Providing a National Context:
Current and Pending Legislation
That Will Affect Public Education
Mike McIntyre was first elected to represent North Carolina's
Seventh Congressional District in the U.S. House of
Representatives in 1996. He is now serving in his 8th term.
Economic development has been at the forefront of
Congressman McIntyre's work. Rep. McIntyre was named as
the first-ever recipient of an international award in public policy
by the International Association of Personnel in Employment Security in 2002 for his
efforts to produce job opportunities and increase worker training. In 2007, he won the
National Leadership Award given by the National Association of Development
Organizations "for his outstanding commitment and support of federal regional
economic and community development programs." Congressman McIntyre, whose
roots in North Carolina are well-established, was educated in the public schools of
Lumberton and at the University of North Carolina at Chapel Hill. A Morehead Scholar
at UNC, he graduated Phi Beta Kappa as a political science major in 1978 and
received his Juris Doctorate in 1981. The University of North Carolina at Wilmington
has conferred an honorary Doctor of Laws degree upon Congressman McIntyre for
his meritorious service and distinction in public service by improving the quality of life
in southeastern North Carolina.

Who Said Less is More?
The Challenges and Opportunities Facing Public
Education in Southeastern North Carolina
John Fischetti earned his doctorate in Staff Development and
School Reform Leadership from the University of Massachusetts
at Amherst. At UMass he was part of the first school/university
partnership in the U.S. to work with Cambodian refugee children
who had relocated to the Amherst area following the atrocities of the Pol Pot
regime. John’s career as a social studies teacher, teacher leader and school reform
advocate has included his work in the Boston Public Schools, the Jefferson County
(KY) Public Schools and the University of Louisville where he was an Assistant,
Associate, and Professor of Secondary Education from 1988-2001. John came to
UNCW as Chair of the Department of Specialty Studies in 2001 and he has since
served as the inaugural chair of the Department of Educational Leadership and now
as Professor in Secondary Education. He worked with Provost Barlow to develop,
gain approval for and launch the first educational doctoral program at UNCW. John
was the 2009 recipient of the Chancellor’s Award for Teaching Excellence and this
year was selected by students as the 2011 Convocation Speaker. This year John had
articles published related to the impact of small learning communities in high schools
across the country, the early results from early colleges and the importance of teacher
dispositions.
