ENGINEERING CONSULTING SERVICES
RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive
Officer to issue a Request for Proposals (RFP) for the procurement of general
engineering consulting (GEC) services.
BACKGROUND:
The current GEC contract is set to expire in March of 2013. To-date, over 41 task
orders have been issued with a total contract value approaching the $5,000,000
limit. VRE’s general engineering needs have included projects such as platform
extensions and second platforms, parking lot design, yard facilities design and
several railroad infrastructure projects as well as planning-related tasks.
The GEC contract provides for engineering, planning, environmental and
construction support services. As a result, VRE has found the use of a general
engineering consulting contract to be more efficient than completing numerous,
separate procurements. The GEC program is not intended to address all projects
and separate procurements will continue to be issued using the RFP process
when appropriate.
Once awarded, this will be VRE’s sixth GEC contract. The previous GEC contract
was authorized by the Operations Board in December of 2007 and was awarded
to HDR Engineering, DMJM HARRIS, and STV/Ralph Whitehead Associates.
The GEC contract is awarded to multiple firms to promote competition and allow
tasks to be assigned based on areas of expertise and qualifications. Award to
multiple firms also promotes competition for task order work. The proposed
contract will have a cumulative value of $5,000,000 and a term not to exceed five
years. After competitive proposals for these services have been evaluated, VRE
staff will return to the Operations Board with a recommendation for award.
FISCAL IMPACT:
Funding for this contract is included in VRE’s Capital Improvement Program
through specific projects. Specific project/grant information is provided along with
the authorization request for a specific task order.

WHEREAS, VRE’s general engineering needs have included projects such as

WHEREAS, VRE has found the use of a general engineering consultant to be
more time and cost efficient than completing numerous, separate procurements;
and,
WHEREAS, the existing contract will expire in March of 2013, with a total contract
value approaching the $5,000,000 limit; and,
WHEREAS, a competitive procurement for a new GEC contract must be initiated.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board
authorizes the Chief Executive Officer to issue a Request for Proposals for the
procurement of general engineering consulting services.

THE ALEXANDRIA KING STREET STATION PEDESTRIAN
TUNNEL PROJECT
RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive
Officer to issue an RFP for the final design of the Alexandria King Street
pedestrian tunnel project.
BACKGROUND:
In September of 2008, the Washington Metropolitan Area Transit Authority
(WMATA) completed a pedestrian circulation analysis that identified general
options to improve pedestrian traffic around the VRE/Amtrak and Metrorail King
Street stations. One opportunity identified was the construction of a new tunnel
from the VRE/Amtrak station directly to the Metrorail station. This project would
improve ADA access, eliminate the at-grade track crossing, and upgrade the
eastern VRE/Amtrak platform. Railroad capacity and operational flexibility would
also be improved by allowing passenger trains to use the eastern tracks.
VRE, Amtrak, WMATA, and the City of Alexandria all supported the project and
VRE subsequently sought and received over $7 million in project funding from the
Virginia Department of Transportation (VDOT) for design and construction of the
project. Funding was approved via the Federal Highway Administration (FHWA)
Rail Crossing and Rail Safety program, which is administered through VDOT.
On May 18, 2012, the Operations Board approved the issuance of a task order
that would complete a feasibility study and make recommendations regarding final
design. Authorization is now being sought to issue an RFP for final design of the
pedestrian tunnel. The RFP will incorporate the recommendations from the
feasibility study. It is anticipated the RFP will be issued in August 2012.
Once proposals are received, VRE staff will evaluate them and return to the
Operations Board for a recommendation to award.
FISCAL IMPACT:
Funds for the project are included in VRE’s Capital Improvement Program. Grant
funds are provided by the Federal Highway Administration (FHWA) Rail Crossing
and Rail Safety program. No local match is required.

AT THE CROSSROADS AND BROAD RUN YARDS

RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
issue an Invitation for Bids (IFB) for the track rehabilitation project at the Crossroads
and Broad Run yards.
BACKGROUND:
Both the VRE Crossroads and Broad Run yards were constructed in 1992. Based on
the age and increased use of the tracks, tie replacement and resurfacing are now
needed in order to sustain operations at the same level of safety and efficiency.
This project will replace all substandard ties, rail, switches and ballast at both the
Crossroads and Broad Run yards. Upon receipt of bids, VRE staff will return to the
Operations Board for authorization to award a construction contract.
FISCAL IMPACT:
Funding for this project is included in the facilities line item of the FY 2012 operating
budget. Specific details regarding the cost and schedule of the work will be provided
along with the results of the procurement process.
