RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
amend the Scheidt & Bachmann contract for fare collection system maintenance to add
one year of maintenance services in an amount not to exceed $449,634 for a total
contract value not to exceed $7,438,037.
BACKGROUND:
In June of 2000, the VRE Operations Board authorized a contract with Scheidt &
Bachmann (S&B) for the delivery of a new fare collection system. In October of 2002,
the system was accepted and four years of maintenance support began. This contract
provided for two full-time fare collection maintenance technicians. In December of
2006, and again in December of 2007, the Operations Board authorized extensions to
this contract, most recently with a three year extension to January 31, 2011. Contract
extensions are required for this work due to warranty issues and proprietary licenses.
This proposed extension continues maintenance support and the provision of two fulltime fare collection maintenance technicians plus allowances for equipment repair and
parts replacement, replacement of spare parts inventory, and software maintenance
(e.g., tariff changes, data recovery support, disaster recovery support, application
configuration changes, etc.). The subject contract amendment also extends the
maintenance agreement for one year.

Although the Operations Board previously authorized $1,802,840 over the 3 year period
of the expiring maintenance agreement, actual maintenance expenses for that period
are not expected to exceed $1,667,474. As such, the cost for the proposed additional
year of maintenance services, including contingency, is not expected to exceed
$585,000. The Operations Board is therefore only being asked to authorize an
additional $449,634 for maintenance services, to be combined with the unused balance
of $135,366 from the prior authorization, for services through January 31, 2012.
FISCAL IMPACT:
Funding for this project is included in VRE’s Capital Improvement Program as part of
the Fare Collection project as well as in the FY 2011 Operating Budget. The local
match is provided for using state and local funds.

WHEREAS, on June 16, 2000, the VRE Operations Board authorized a contract with
S&B for the delivery of a new fare collection system; and,
WHEREAS, on October 31, 2002, the system was accepted and maintenance support
began; and,
WHEREAS, the current maintenance agreement is set to expire on January 31, 2011;
and,
WHEREAS, VRE must keep its fare collection system in serviceable condition to
ensure coverage during the entire service day.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to amend the Scheidt & Bachmann contract for fare
collection system maintenance to add one year of maintenance services in an amount
not to exceed $449,634 for a total contract value not to exceed $7,438,037.
