AGENDA ITEM 10-A ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: MARCH 19, 2010 RE: AUTHORIZATION TO ISSUE A TASK ORDER FOR LOCOMOTIVE TOP DECK REBUILD WORK RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to issue a task order to MotivePower, Inc. to perform top deck rebuild work on one locomotive in the amount of $223,994, plus a contingency of $22,399, for a total amount not to exceed $246,393. BACKGROUND: VRE currently has 20 locomotives. Since April 2006, the VRE Operations Board has approved top deck rebuild work on fourteen of fifteen VRE GP-type locomotives. This authorization will allow the last GP-type locomotive requiring top deck rebuild work to be completed. In January 2008, MotivePower was also awarded a contract to supply up to twenty new locomotives to VRE. To-date, fifteen units have been ordered and VRE continues to seek funding for the five remaining units. As these new locomotives will not enter VRE service until mid-2010 and run through mid-2011, top deck rebuild work must continue in order to maintain equipment reliability. This task order includes a comprehensive rebuilding of the top deck. Additional qualification and testing will be performed on the engine to determine hidden damage and subsequent repairs. The work takes approximately two months and the locomotive will remain on VRE property. The engine will be removed and sent to Motive Power to reduce out of service time and transportation costs. FISCAL IMPACT: Funding for this project is included in the VRE CIP as part of the locomotive overhaul project. Funding is available from a FY 2006 federal grant. The local match is provided using state and local funds. AGENDA ITEM 10-B ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: MARCH 19, 2010 RE: AUTHORIZATION TO AWARD A CONTRACT FOR THE PURCHASE AND INSTALLATION OF SECURITY CAMERAS AT THE MANASSAS STATION PARKING GARAGE _____________________________________________________________________ RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to execute a contract with Signet Technologies of Beltsville, Maryland for the purchase and installation of twenty security cameras at the Manassas VRE station parking garage in the amount of $93,679, plus a 10% contingency of $9,368, for a total amount not to exceed $103,047. BACKGROUND: In August of 2009, the VRE Operations Board authorized a solicitation for the purchase and installation of twenty security cameras at the Manassas parking garage. Six proposals were received in response to the RFP and three firms were selected for interviews. Of those three firms, Signet Technologies is being recommended for award. Cameras will be placed in the interior and exterior of the parking facility and include a capability to view the platform. The scope includes the purchase and installation of 20 security cameras and all networking components necessary to record video feed and remotely access to the system software. The firm will also run conduit and install network devices required for the complete and successful operation of the cameras. Remote access will be provided to authorized City personnel, including the police, and VRE staff. Work will be completed in 60 days and includes a one year warranty period on both parts and labor. FISCAL IMPACT: Funding for this project is included in the VRE CIP as part of the Manassas parking deck projects. Funding is available from a FY 2004 federal grant. The local match is provided using state and local funds, including those from the City of Manassas. AGENDA ITEM 10-C ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: MARCH 19, 2010 RE: AUTHORIZATION TO SELL VRE EQUIPMENT THIS ITEM HAS BEEN REMOVED FROM THE AGENDA AGENDA ITEM 10-D ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: MARCH 19, 2010 RE: AUTHORIZATION TO AWARD A CONTRACT FOR COT&S KITS FOR GALLERY CARS RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to execute a contract with Wabtec of Wilmerding, PA for COT&S kits for Gallery IV cars in an amount not to exceed $600,743. BACKGROUND: The Federal Railroad Administration requires passenger railcars to have COT&S (Clean, Oil, Test and Stencil) maintenance inspections performed every four years. This work requires removal, inspection and rebuilding of a railcar’s air brake components. Two options exist for completing this work. The first would be to take a railcar out of service for two months while the parts are removed and rebuilt. The second would be to use COT&S kits which provide new components to be installed in the railcars. Once installed, the old components are sent to VRE’s air brake contractor for inspection and rebuilding for use on the next set of cars. By using the kit, a railcar is only out of service for one half day. All 61 of VRE’s new Gallery railcars require this work. In an effort to minimize the time out of service, VRE staff recommend procurement of ten COT&S kits (four cab car and six railcar kits). This procurement was approved by the Operations Board in September of 2009. On December 18, 2009, the IFB was issued with bids due on March 1, 2010. One response was received and has been determined both responsive and responsible. The work will begin in September 2010. Two cab cars will be completed per month followed by three to four railcars per month until work on all 61 Gallery railcars has been completed. FISCAL IMPACT: Funding is provided for in the FY 2010 and FY2011 operating budgets.
