Landowner wanted us to take a look at his efforts in restoring the buffer and send him
a letter stating he is compliant. He was not willing to combine lots and apply for a CUP
for a larger corridor because of an increase in his taxes.
He has stopped mowing and has planted trees and shrubs in one area ranging in
depth from 10-15' from the OHWM for about 100' of frontage along the west side of his
lot. He said he is willing to extend this area to the east another 25' approximately if
needed. This would leave his corridor in front of the home about 65-70' wide. He is
also willing to extend the restoration area to a depth of 35' for a short distance on the
west side of the lot but is not willing to restore the buffer to 50 feet deep in any portion
of the shoreline. He is especially not willing to restore any of the buffer on the dwelling
side of the existing gravel driveway/pathway. This pathway is about 15-25 feet from the
water. Note: staff was not requiring the path to be planted.

Looked at buffer during on site for permit. The buffer has been planted and mulched
heavily. Not much shurbbery or groundcover growing in between established plants,
but no mowing is occuring. This buffer is not great but he definately planted trees and
shrubs and stopped mowing. The buffer is bordered by rock, which is not very natural
but at least it is to a depth of 35 feet. I'm saying compliant but barely. Not sure what
else we could do with this one.

Met with landowner on site. Numerous plants were planted in front of retaining wall, on
top of retaining wall, and in the shoreland buffer area. Plants that have died were
replaced according to the owners. Some of the shurbs intended to screen the wall
were browsed by deer and have yet to cover the wall from view. However plants on
the plan were utilized and I told him to spray for deer and continue to maintain the
natural areas. Some shrubs may be cultivars but was hard to tell so early in the
season. I stressed only natives from this point on.
