16060 - UNC-Wilmington (Institution) Budget Code: 16060 UNC Tomorrow 4.7: Our University's Outreach & Engagement Priorities 2009 - 2011 - Draft Biennium Establishment of Center for Civic Engagement and Policy Studies # 27 Description: Narrative Justification The establishment of the Center for Civic Engagement and Policy Studies would be dedicated to helping the civic community in the southeastern region of North Carolina develop better public policy through innovative engagement strategies; developing data bases and tracking systems to monitor and assess the critical demographic, economic, social, and environmental changes in the region; and identifying and disseminating “best practices” to the governmental, nonprofit, and private sectors as needed. The Center for Civic Engagement and Policy Studies reflects the fundamental mission to integrate dialogue with citizens and policy research. The Center will engage citizens and leaders in consequential dialogue, serve as a problem solver in seeking solutions, foster partnerships and special projects, and provide an opportunity for community leaders from all sectors of society to work together to make positive changes. Improving the state of the region means building consensus among the business community, the public sector, and the nonprofit sector. The university attracts and supports a faculty of outstanding scholars who contribute to the enrichment of its diverse and comprehensive instructional and research programs. Faculty come from all geographic regions of the United States and several foreign countries, bringing to our campus a rich diversity of educational experiences, training, and scholarship. By identifying applied research projects relevant to issues facing the region, the Center will increase opportunities for both students and faculty to engage in relevant research. The Center for Civic Engagement and Policy Studies will provide opportunities to collaborate with other initiatives on campus such as Service Learning and the Public Scholar Fellowship Programs. The Center for Civic Engagement and Policy Studies supports a multidisciplinary dialogue about the state of the region. The Cameron School of Business will assist with the economic outlook and projections for the economy, the Department of Social Work will focus on poverty and social service needs within the community; the Department of Environmental Sciences and the Department Biology and Marine Biology will focus on the delicate and fragile ecosystems and its relationship to growth; the Department of Sociology will focus on crime, drugs, and delinquency and their impact on the community; and the Division of Public Service and Continuing Studies will provide support to disseminate findings as well as leadership development programs; and the Department of Policy Studies and International Affairs will assist with bringing the development of model programs together under the Center. The Center for Civic Engagement and Policy Studies has seven strategic goals: 1) 2) 3) 4) 5) 6) 7) conduct research, publish, and disseminate information to appropriate audience in the region; develop model programs and public that can be transferred to other regions in the state and country; promote economic and social progress through open discussion and dialogues (civic engagement); identify high priority community problems (regional engagement) that need attention; forge strategic partnerships between public, private, non-profit, and educational sectors to address these problems; organize multi-disciplinary teams, each composed of scholars and regional and community leaders who will define the issues to be pursued and the program to be put into place to pursue them; and by integrating, expanding, and focusing on existing programs, and developing some important additions, the Center for Civic Engagement and Policy Studies will position itself as the catalyst for education and discussion of a wide range of public policy issues. The Center for Civic Engagement and Policy Studies anticipates continuing support in meeting a strategic initiative to help the civic community in the southeastern region of North Carolina. Along with continuing state funds, the Center for Civic Engagement and Policy Studies anticipates external funding through gifts, grants, and contracts to expand and enhance the civic community programs.
