RE:
AUTHORIZATION TO SOLICIT PROPOSALS FOR THE LEASE
OF SPACE AT THE QUANTICO VRE STATION
RECOMMENDATION:
The VRE Operations Board is being asked to authorize the VRE Chief Executive
Officer to solicit proposals for the lease of space at the Quantico VRE station.
BACKGROUND:
In April 2005, renovations at the Quantico Station were completed and included
two independent vendor spaces. One space, which is approximately 196 square
feet and is located within the old ticket office inside the passenger waiting area, is
currently being leased by the Coffee Club Café. This lease was executed in
August 2008 and includes renewal options through 2013.
The second space, which is approximately 915 square feet in size and is situated
at the south end of the building, includes separate access and a restroom. Lease
of this space to the Prince William County Model Railroad Club was originally
authorized by the Operations Board in March of 2005. The fourth and final option
year associated with this lease agreement will expire in May 2010.
VRE must now complete a competitive solicitation for tenants of this space. A
selection committee will rank proposals using criteria ranging from passenger and
community benefit to potential revenue. A recommendation for award will then be
presented to the Operations Board for approval.

WHEREAS, one independent vendor space will become available for lease on
May 31, 2010 which can be leased for passenger and community benefit; and,
WHEREAS, a competitive solicitation will be completed in which potential users of
the space will submit proposals for committee review and recommendation for
award to the Operations Board.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board
authorizes the VRE Chief Executive Officer to solicit proposals for the lease of
space at the Quantico VRE station.

RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive
Officer to issue an RFP for preliminary engineering and environmental work for
additional parking at the Broad Run VRE Station.
BACKGROUND:
The existing VRE parking facilities at the Broad Run station consist of several lots
that accommodate a total of approximately 890 vehicles. Due to parking demand
at this station, engineering and environmental work must begin to initiate efforts to
increase parking. Several parking expansion projects have been completed in
recent years, including:




2001 – 396 spaces added to the main lot
2004 – 88 spaces on a parcel of land leased from the Manassas Regional
Airport
2005 – 113 spaces on a parcel of land leased from Prince William County
2006 – approximately 100 spaces via improvements to the access road
shoulders
The work being solicited includes a Phase I & II National Environmental Policy Act
(NEPA) environmental site assessment and preliminary engineering. The NEPA
analysis must be completed in order to obtain a Finding of No Significant Impact
(FONSI) from the Federal Transit Administration (FTA) in order to eventually
perform the final design on the project. The EA will take approximately 18 months
to complete, after which time the design can be finalized.
Once proposals are received, an RFP committee will complete an evaluation and
return to the Operations Board with a recommendation for award. A more defined
schedule will be provided at that time.
FISCAL IMPACT:
Funding for this project is included in VRE’s CIP as part of the Broad Run Parking
expansion project. Funding for this element of the project is from a FY 2010
CMAQ grant. No local match is required.

WHEREAS, due to increased growth in ridership, additional parking is needed at
the Broad Run VRE station; and,
WHEREAS, Phase I & II NEPA environmental site assessments are required in
order to obtain FTA approval to eventually perform the final design; and,
WHEREAS, an RFP will be issued to procure a consulting firm to perform the
environmental work and preliminary engineering.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board
authorizes the Chief Executive Officer to issue an RFP for preliminary engineering
and environmental work for additional parking at the Broad Run VRE Station.
