, SLCIDA will
assume title ownership of the rail for the duration of the life of the trestle. A public hearing on the
project was held May 16, 2012 and the PILOT approved by the SLCIDA at its May 17, 2012
meeting.

The SLCIDA hosted a free “Renew St. Lawrence County Business Energy” breakfast and
workshop in April.

The SLCIDA held three Countywide Economic Developers meetings to ensure coordination of
Countywide marketing efforts, strategic objectives and general operating activities of the local,
county and regional developers.

SLCIDA’s Annual Meeting was held July 11, 2012. The board re-elected Brian Staples as
Chairman, Ernest LaBaff as Vice-Chairman, Lynn Blevins as Secretary. Additionally, it
reappointed Patrick Kelly as its Chief Executive Officer, Tom Plastino as its Chief Financial
Officer and retained Andrew Silver of Silver and Collins, Attorneys at Law, as Legal Counsel.

The SLCIDA, also at its Annual Meeting, approved its Standard Work Day and Reporting
Resolution (a requirement of the NYS Comptroller for the Local Retirement System). The SLCIDA
also adopted an Affirmative Action Plan. The SLCIDA Chairman has appointed the Human
Resources Coordinator as its Affirmative Action Officer. The guidelines are available on our

The Annual Meeting was held at Clarkson University. Clarkson President Tony Collins addressed
the Agency and highlights the connections between the college, the IDA, the Regional
Development Council and economic development in the North Country.

The SLCIDA revised its local Freedom of Information Law guidelines to ensure better uniformity
of the policy as it pertains to the IDA, the IDALDC and the IDACDC. Our Freedom of

Fockler Industries, LLC, needing to expand its fabrication operations, leased space within the
Massena Industrial Park for use in warehousing and light manufacturing. The St. Lawrence
County Industrial Development Agency executed a 40-month lease and Standard Payment in Lieu
of Tax agreement for approximately 9,000 square feet of space within the Lot 19 building at the
Massena Industrial Park. The Company has the option to purchase the building for $425,000.
The project is expected to retain 7 jobs and create 5 jobs.

In 2007, Curran Renewable Energy, LLC, located its pellet mill facility in two vacant buildings
formerly occupied by supplier companies to General Motors in the Massena Industrial Park. This
pellet mill required an investment of over $11 Million and created 23 jobs in Massena.
In 2010, the St. Lawrence County IDA entered into a purchase option with Curran Renewable
Energy, LLC for the Lots 12 and 13 properties in the Massena Industrial Park. In 2012, Curran
Renewable Energy LLC submitted an application for financial assistance to purchase 26 Trade
Road, Lot 13 of the Massena Industrial Park. The Company will use the building for warehousing
and future expansion. The St. Lawrence County Industrial Development authorized a Sales and
Use Tax Exemption and a standard Payment In Lieu of Tax Agreement for the 20,000 square foot
facility.

The audit firm of Pinto, Mucenski, Hooper, VanHouse & Co. was awarded the SLCIDA’s 3-year
Audit Services Contract. Of the bids received by the IDA, 1 was incomplete (lacking signed noncollusion statement) and 1 firm, after receiving clarification of the scope of the bid, requested that
its bid be withdrawn. Two were disregarded based on cost. The two remaining bids were both
from qualified firms, and ultimately the Audit and Finance Committee chose to recommend the
firm of Pinto Mucenski Hooper VanHouse and Co. as they were a St. Lawrence County-based firm
and have a proven history with the St. Lawrence County IDA and its affiliates.

The SLCIDA accepted a tentative 2013 budget at its meeting on September 27. Pursuant to
General Municipal Law, the budget, must be available for public comment for 20 days before
acceptance of a final budget, and will be filed with the County Clerk, the County Legislative Chair
and the County CEO. Pursuant to Public Authority Law, the budget must be in place between 60
and 90 days prior to the beginning of the Fiscal Year, and will be authorized by the SLCIDA at its
October 25 meeting.

AJ Missert, Inc. received assistance from the SLCIDA in the form of sales and use tax exemption
and Payment in Lieu of Taxes agreement as the Company expands its warehousing operations in
Ogdensburg. The project will assist in the retention of 23 jobs..

The SLCIDA authorized a settlement for claims filed in Ogdensburg City Court by Penet Empire,
LLC, FH Phinney, and HC Livingston, Jr. against the SLCIDA.

The SLCIDA negotiated a modification of its contract with St. Lawrence County, extending the
term through December 2015 and modifying the payment provision for 2013 through 2015 to
$400,000 annually.

SLCIDA staff met with the County Board of Assessors to discuss how the IDA can provide
assistance to the assessors as they work on IDA-related projects. SLCIDA also provided the
Assessors with an overview of SLCIDA services.

The SLCIDA responded to 8 requests for information under the Freedom of Information Act.

Affinity Potsdam Cottages applied to the SLCIDA for assistance relative to its project to construct
approximately 200 housing units in Potsdam. The project received Sales and Use Tax and
Mortgage Recording Tax exemption. An application for a Payment In Lieu of Taxes agreement did
not receive the required consent of the three local affected taxing jurisdictions. The $18M project
is expected to create 6 jobs, along with 25 to 30 jobs during the construction phase.

The IDA participated in a number of working groups and committees in support of the North
Country Regional Economic Development Council (NCREDC) process. A Consolidated Funding
Application submitted by the IDA for $60,000 for renovations and improvements to the Lot 18 and
19 buildings owned by the SLCIDA-LDC and RVRDA in the Massena Industrial Park was
approved.

The SLCIDA’s Sales and Use Tax Exemption and PILOT continue to assist St. Lawrence Gas as it
continues with its expansion project in Northeast St. Lawrence County and into Franklin County.

The mission of the St. Lawrence County IDA Local Development Corporation is to stimulate the
growth of private sector employment in St. Lawrence County by providing financial assistance to new
and expanding industries, and to certain retail/market-driven facilities.
The purpose of the Corporation shall be to relieve and reduce unemployment; promote and provide for
additional and maximum employment; better and maintain job opportunities; instruct or train
individuals to improve or develop their capabilities for jobs; carry on scientific research for the
purpose of aiding the community of St. Lawrence County, New York by attracting industry to the
community and by encouraging the development of, or retention of, an industry in the community;
lessen the burdens of government and act in the public interest and administer the St. Lawrence
County Revolving Loan Fund.

2012 Performance (January 2012 – December 2012)

The SLCIDA-LDC’s compliance efforts with Public Authority Law are ongoing. As part of this
compliance, the SLCIDA-LDC adopted its Procurement Lobbying Law Policy and Procedures,
and its Policy Prohibiting Loans and Credit to Officers, Directors and Employees. Additionally, it
reviewed and reaffirmed policies regarding Property Disposition, Investment, and Procurement,
along with reviewing its performance for 2011.

SLCIDA staff visited business customer locations as part of the SLCIDA-LDC’s annual report
process.

“Drum Country Business,” a 3-county regional, economic development marketing program
received a $5,000 commitment from the SLCIDA-LDC to continue its business attraction initiative.

The SLCIDA-LDC accepted $167,000 in Tribal-State Compact Funds from St. Lawrence County
for the exclusive use as a training reimbursement program, to provide financial assistance to
reimburse companies a portion of the costs associated with incumbent worker training or training
new employees.

To date, the SLCIDA-LDC has allocated funds to six (6) St. Lawrence County employers’
incumbent worker training programs.
Alcoa, Claxton-Hepburn Medical Center,
DeFelsko, North Country Dairy, Northern New York Newspapers Corporation and Potters
Industries will use Tribal-State Compact Funds to help train 59 employees.
Funds were also allocated to six (6) St. Lawrence County employers for use in new worker
training programs. Ansen, DeFelsko, Pipeline Data, Potsdam Specialty Paper, Potters
Industries, and Yesteryear’s Vintage Doors will use Tribal-State Compact Funds to create
22 new jobs.
As part of the agricultural component of the training reimbursement program, funds have
been allocated to pay 3 BOCES students (to date) and 4 other young workers who are
engaged in a farm work experience program.

Thomas Plastino was hired as the SLCIDA-LDC’s Chief Financial Officer/Deputy Chief Executive
Officer.

Gilbert Greens Country Club received $50,000 in loan funding assistance as it works to
restart/revitalize the former Deerfield Country Club.

Slic Network Solutions’ loan authorization was amended to enable the company to fully comply
with the Rural Utility Services’ grant funding agreement.

Composite Systems and Technologies negotiated a 6-month amendment to its lease agreement.

The SLCIDA-LDC and the St. Lawrence River Valley Redevelopment Agency (“RVRDA”) worked
with the New York Power Authority to create language that would enable the local use of 20MW
of low-cost power for economic development projects.

Ansen Corporation was approved for a Line of Credit from the SLCIDA-LDC and the RVRDA.
This is a new initiative whereby NBT Bank has agreed to match our $100,000 with $100,000 of its
own funds. NBT will manage the combined $200,000 Line of Credit.

SLCIDA-LDC authorized the River Valley Redevelopment Agency’s recommendations for funding
through the RVRDA’s Community Development and Environmental Improvement Program
(CDEIP). The RVRDA received 41 applications totaling approximately $3 Million in requested

SLCIDA-LDC authorized the execution of an agreement with the St. Lawrence County Workforce
Investment Board to retain Thomas Plastino as the Board’s Executive Director.

Fockler Industries, LLC benefited from a cooperative transaction between the SLRVRA, the
SLCIDA-LDC and the IDA as it worked to lease approximately 9,000 sq. ft of space in the Lot 19
building within the Massena Industrial Park. The building, originally purchased by the SLCIDALDC on behalf of the SLRVRA, was leased to the IDA, which in turn enabled the Company to
benefit from a standard PILOT as the Company expands its operations.

SLCIDA-LDC authorized loan funding to St. Lawrence Brewing Company, Inc. and an allocation
of $50,000 for St. Lawrence Brewing Company NBT Line of Credit. The funds will assist the
company as it starts up its operation at its new location in the Canton Industrial Park.

SLCIDA-LDC authorized accepting and extending to Slic Network Solutions, the $300,000
revolving bridge loan originally authorized by the IDA. The funds will assist the Company as it
administers its $5.3million Rural Utility Services Broadband Initiative Program grant/loan
package to extend broadband to 726 Franklin County homes.

The SLCIDA-LDC authorized SLRVRA funds as part of the SLRVRA’s agreement with the
Massena Electric Department.

SLCIDA-LDC authorized a 3-year audit services contract with Pinto, Mucenski, Hooper,
VanHouse and Company.

The SLCIDA-LDC accepted a tentative 2013 budget, which will be made available for public
comment at the County Clerk’s Office. A final budget must be approved between 60 and 90 days


The SLCIDA-LDC and RVRDA authorized loan financing to the SLCIDA for the Canton Industrial
Building project.

The SLCIDA-LDC, RVRDA, National Grid, Citec and Clarkson partnered in a marketing initiative
to promote the County, including the Peyton Hall Incubator, our energy resources, the colleges
and universities, and our other advantages to businesses in Ontario and Quebec.

The SLCIDA-LDC continued aggressive marketing efforts, as follows:
o
Outreach of select Canadian businesses in Ontario and Quebec to generate interest and
possible expansion into St. Lawrence County through trade shows, events, advertising and
the mailing of approximately 30,000 marketing pieces.
o
Focus on power advantages included continued work with Ontario power groups and
Massena Electric Department to develop a power initiative to attract Canadian companies
to St. Lawrence County. Additionally, SLCIDA updated its tradeshow banners to reflect
the St. Lawrence County power incentives and services.
o
Coordination of three Countywide Economic Developers’ Marketing meetings to ensure
coordination of Countywide marketing efforts, strategic objectives and general operating
activities of the local, county and regional developers.
o
Maintained memberships in Canadian trade organizations to facilitate access to events
and to maintain key contacts with Canadian companies and multiplier organizations.
o
Advertising and media promotion pieces created and utilized, including placements in
North Country This Week, Watertown Daily Times, St. Lawrence County Newspapers, and
County Pennysaver.
o
Sponsorship, coordination and/or attendance at 16 trade shows/marketing events in
Northern New York and Canada:

The St. Lawrence County Industrial Development Agency Civic Development Corporation (SLCIDACDC) was established on April 13, 2010 as a not-for-profit local development corporation. Created
by St. Lawrence County, the SLCIDA-CDC helps to support the operations of not-for-profit
corporations within the County to increase employment opportunities for the residents of the County,
and provide financing through the issuance of tax-exempt and taxable bonds to projects of not-forprofit corporations, which is essential to the continued development, construction, improvement and
operation of projects by not-for-profit corporations.
Performance Goals

To provide assistance to the numerous hospitals, colleges and other civic facilities that operate
within the County through the issuance by St. Lawrence County of tax exempt civic facility bonds


This is a continuation of Clarkson’s 2011 project (renovation of Moore House, renovation of 10
units in Woodstock Village and completion of the University’s NAB Lab). The project is expected
to create 150 construction jobs. Financing was completed in April 2012.

The SLCIDA-CDC authorized $87,000 in loan financing through its Civic Development Fund to
the Ogdensburg Bridge & Port Authority’s Port Improvements Project.


SLCIDA-CDC authorized the issuance and sale of series 2012 revenue bonds relative to the St.
Lawrence University project. The University intends to use the proceeds of the bond, together
with certain other funds, to refund the DASNY Series 2008 Bonds and lock in a favorable, fixed

Mission Statement

The mission of the St. Lawrence County Local Development Corporation(SLCLDC) is to increase
adequately remunerated employment in St. Lawrence County; support existing microenterprises and
the creation of new microenterprises; instruct and train individuals to develop and/or enhance their
entrepreneurial and work skills; conduct research to identify new microenterprise opportunities and
support the development of these opportunities; act in the public interest and lessen the burdens on
government; and administer the SLCLDC’s loan and grant programs..
The St. Lawrence County Local Development Corporation is devoted to encouraging the economic
advancement of St. Lawrence County’s low-moderate income citizens and the preparation of citizens
for business ownership through the responsible provision of financial products, training, technical
assistance and support to new and expanding microenterprises.
Performance Goals

Entrepreneurial assistance to St. Lawrence County’s new and expanding microenterprises through the
responsible provision of financial products, training, technical assistance and support that encourages
the economic advancement of St. Lawrence County’s low-moderate income citizens.

Ensure a transparent and accountable operation with responsibly-managed, authority assets.

Market authority programs and partner with local entities that provide small business training
program assistance.

Accountable and informed business lending assistance that encourages job creation or retention.
2012 Performance Review (January 2012 – December 2012)

SLCLDC finalized an agreement with the Town of Brasher to administer a microenterprise lending
program on behalf of the Town. A staff person is scheduled to be on-site (Town Hall) for 2 ½ hours,
one day a week for five weeks beginning June 20 and continuing through July 18 for the initial
promotion of the fund.

SLCLDC also continues to work with the St. Lawrence River Valley Redevelopment Agency regarding
an allocation of Agency funds to assist in the recapitalization of the SLCLDC’s microenterprise loan
fund.

SLCLDC reviewed and accepted its 2011 Audited Financial Statements and its 2011 Annual Report.

Authorized $20,000 in loan funding to Jon Gordon d/b/a Gordon’s Frame to Finish to assist the
company with working capital to support its HUD contracts, and to increase its marketing efforts.

Authorized a Declaration of Uncollectible Debt: Chuck’s Pet Center.

The SLCLDC’s MicroGrant Program underwent a monitoring review by the New York State Home
and Community Renewal (HCR). The monitoring included a review of grant files and a site-visit with
one of the grant recipients (Red Shed Tack Shop). The final draw request from the program was
submitted and reimbursement received.

Ongoing compliance with provisions of Public Authority Accountability Act and Public Authority
Reform Act: Reporting, training, website development, etc. As part of this compliance, the SLCLDC
adopted a Procurement Lobbying Law Policy and Procedures, and a Policy Prohibiting Loans and
Credit to Officers, Directors and Employees.

In July, the SLCLDC authorized amendments to its Bylaws and Certificate of Incorporation to amend
and modify the Corporation’s membership requirements. The amendments automatically extended
membership on the Corporation’s board to all members of the Board of Directors of the St. Lawrence
County Industrial Development Agency.

In August, the SLCLDC adopted revised local Freedom of Information Law guidelines to ensure better
uniformity of the policy as it pertains to the IDA, the IDALDC the IDACDC, and the SLCLDC. The

The board elected Brian Staples as Chairman, Ernest LaBaff as Vice-Chairman, Lynn Blevins as
Secretary. Additionally, it reappointed Patrick Kelly as its Chief Executive Officer, Tom Plastino as
its Chief Financial Officer and retained Andrew Silver of Silver and Collins, Attorneys at Law, as
Legal Counsel.

SLCLDC authorized loan financing of $6,500 to St. Lawrence Optical, located in Potsdam. The loan
was used to purchase equipment to assist the business.

Sam’s Party Tents, located in Potsdam, received a $20,000 loan authorization from the SLCLDC to
purchase equipment to assist the business.

Susan’s Stitches received $20,000 in working capital loan funding to support its Rensselaer Fallslocated business.

SLCLDC authorized a 3-year audit services contract with Pinto, Mucenski, Hooper,
VanHouse & Co.

SLCLDC adopted its 2013 budget in October.

Shades Tanning and Hair Salon received $20,000 in loan financing for the purchase of
equipment, and for working capital and general start-up costs to support the business.

White’s General Store received $20,000 in loan financing to assist in the purchase of the
store.
