AGENDA ITEM 9-C CONSENT AGENDA ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: OCTOBER 15, 2010 RE: AUTHORIZATION TO ISSUE A TASK ORDER FOR THE REPAIR OF ANTI-SLIP MATERIAL IN GALLERY RAILCARS ________________________________________________________________ RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to issue a task order to STV, Inc. for the repair of anti-slip material in the Gallery IV car vestibules in the amount not to exceed $54,899. BACKGROUND: VRE has experienced gradual deterioration of the anti-slip material applied to the vestibule areas of the Gallery IV cars. This condition has the potential to reduce friction during days of inclement weather. As such, VRE issued a Task Order to STV, under the Chief Executive Officer’s authority, to evaluate and research a remedy. STV applied several different anti-slip coatings to the vestibule area of a VRE passenger car in March of 2010 to determine which product and application method yielded the longest anti-slip material life. Removal of the deteriorated anti-slip material and installation of an industrial anti-slip coating was found to be the most effective remedy. Authorization is now being sought to have STV provide the labor and materials for the actual repair of the 30 Gallery IV cars. Once complete, this repair process will be implemented into VRE maintenance instructions for the life cycle of these cars.
