CONSENT AGENDA ITEM 8-A ACTION ITEM TO: CHAIRMAN ZIMMERMAN AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: AUGUST 21, 2009 RE: AUTHORIZATION TO ISSUE A RFP FOR LOCOMOTIVE ELECTRICAL COMPONENTS REPAIR OF RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to issue a Request for Proposals (RFP) for maintenance, repair and overhaul of VRE locomotive electrical components. BACKGROUND: Currently, when a locomotive component is in need of repair, Amtrak and/or its subcontractor sends the part to any one of various vendors for work. A vendor is selected based on price and availability to complete work. However, because the vendors doing the actual repairs vary, VRE has limited control over quality assurance and reasonable return schedules. As such, a solicitation to select a regular repair vendor is being requested. This RFP addresses major rotating electrical components such as the main generator, alternator, traction motor and HEP alternator. The contract will be for three years, a base year plus two one year options. As stated in the Operating and Maintenance services RFP, the shipping of parts to the successful proposer will continue with the new contract. Pricing will be structured as a firm fixed unit price for each component. A recommendation for award will be brought back to the Operation Board for action once the solicitation has been completed. NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes the Chief Executive Officer to issue a Request for Proposal for maintenance, repair and overhaul of VRE locomotive electrical components. 3 CONSENT AGENDA ITEM 8-B ACTION ITEM TO: CHAIRMAN ZIMMERMAN AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: AUGUST 21, 2009 RE: AUTHORIZATION TO ISSUE AN RFP FOR THE PURCHASE AND INSTALLATION OF SECURITY CAMERAS AT THE MANASSAS PARKING GARAGE RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to issue a Request for Proposals (RFP) for the purchase and installation of security cameras at the Manassas parking garage. BACKGROUND: In February of 2009, the Operations Board authorized a contract with ADT Advanced Integration of Alexandria, Virginia to install security cameras at the Manassas garage. A sole source was recommended so that the new cameras could be integrated into VRE’s existing camera system using software known as Indigo Vision. At the time, ADT Advanced Integration was the only firm in the Washington area providing installation and technical support for Indigo Vision and their products. Negotiations were protracted due to issues regarding Buy America requirements and indemnification; during that time, VRE staff learned that another company gained the rights to also install and support Indigo Vision. As such, VRE is now requesting permission to solicit proposals for the purchase and installation of the security cameras. Cameras would be placed on the interior and exterior of the parking facility and would also have the ability to view the platform. The scope includes the purchase and installation of 20 security cameras and all the networking components necessary for the recording of video feed and remote access to the system software. Remote access will be provided to authorized City personnel, including the police, and VRE staff. Following receipt of proposals, VRE staff will return to the Operations Board with a recommendation for award. Installation is expected to take approximately five weeks. FISCAL IMPACT Funding is available from the Manassas parking garage project in the VRE capital budget. Funding is provided using a FY 2004 federal grant. BACKGROUND: To-date, VRE’s Security and Emergency Training Program has been largely focused on the training of first responders in the VRE service area. VRE staff also receive in-house training and Amtrak crew working VRE trains receive training from both VRE and directly from Amtrak. The Baseline Assessment and Security Evaluation conducted by the Department of Homeland Security (DHS) in June 2008 recommended that a comprehensive training program be developed for all aforementioned parties. Based on this recommendation, VRE applied to DHS for funding to implement this program and funding was received. The scope of work for this procurement includes designing and implementing a comprehensive training program over a two year period. The contract will be structured as a firm, fixed fee contract. Following the receipt and evaluation of proposals, VRE staff will return to the Operations Board with a recommendation for award. FISCAL IMPACT: This project will be funded via a 2007 Department of Homeland Security Grant. The grant provides 100% funding, so no local match is required.
