AGENDA ITEM 9-A ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: FEBRUARY 19, 2010 RE: AUTHORIZATION TO AMEND PARKING LEASE AT THE RIPPON STATION RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to extend the current lease agreement with Kettler for 320 parking spaces at the Rippon Station. The lease extension would be in the amount of $152,320 for one year. BACKGROUND: In May 2002, the Operations Board approved a three year lease with Hazel Land for 320 parking spaces at the Rippon VRE Station. These additional spaces were instrumental in reducing the parking shortage at the station where the parking lot was routinely 97% full. The lot was constructed by Hazel Land and opened in March of 2004, which also commenced the lease term. The lease agreement was subsequently assigned by Hazel Land to Kettler and extended for three years through March 2010 with the approval of the Operations Board in November 2006 and February 2009. Kettler has entered into a proffer agreement with Prince William County that includes nearly 300 parking spaces for VRE use when the residential/commercial development is complete. In the interim, both VRE and Kettler wish to maintain the surface parking lot lease which is currently set to expire in March 2010. VRE staff is requesting permission to extend the lease for one year, at a cost not to exceed $152,320 during that period. The average cost of $39.67 per space, per month is comparable to the current market value VRE is paying elsewhere. FISCAL IMPACT: Funds for the project are included in VRE’s Capital Improvement Program as part of the Rippon lease project. AGENDA ITEM 9-B ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: FEBRUARY 19, 2010 RE: AUTHORIZATION TO AWARD A CONTRACT FOR ENVIRONMENTAL AND ENGINEERING SERVICES FOR THE VRE GAINESVILLEHAYMARKET EXTENSION _____________________________________________________________________ RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to award a contract to STV/RWA for environmental and engineering services for the Gainesville-Haymarket Extension project in the amount of $2,499,160, plus a 10% contingency of $249,916, for a total amount not to exceed $2,749,076. BACKGROUND: The VRE Strategic Plan, adopted by the Operations Board on May 21, 2004, recommended the extension of VRE service to the Gainesville-Haymarket area of Prince William County to serve expanding travel markets within the existing VRE service area. The Gainesville Haymarket Implementation Plan, completed in November 2005, documented the steps necessary to implement the extension and provided initial capital and operating cost estimates. In December 2007, the Operations Board authorized the Chief Executive Officer to award a contract, funded with a Virginia Department of Rail and Public Transportation (DRPT) Rail Enhancement Fund grant, for a Major Investment and Alternatives Analysis Study for the Gainesville-Haymarket Extension. That study, completed in May 2009, recommended that an extension of VRE service to the Gainesville-Haymarket area move forward into the next phase of project planning for more detailed analysis. An RFP for environmental and engineering services was issued on October 21, 2009. The scope of work includes refining the various extension options identified in the Alternatives Analysis, identifying site-specific station location alternatives, assessing potential environmental impacts associated with the project, developing various preliminary engineering design options, defining the general scope of the project, and formulating a project cost estimate and schedule. The procurement was structured in two phases to allow staff to work with the Operations Board and granting agency, DRPT, in phasing the work. The first phase will complete a refinement of the alternatives and provide additional information needed to assess next steps, including an aerial survey and environmental and natural resources survey. The second phase will complete the environmental assessment and preliminary engineering. A separate notice to proceed will be issued for each phase. Proposals were due on December 1, 2009, and four proposals were received. After reviewing proposals and conducting interviews with the firms, VRE staff recommend award to STV/RWA. Upon issuance of a Notice to Proceed, the work will be completed in approximately twenty-four months. FISCAL IMPACT: Funding is provided via a DRPT Rail Enhancement Fund grant. Local match is being provided by Norfolk Southern. NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes the Chief Executive Officer to award a contract to STV/RWA for environmental and engineering services for the Gainesville-Haymarket Extension project in the amount of $2,499,160, plus a 10% contingency of $249,916, for a total amount not to exceed $2,749,076. AGENDA ITEM 9-C ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: FEBRUARY 19, 2010 RE: AUTHORIZATION TO AWARD CONTRACT OPTIONS FOR PURCHASE AND DELIVERY OF LOCOMOTIVE FUEL TO VRE YARDS RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to exercise the first option year with Quarles Petroleum, Inc. of Fredericksburg, Virginia for fuel at the Crossroads Yard and Griffith Energy Services, Inc. of Manassas, Virginia for fuel at the Broad Run Yard. The contract option with Quarles Petroleum, Inc. is being recommended in an amount not to exceed $2,460,952 for the period of one year. The contract option with Griffith Energy Services, Inc. is being recommended in an amount not to exceed $2,013,506 for the period of one year. BACKGROUND: On February 20, 2009, the Operations Board approved contracts for the delivery of locomotive fuel at both VRE yards. Those contracts were for a base year plus four one year options, with Operations Board approval required for each option year. The base year of these contracts expires on June 30, 2010. Both contracts allow VRE to lock in future fixed prices for fuel. VRE continues to work with a consultant hired in February 2007 to assist in this process. VRE has been able to reduce cost volatility through the use of this fixed price mechanism as the fixed price is based on futures purchased by our suppliers. Exercising the option years before expiration allows VRE to maximize the use of this mechanism. FISCAL IMPACT: Funding for these option year is provided for in the FY 2011 operating budget. AGENDA ITEM 9-D ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: FEBRUARY 19, 2010 RE: AUTHORIZATION TO CONDUCT PUBLIC HEARINGS RELATED TO A PROPOSED SERVICE AMENDMENT RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to solicit comment through public hearings related to a proposed change in service in which an express train would be added and two morning and two evening trains per day would terminate and originate at the L’Enfant VRE station. BACKGROUND: As part of the FY 2011 budget presentation in December, VRE staff proposed that beginning in July, two morning trains (one on each line) and two evening trains (one on each line) would terminate and originate at the L’Enfant VRE station. As such, these particular trains will not serve Union Station. This proposal will open up mid-day storage which will allow the following to occur: Addition of a new express train to leave Fredericksburg at 5:05am and make stops at Fredericksburg, Leeland Road, Brooke, Alexandria, Crystal City, L'Enfant, and Union Station Addition of two cars to Manassas Line trains 326 and 329 Addition of one car to Fredericksburg Line trains 308 and 311 Addition of two cars to Fredericksburg Line trains 300 and 307 As it is challenging to determine which trains would terminate at L’Enfant, VRE initiated a public outreach campaign on February 1, 2010 to seek comment on the proposal. VRE staff suggested Manassas Line train 330 and Fredericksburg Line train 304 would terminate at L’Enfant in the morning and Fredericksburg Line train 301 and Manassas Line train 333 would originate at L’Enfant in the evening. VRE received numerous comments both supporting and opposing the proposal as well as many questions. After a preliminary review of the comments, it became obvious that a full comment period would benefit both VRE and the rider. VRE staff felt that the complexity of the proposed service changes as well as the types of questions being asked would be most efficiently addressed in a setting where an open dialogue could occur. Public hearings will be held in Alexandria, Woodbridge, Fredericksburg, Manassas, and the Union Station area. VRE staff will report back to the Operations Board with a summary of comments and recommendation for action in April. FISCAL IMPACT: VRE staff estimates that these proposed changes will have a positive impact on revenue.
