SPRINGFIELD STATION RENOVATION PROJECT

RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
issue an Invitation for Bids (IFB) for the station renovation project at the Franconia
Springfield station.
BACKGROUND:
The VRE Franconia Springfield station was constructed in 1995. This station is
comprised of dual platforms with elevator and stair towers on both sides. Through years
of exposure to the elements, station elements such as the canopy and stair tower steel
have become corroded and portions of the glass enclosures have been damaged. The
platform canopy roof is also in need of replacement.
This project will address the replacement of the stairs, painting of the stairs and canopy,
the replacement of the glass enclosures, and the replacement of the canopy roofing
and other miscellaneous components in order to enhance the overall safety and
aesthetics of the facility. The facility will remain open during the renovations.
Upon receipt of bids, VRE staff will review and return to the Operations Board for
authorization to award a construction contract.
FISCAL IMPACT:
Funds for the project are included in VRE’s Capital Improvement Program. Funding is
available from FY 2006, FY 2008, and FY 2010 federal grants as well as local funds.

WHEREAS, the Franconia Springfield station is in need of renovations to station
elements such as the canopy, stair tower, and the glass enclosures; and,
WHEREAS, this project will address replacement of the stairs, painting, replacement of
the glass enclosures, and replacement of the canopy roofing and other miscellaneous
components in order to enhance the overall safety and aesthetics of the facility; and,
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to issue an Invitation for Bids (IFB) for the station renovation

RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
issue an Invitation for Bids (IFB) for the construction of a warehouse at the Crossroads
Yard.
BACKGROUND:
The VRE Crossroads storage yard, located at the end of the Fredericksburg line,
consists of eight stub-end tracks that store seven VRE train sets overnight. Due to
overcrowding of storage, maintenance and inspection facilities at Washington Union
Terminal, VRE initiated relocation of vehicle inspection and some maintenance
activities to outlying yards. This shift was accelerated by the January 2002 Section 238
regulations that require passenger cars to go through a 184-day inspection,
overwhelming existing Amtrak inspection facilities. The initiative to shift more fleet
maintenance to outlying yards was approved by the Operations Board at the June 18,
2004 meeting.
The first step of this relocation was the construction of the Crossroads Service and
Inspection (S&I) Facility within the existing yard area. That facility is now complete.
The next step in this shift is the construction of a warehouse to replace the leased
warehouse facility currently located in Manassas.
At the November 2009 meeting, the Board authorized issuance of a task order to
STV/RWA for the design of a train wash facility and a warehouse at the Broad Run
yard. Once the design of the facilities began, it became apparent that sufficient space
was not available at the Broad Run yard to accommodate both the warehouse and the
train wash. The proposed location for the warehouse was moved to the Crossroads
Yard and design proceeded at that location. The warehouse design is expected to be
complete and ready to advertise for bid in April 2011.
Upon receipt of bids, VRE staff will review and return to the Operations Board for
authorization to award a construction contract.

WHEREAS, due to space constraints, the proposed location of the warehouse has
been moved to the Crossroads Yard; and,
WHEREAS, design of the project is expected to be complete in April 2011.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to issue an Invitation for Bids (IFB) for the construction of a
warehouse at the Crossroads Yard.

Run Yard.
BACKGROUND:

eight stub-end tracks that store six VRE train sets overnight. Due to overcrowding of
storage, maintenance and inspection facilities at Washington Union Terminal, VRE
