AGENDA ITEM 9-A CONSENT AGENDA ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: MARCH 19, 2010 RE: AUTHORIZATION TO ISSUE AN IFB FOR THE FREDERICKSBURG STATION INFRASTRUCTURE REPAIRS PROJECT _____________________________________________________________________ RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to issue an IFB for the Fredericksburg Station Infrastructure Repairs project. BACKGROUND: In 2007, VRE received a federal earmark for repairs to the Fredericksburg station. The earmark totaled $2.6 million but was allocated over four years, requiring VRE to take a phased approach to completing the work. To initiate the process, VRE performed a bridge and station condition assessment and documented the findings in a report. Then, in 2009, the detailed design plans identifying the needed repairs was completed. The repairs will address the structure supporting the VRE platform which has become a hazard for pedestrians walking below it due to falling debris. This project will eliminate or substantially reduce the risk of deteriorating concrete that may dislodge and fall on the station platform and tracks. In addition, the project will perform architectural rehabilitation to address cosmetic and functional deficiencies. Once bids are received, VRE staff will review and return to the Operations Board for authorization to award a construction contract. It is expected that construction will take approximately eight months to complete. FISCAL IMPACT: Funding for this project is included in VRE’s Capital Improvement Program as part of the Fredericksburg rail station project. Funding is available via a federal earmark with match being provided using state and local funds. AGENDA ITEM 9-B CONSENT AGENDA ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: MARCH 19, 2010 RE: AUTHORIZATION TO AMEND A TASK ORDER FOR CONSTRUCTION PHASE SPECIAL INSPECTION SERVICES _____________________________________________________________________ RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to amend a task order with AECOM for construction phase special inspections services by $62,124 for a total amount not to exceed $106,124. BACKGROUND: In June of 2004, the Operations Board approved a plan to shift VRE fleet maintenance to the outlying yards. As part of this initiative, construction projects to expand capacity and facilities at both yards were commenced. Work at the Crossroads yard was completed last year and work at Broad Run is currently more than halfway complete. As recently mandated by Prince William County’s Special Inspection Program, thirdparty inspections of soils, foundations, steel connection, and concrete strengths are required throughout the course of construction. In April 2009, under the CEO’s authority, AECOM was issued a task order for special inspection services at Broad Run in the amount of $44,000. At that time, it was estimated that the task order budget would support inspections on an as needed basis. However, due to this being a relatively new requirement, estimating the level of effort was challenging. To-date, the task order budget is almost fully exhausted and an increase in budget is needed to continue performing inspections in compliance with the County’s building program for the duration of the project. FISCAL IMPACT: Funding is included in the VRE CIP as part of the Broad Run Maintenance Facilities project. Funding is available from FY 2008 and FY 2009 federal grants. The local match is provided using state and local funds.
