(NRC).

Funds in the amount of $58,399.25 are being provided by the Naperville
Regional Center Renovation Budget #03-90-36808-5805001.
3.
BACKGROUND INFORMATION
This item represents a bid for new audio visual equipment for twelve (12)
classrooms and one (1) conference room currently under construction as part of
the Naperville Regional Center renovation project. Items being purchased include
equipment and installation of new projectors, projection screens, surge
protectors, speakers, and cabling.
We recommend the bid be awarded to the lowest responsible bidder, Media
Resources, Inc. While there is a quantifiable gap between bids, Media
Resources, Inc. has completed numerous audio visual installations at the College
of DuPage and the College is confident all drawings and specifications will be
followed.
A legal bid notice was published and twenty-two (22) vendors were solicited, nine
(9) were in-district. Three (3) responses were received of which two (2) were indistrict. No minority owned vendors were identified.
This purchase complies with State Statute, Board Policy and Administrative
Procedures.

Sealed bids will be received in Room 1540, Berg Instructional Center (BIC), College
of DuPage, 425 Fawell, Glen Ellyn, Illinois, up to 2:30 PM, local time, on Thursday,
August 28, 2014. Said bids will be publicly opened and read aloud. No bids will be
received after the time specified herein.
Bids shall be submitted in triplicate on the forms provided, with bid deposit in
accordance with General Instructions to Bidders, which are a part of the
Specifications. Each bid shall be accompanied by a bid deposit in the amount of
fifteen percent (15%) of the Base Bid, payable to the order of the Board of
Trustees, College of DuPage. All questions must be submitted in writing to
zeitzk@cod.edu & andersons270@cod.edu.
No less than the general prevailing wage rates, as required or adjusted pursuant
pursuant to the Illinois Prevailing Wage Act (820 ILCS 130/1-12), shall be paid to
all laborers, work persons, and mechanics performing work under this contract.
The College of DuPage reserves the right to reject any and all bids by Order of
the Board of Trustees, College of DuPage, Community College District Number

Bid package documents, drawings and specifications will be available via email request on
August 7, 2014. Each contractor should contact andersons270@cod.edu for College of DuPage
Naperville Regional Center Audio Visual Installation bid documents.

Any bid received after the time and date stated above will be returned, unopened to the bidder, no matter
what date it was mailed. College of DuPage shall not be responsible for bids that are not received at the
specific office location indicated above by the stated deadline. It is the bidder’s responsibility to ensure
adequate lead times are allowed for delivery.
Prices will be F.O.B. DESTINATION and INSTALLED, College of DuPage, 1223 Rickert Drive,
Naperville, IL 60540. Prices must be firm. No bids will be accepted on the basis of price prevailing at
time of shipment.
Any company or organization to be awarded a contract for goods and/or services must be in compliance
with all State and Federal laws regarding Fair Employment Practice as well as all rules and regulations
thereunder.
Awards will be made to the lowest responsible bidder.
Brand or trade names on bid specifications are used for identification purposes only.

No bid shall be withdrawn for a period of sixty (60) days after the bid opening date without the consent of
the Board of Trustees. The quantities indicated are a reasonable estimate at this time. The College of
DuPage reserves the right to revise any and all quantities, up to the sixty (60) day period.
REQUESTS FOR INFORMATION/CLARIFICATION
Any request for clarification of documents shall be provided in written form via e-mail to Mr. Keith Zeitz
at zeitzk@cod.edu with a copy to Ms. Shirley Anderson at andersons270@cod.edu no later than August
22, 2014 at 12:00 p.m.
RETAILER’S OCCUPATIONAL TAX
The owner is exempted from all applicable Federal, State and local sales tax. Retail sales tax shall not be
included in any bid amount or passed on to the Owner in any form. The Owner will provide tax exempt
certificates upon request.
CERTIFIED PAYROLL
Contractor shall submit to the Owner, monthly certified payroll records as a component of the Application
for Payment. This submittal shall contain records for the contractor and all sub-contractors utilized for the
project. All submittals shall be marked to the attention of the project manager with a transmittal sheet
indicating all contents.
EXCEPTIONS TO SPECIFICATIONS
All prospective Contractors must read the bid specifications and College agreement terms and conditions
attached to this bid carefully. Any exceptions, including additions and/or deletions to the specifications,
terms or conditions presented must be clearly stated and summarized as a separate section in the bid
response. Each Contractor shall submit a detailed summary statement of any and all exceptions taken to
any part of this bid with reference to the specific document, section and/or paragraph(s) involved. It shall
be mutually understood that the Contractor shall comply with all specifications, terms, and conditions of
the bid documents unless specifically excluded in their bid response. Unfamiliarity with the College's
agreements, operations, and facilities shall not relieve the successful Contractor from the necessity of
providing, without cost to the College, any materials or performing any labor or service that may be
required to carry out the intent of the resulting agreements. Contractor’s signature shall be
construed as acceptance of, and willingness to comply with, all provisions of the bid and resulting
agreements unless noted.
ERROR IN BID
Where a bidder claims to have made a mistake, such mistake must be called to the attention of the Owner
within twenty-four (24) hours after the opening of bids. Within forty-eight (48) hours of the bid opening,
bidder shall submit to Owner original documentary evidence to the Owner’s designated contracting
officer with a detailed explanation of how the mistake was made. Failure to conform with this requirement
precludes the bidder from withdrawing its bid based upon a bid mistake. If such notice, proof and
explanations have been tendered, and the contracting officer is convinced that a bona fide mistake has
been made, the contracting officer may recommend to the Board of Trustees that the bidder be allowed to
withdraw its bid and recommend that the bid be awarded to the next lowest responsible responsive bidder.
If the Board determines by majority vote, that the bidder has made a bona fide error, no award will be
made upon such bid and the bid security will be returned.
COMPLIANCE
Submissions under this Invitation to Bid shall be for items at least equal to or better than the quality and
performance characteristics stated herein. The burden of proof that product and services meet
specifications shall be documented by the bidder and be provided as part of the submitted proposal.

Failure to provide complete documentation of the product compliance with specifications required, may
result in bid rejection.
TIME OF COMPLETION
Time is of the essence in the installation of the materials and the Contract will be predicated upon full
compliance with the Contractor’s stated time of completion for Owner’s useful installation included in this
proposal. The Owner will evaluate each bidder’s capability in this regard in awarding the Contract. Bidders
are informed that actual construction must be started immediately following the award and signing of
contracts and work must be carried on continuously thereafter until completion except on written order from
the Engineer.
SUPPLIERS AND SUB-CONTRACTORS
Contractor shall supply the college with a listing of all suppliers and/or sub-contractors to be utilized as
part of this Contract. This listing shall be provided as part of the bid. In the event that no sub-contractors
are to be utilized, contractor shall submit a statement indicating so.
Bidders are reminded of the following:
1. Any request for clarification of documents shall be provided in written form via e-mail to Mr.
Keith Zeitz at zeitzk@cod.edu with a copy to Ms. Shirley Anderson at andersons270@cod.edu
no later than August 22, 2014 at 12:00 p.m.
2. The Proposal Form must be filled out completely. Bids must be complete and include all work in
accordance with the bid documents.
3. Bids are to include the cost of 100% Performance and 100% Labor and Material Payment Bond
in accordance with General Instructions to Bidders, Article 22.
4. Bids are to include the cost of insurance in accordance with General Instructions to Bidders, Article
10.
5. College of DuPage will hold the Contract Agreement with the successful Contractor. The Form
of Contract Agreement is included in the bid documents.
6. Bid security shall be submitted per the General Instructions to Bidders.

1. SUBMISSION OF BIDS
Bids must be made in accordance with the following instructions and format provided in the Bid Form,
and must be fully completed.
2. RECEIPT OF BID DOCUMENTS:
Upon receipt of the Bid Package, the bidder shall immediately check that all documents listed in the Table
of Contents of the Project Manual and all Drawings and Specifications have been received. If an item is
missing, please contact Mr. Keith of the College of DuPage at zeitzk@cod.edu and copy Ms. Shirley
Anderson of the College of DuPage at andersons270@cod.edu.

4. EXAMINATION OF SITE AND CONTRACT DOCUMENTS:
Before submitting a bid, the bidder is required to carefully examine the Contract Documents, visit the site
and note existing facilities, conditions, and limitations affecting the work to be performed under this
Contract.
By submitting a bid, the bidder agrees it has examined the Contract Documents, has visited the site, noted
all conditions and limitations affecting the work, and fully understand the nature of the work, general and
local conditions.
By submitting a bid, the bidder agrees that it will not make any claim for damages or additional
compensation because of lack of information, or because of any misunderstanding, or because of any
misinterpretation of the requirements of the Contract.
5. PREPARATION OF BIDS:
Bid Forms shall be complete without alterations, erasures, or corrections.
Bids containing conditions, omissions, alterations, items not called for, or irregularities of any kind, may
be rejected for failure to comply with the requirements stated herein.

Include the full business address of the bidder. Signature shall be both in longhand and typed.
Partnerships must sign the proposal. In case of a proposal submitted by a Corporation, the bid shall be
signed by an officer duly authorized to sign on behalf of the Corporation.
6. EXPLANATION TO BIDDERS:
Where appropriate, interpretations will be confirmed by Addenda to all registered bidders who have
attended the pre-bid conference. Direction received from other parties and/or not confirmed via addenda
shall not be considered.
Such Addenda, issued during the bidding period, shall be acknowledged on the Bid Form and shall be
included in the Contract at the time of award.
7. ACCEPTANCE OR REJECTION OF BIDS:
The College of DuPage reserves the right to reject any bid if it is not deemed suitable for the purpose for
which it is intended.
The bidder acknowledges the right of the Owner to reject any or all bids and to waive any informality or
irregularity in any bid received. In addition, the bidder recognizes the right of the Owner to reject a bid if
the bidder failed to submit the data required by the bidding documents, or if the bid is in any way
incomplete or irregular.
8. TAXES:
The Owner is exempted from all applicable Federal, State, and local sales taxes. Retail sales taxes shall
not be included in any bid amount or passed on to the Owner in any form. The Owner will provide tax
exempt certificates upon request.
9. PERMITS:
Owner shall purchase all building and stormwater permits required. Contractors must be currently (2014)
registered with DuPage County Building Department.
10. INSURANCE:
Each bidder must include in his proposal all costs associated with providing insurance
coverage as specified below:
The College of DuPage requires a Certificate of Insurance listing:
I) Workmen’s Compensation Insurance shall be carried for all employees employed
in carrying out the work contemplated under this agreement. The insurance shall
comply with all State of Illinois and Federal requirements as may relate to
Worker’s Compensation Insurance. Employer’s Liability Insurance shall also be
provided for both bodily injury and disease that may arise out of the employment
of any person involved in work under this agreement.

II) Automobile Liability Insurance shall be carried to cover any liability arising out of the
use of any automobile. This insurance shall cover owned, non-owned, leased and
hired automobiles to protect claims for bodily injury or property damage which may
arise from the use of motor vehicles engaged in various operations under this Contract.
Combined Single Limit of $1,000,000 for both bodily injury and property damage.
III) General Liability Insurance shall include: Bodily Injury, Property Damage,
Personal Injury, Explosion, Collapse and Underground Damage Liability
Endorsements (commonly called X, C, and U hazards), Products and Completed
Operations, Blanket Contractual and Broad Form
Property Damage coverage,
with:
Limits: $1,000,000 Per occurrence
$2,000,000 General Aggregate
$1,000,000 Personal and advertising injury liability
$2,000,000 Products and completed operations aggregate
 Include College of DuPage, its director’s & officers, employees and agents as additional
insured’s on the policy.
 Stipulate that such insurance is primary and is not in addition to, or contributing with,
any other insurance carried by, or for the benefit of College of DuPage.
 Waive any and all right of subrogation against College of DuPage
 Contain separation of insured’s endorsement.
 The aggregate limit must be written per Project or per location limit
IV) Umbrella/Excess Liability Insurance shall be carried to cover any liability in excess of
the limits of coverage already required and provided through the primary liability policies.
Limits: $4,000,000 Per occurrence
$4,000,000 Aggregate
Umbrella Excess Liability Insurance must be in excess of the Employer’s Liability
Insurance,
Automobile Liability Insurance, and General Liability Insurance.
V) Property Insurance shall be carried to protect all owned property brought on the premises
relative to this agreement.
VI) Terms and Conditions
 Prior to the commencement of the agreement, a valid/original Certificate of Insurance
evidencing that all required insurance is in force, executed by an authorized
representative of the insurance company, must be sent to College of DuPage, Attn:
Purchasing Supervisor. Such Certificates shall identify the specific project/contract
and location.

 All Insurance companies shall be rated A VI or better by the current Best’s Rating Guide
and approved by the College.
 All policies of insurance must be endorsed to contain a provision giving College of
DuPage a thirty- day (30) prior written notice by registered mail of any cancellation of
that policy or material change in coverage.
 Receipt and review by the College or the College’s Representative of any copies of
insurance policies or insurance certificates shall not relieve the party to this agreement
of his obligation to comply with the insurance provisions of the Agreement.
 The insurance provisions of this Agreement shall not be construed as a limitation of the
responsibilities and liabilities pursuant to the terms and conditions of this Agreement,
including but not limited to
liability for claims in excess of the insurance limits and coverage’s set forth herein.
 All policies shall be written with insurance companies licensed to do business in the State
of Illinois. The College reserves the right to verify any information with the carrier.
11. TEMPORARY ON-SITE FACILITIES:
Each bidder must include in its proposal all costs for installation, maintenance, and removal of temporary
sheds, field offices, all utilities, site restoration, drinking water, temporary toilet facilities, and rubbish
removal required for his exclusive use.
12. ENGINEERING/LAYOUT:
Engineering refers to any shop drawings, submittals, and record drawings required for approval of the
work. Each bidder must include in its unit prices all costs for engineering (no individual line item for this
work will be included in the bid packages).
Any required Construction Layout will be performed by each individual Contractor and will be
compensated from designated Pay Item for each project in accordance with the specifications.
13. AWARD OF CONTRACT:
The award of the contract will be made within sixty (60) calendar days after the opening of proposals to
the lowest responsible and qualified bidder whose bid complies with all the requirements prescribed. The
successful bidder will be notified by letter that its bid has been accepted and that is has been awarded the
contract. Failure to execute performance as per the accepted bid may result in legal action by the College
of DuPage to recover damages.
If a contract is not awarded within sixty (60) days after the opening of proposals, a bidder may file a
written request with the Purchasing Manager on the withdrawal of its bid and the Owner will permit such
withdrawal.
The bid security of all except the three (3) low bidders will be returned promptly after the bids have been
checked, tabulated, and the relation of the bids established. Proposal security of the three (3) lowest
bidders will be returned as soon as the contract and the bond of the successful bidder have been promptly
executed and approved.

If contracts cannot be awarded promptly, the Owner may permit the three (3) lowest bidders to substitute
for the bank cashier’s checks, bank drafts, or certified checks submitted with their proposals as proposal
guarantees, bidder’s bonds executed by corporate surety companies satisfactory to the Owner, but such
substitution shall not be made until a period fifteen (15) days has elapsed after the date of opening.
14. RELIEF FROM BID ERRORS OR PROTEST OF ANY DISPOSITION OF A BID:
Error in Bid. Where a bidder claims to have made a mistake, such mistake must be called to the attention

Protest of Action Taken on Bid. Where a bidder disagrees with any action taken on its bid, or the award
of any contract, the bidder shall conform to the procedures set forth herein.
15. BID DISPUTES:
Final and Binding Arbitration. By submitting a bid and by executing the bid submittal form, each
bidder agrees to submit to final and binding arbitration any claim it has or may have against the Owner,
the Architect/Engineer, Construction Manager, and their respective employees arising out of or in
connection with the administration, evaluation, recommendation to award or reject any bid, or the award
or rejection of any bid.
Demand for Arbitration within 48 Hours. An unsuccessful or successful bidder must personally serve
on the Owner a written demand for arbitration within forty-eight (48) hours of the award of the contract or
waive any challenge to the award or rejection of the award. The demand for Arbitration shall set forth
with specificity the factual and legal basis of the challenge to the rejection or award of the bid. Within
forty-eight (48) hours of receipt of the demand for Arbitration, the Owner shall respond in writing
answering the factual and legal basis for the award. Either party may request and receive documentation
from the other party pertaining to the basis of the award or rejection of the bid. Disputes relating to such
exchange shall be resolved by the arbitrator.
Selection of Arbitrator. The parties shall promptly select an Arbitrator from the membership of the
Society of Illinois Construction Attorneys (www.soica.org) or such other arbitrator the parties expressly
agree and set a date for hearing on the challenge to the bid award or rejection. If the parties are unable to
agree on an Arbitrator, either party may initiate a claim before the American Arbitration Association. An
Arbitrator shall be selected by a Case Manager of the American Arbitration Association on a Fast Track
Procedure basis. Proceedings shall be had in accordance with the American Arbitration Association
Construction Industry Arbitration Rules then in effect to the extent consistent with the provisions herein.
Expedited Process. A hearing shall be set as expeditiously as appropriate to allow a fair hearing and
prompt disposition of the dispute without delay in issuance of a Notice to proceed and the commencement
of the Project.

Expenses of Arbitration. All expenses pertaining to the Arbitration of the award or rejection of the bid
shall be shared equally between the participants to the Arbitration.
Final and Binding. The decision of the arbitrator shall be final and binding and enforceable and
judgment may be entered upon it in accordance with the applicable law in any courth having jurisdiction
thereof.
16. ALTERNATE SELECTION:
Lower bidder is determined on basis of lump sum bid. The College of DuPage shall have the right to
accept Alternates in any order or combination based upon the best use of available budget, at the sole
discretion of the College.
17. SAFETY:
The Contractor shall comply with State and Federal Safety Regulations as outlined in the latest revision
of the Federal Construction Safety Standards (Series 1926) and with applicable provisions and regulations
of Occupational Safety and Health Administration (OSHA), and the Standards of the Williams-Steiger
Occupational Health and Safety Act, 1970 (Rev.). The Contractor, Architect/Engineer, and Owner shall
each be responsible for his own respective agents and employees.
18. REGULATIONS:
The Contractor or Subcontractor warrants that they are familiar with and they shall comply with all
Federal, State, and Local Laws, statutes, ordinances, rules, and regulations and the orders and decrees of
any courts or administrative bodies or tribunals in any manner affecting the performance of the Contract,
including, without limitation, Workmen’s Compensation Laws, minimum salary and wage statutes and
regulations, laws with respect to permits and licenses and fees in connection therewith, laws regarding
maximum working hours and laws and regulations with respect to use of explosives. No plea of
misunderstanding or ignorance thereof will be considered. Whenever required, the Contractor or
Subcontractor shall furnish the college with satisfactory proof of compliance with said Federal, State, and
Local Laws, statutes, ordinances, rules, regulations, orders, and decrees.
19. EQUAL EMPLOYMENT OPPORTUNITY AND AFFIRMATIVE ACTION:
In the hiring of employees for the performance of work under the Contract and any subcontract
thereunder, no Contractor or subcontractor shall, by reason of race, color, sex, religion, national origin,
ancestry, age, marital status, disability, unfavorable military discharge, or sexual orientation, discriminate
against any citizen of the United States, in the employment of Labor or workers, who are qualified and
available to perform work to which the employment is related. Neither shall any Contractor or
Subcontractor or any person on behalf of either discriminate against or intimidate any employee hired for
the performance of work under this Contract on account of race, color, sex, religion, national origin,
ancestry, age, marital status, disability, unfavorable military discharge, or sexual orientation.
20. PREVAILING WAGE RATES:
All contracts for work herein are subject to the provisions of 820 ILCS 130, Ch. 48, PR. 39s-1 through
39s-12, providing for the payment of the prevailing rate of wages to laborers, workmen, and mechanics
engaged on the work. It shall be the responsibility of the contractor to monitor revisions in Prevailing

Wage rates and apply such revised rates to any such contract. Rates are posted at the Illinois Department
of Labor website: www.state.il.us/agency/idol/rates.html
Contractor shall submit to the Owner, monthly certified payroll records as a component of the Application
for Payment. This submittal shall contain records for the contractor and all subcontractors utilized for the
project. All submittals shall be marked to the attention of the project manager with a transmittal sheet
indicating all contents.
21. BID SECURITY:
Bid security in the form of a CERTIFIED CHECK, CASHIER’S CHECK, or BID BOND made payable
to the College of DuPage is an amount equal to fifteen percent (15%) of the base bid total IS REQUIRED.
The bond carrier shall have a minimum Best Rating of a VI. The Bid Security shall be submitted with the
bid and will be retained by the Owner if the successful bidder fails to execute the contract within ten (10)
days after the notice of acceptance of their bid by the Owner. Retention of the Bid Security by the College
pursuant to the terms of the bid specifications does not preclude or in any way limit any other remedies
the College may have against the bidder for violation of the terms of the bid specifications or the refusal
of the bidder to enter into the Contract.
22. PERFORMANCE AND PAYMENT BONDS:
The successful bidders must, within ten (10) days after they have received notice of the award to them
and at the time of entering into a contract with the College of DuPage, furnish a Performance Bond
agreeing to perform the work in accordance with all of the provisions of the Contract, as in said
Performance Bond provided and a Payment Bond agreeing to pay not less than the prevailing wages to
laborers, workmen, and mechanics engaged on the work, subject to the provisions of ch. 48, Section 39s1 through 39s-12, Ill. Rev. Stat. All work shall be performed in accordance with the Contract and the
laws of the State of Illinois and agreeing to pay all sums of money due for labor, materials, apparatus,
fixtures or machinery and transportation with respect thereto, as in said Payment Bond provided, each
dated the same day as the Contract, in the forms prescribed by the College of DuPage and each in an
amount equal to the Contract price and authorized to do business in the State of Illinois. These bonds shall
be maintained by the Contractor and shall remain in full force and effect until final acceptance of the
work by the College of DuPage. The Contractor agrees and will cause the surety to agree to be bound by
each and every provision of all the Contract documents. The bond carrier shall have a minimum Best
Rating of a VI.
If any surety upon any bond furnished in connection with this Contract becomes unacceptable to the
College of DuPage, the Contractor shall promptly furnish such additional security as may be required
from time to time to protect the interests of the College of DuPage and all persons supplying labor or
materials in the prosecution of the work contemplated by this Contract.
In the event the surety shall make any assignment for the benefit of creditors or commit any act of
bankruptcy, or if it shall be declared bankrupt, or if it shall file a voluntary petition in bankruptcy, or shall
in the opinion of the College of DuPage be insolvent, the Contractor agrees forthwith upon request of the
College of DuPage to furnish and maintain other corporate surety with respect to said Bonds satisfactory
to the College of DuPage. All costs of Performance/Payment Bonds shall be included in the Base Bid.
23. PROMOTIONAL INFORMATION:

There shall be no information divulged concerning this project to anyone including, for example,
information in application for permits, variances, and other approval except such as is necessary to secure
the same provided that all such applications shall be first submitted to the Owner for approval. The
Contractor shall not further refer to the project in any of his promotional materials without the Owner’s
prior written consent.
24. PROPOSAL MODIFICATIONS:
It is understood that bids are in strict accordance with specification requirements. Bids shall be deemed
final, conclusive, and irrevocable. No bid shall be subject to correction or amendment for any error or
miscalculation, except as provided herein. Bid prices shall include cost of materials as specified, any
applicable discounts and shipping.
25. PROJECT CLARIFICATIONS:
If any Contractor submitting a bid for this project is in doubt as to the true meaning of the specification or
other documents or any part thereof, they shall request clarification from the Purchasing Manager.

No oral or telephonic questions or clarifications shall be considered unless requested by the College. Once
all of the questions and request for additional information have been received, the College will publish the
same along with the answers to all registered Contractors for this bid. This document will be published by
5:00 p.m. on August 26, 2014. No questions or clarifications shall be accepted for this bid after the
deadline established above, to allow the College sufficient time to respond. All addenda shall become part
of the bid (Contract) documents. The College shall not be responsible for any explanation, interpretation,
or communication made that does not follow this procedure.
26. CONTRACTOR QUALIFICATIONS:
In order for a contractor to be considered for award, they must have available staff, expertise, experience,
organization, and support personnel to perform this work within the time frame specified. Contractors
must also adequately demonstrate the capability and expertise necessary to cope with the requirements of
the work to be performed. In addition, Contractor must have been in business within the State of Illinois
for a minimum of 5 years. Customer references may be required.
The College of DuPage shall be the sole entity that determines whether or not the bidders meet the
following qualifications based upon the information submitted with bids and subsequent research.
Any and all bidders (General Contractor, Prime Contractors, Subcontractors, and Suppliers) who have
previously contracted work and/or are currently contracted with the College of DuPage must have
completed that work in accordance with all contract requirements. COD shall have the right to reject any
bidding or bidders who have not fulfilled contract requirements to the satisfaction of COD.

Additional qualifications are required for those contractors and suppliers within each section of the
Technical Specifications of the Project Manual. Prior to bidding, all bidders and those who wish to supply
or perform any of the work must meet these requirements.
The Contractor shall list ALL sub-contractors in the appropriate location on the bid form.
Contractors and subcontractors with ongoing contracts with the College (with schedules that are
concurrent with the schedule for this project) will be required to provide separate crews and
Superintendents to perform the work under this Contract. Contractors and their subs with ongoing work
with the College of DuPage shall provide a written list on Company letterhead of all staff assigned to
current contracts and this contract.
27. CONTRACTOR’S AFFIDAVIT WAIVER OF LIEN:
Contractor’s affidavit and waiver of lien shall be submitted with the monthly invoices. Contractor must
state all sub-contractors and status of payment for labor and materials to each. “Waiver of Lien to Date”
(Form #1722, rev. 3/76) and “Final Waiver of Lien” (Form #3870CT, rev. 3/76). Payment will not be
processed until these forms have been received.
All Contractors shall also submit a waiver of lien for each sub-contractor associated with the job, with
their invoice. Payment will not be processed until these forms have been received.
28. RECORD DRAWINGS:
All Contractors shall submit record drawings (as-builts) in duplicate, upon the completion of work. Final
payment will not be processed until drawings have been received and verified as complete. All drawings
submitted shall become property of the College of DuPage. An as-built engineering survey, along with
other requirements for as-built documents as detailed in Section 01 78 39 of specifications, shall be
completed.
29. ENVIRONMENTAL HAZARDS:
The Contractor or Subcontractor shall incorporate the use of products containing the lowest available
amounts of volatile organic compounds (VOC’s) in the completion of all aspects of the Contract. Material
Safety Data Sheets (MSDS) shall be provided to the College for any product that poses a potential health
hazard from its use. In the event that products with low VOC’s cannot be utilized, the Contractor shall
notify the College of the situation and limit the application of such products to periods when the facilities
are minimally populated. The contractor shall make every effort to keep exposure to hazardous materials
below OSHA permissible limits.
The Contractor shall furnish the College with satisfactory proof of compliance whenever requested.
The contractor and all subcontractors shall comply with all applicable State and Federal EPA earthwork
excavation, transportation, and placement on and off site regulations. All testing requirements and costs
shall be the sole responsibility of the Contractor and not the Owner.
30. PAYMENT:
The Owner will make partial payments to the Contractor monthly and will retain from the Contractor’s
payment requests an amount equal to 10% of the work performed until Final Payment.

31. CORRECTION OF WORK AFTER FINAL PAYMENT:
Neither the final payment of this Contract, by the Owner, nor any provisions in these Contract documents
shall relieve the Contractor of the responsibility for negligence in the furnishings and installations of said
improvement or faulty workmanship or material which show up within the minimum guarantee period of
two (2) years from the final acceptance of the work performed under this Contract, nor of the
responsibility of remedying such faulty workmanship and materials. All warranties/guarantees in writing
prior to submitting invoices. Payment will not be released until written warranty/guarantee is received by
the College of DuPage. See specifications for work where warranties exceed two (2) years.

*Substantial completion includes the completion of all major items of work, all areas are open to

Contractors shall include all costs for premium time required to complete the project by the Substantial
Completion Date. Failure to meet the Substantial Completion Date of November 2014 will result in
liquidated damages.
33. LIQUIDATED DAMAGES:
The Contractor acknowledges that the Work involves construction in areas which are essential to the
Owner’s operations. Failure to complete the Work on or before the Contract Time(s) will result in
material economic losses to the Owner. Contractor agrees to perform the Work fully and shall execute
and substantially complete and finally complete the Work within the prescribed time. Should the
Contractor fail to complete the Work within such times, the Contractor agrees to credit or pay, as the case
may be, to the Owner for each and every day of such delay in substantial completion of the Work beyond
the Contract Time the Sum of One Thousand Dollars ($1,000.00) per day, as liquidated damages.
Additionally, should the Contractor fail to finally complete the Work within such time, the Contractor
shall credit or pay, as the case may be, to the Owner for each and every day of such delay in final
completion of the Work the Sum of Five Hundred Dollars ($500.00) per day, as liquidated damages. The
Contractor acknowledges the difficulty in estimating the actual damages that the Owner may incur, but
agrees that the amounts set forth herein are reasonable approximations of the Owner’s losses due to
expenses and loss of operations per diem. The Contractor agrees that these amounts are not a penalty.
Such sums shall be deducted from payments otherwise due to the Contractor, then and in that event,
Contractor shall be liable to the Owner for such difference, which shall be paid within thirty days after
request by the Owner. The aforesaid liquidated damages relate to different damages incurred by the
Owner and shall therefore be measured independently, and if necessary, concurrently.

must be written on or attached to the Bid Form. Unless indicated, it is understood that
this bid is in strict accordance with specification requirements.
Bids shall be deemed final, conclusive, and irrevocable. No quotation shall be subject
to correction or amendment for any error or miscalculation. Bid prices must include
cost of items as specified, any applicable discounts, shipping AND ANY
INSTALLATION/ASSEMBLY costs.
Physical samples will be required at the discretion of the college. Submittals shall be
delivered to a specified location within (5) working days of notification.
NOTE: All pricing must be submitted on the enclosed bid form. Bids submitted on any
other form or typed paper will not be accepted.

Quality Assurance
Acceptable manufacturers: All like items bid shall be from the same manufacturer.
Items will not be permitted to be mixed. Items listed in the bid specifications are
College standard items.
D.
Compliance
Submissions under the Invitation to Bid shall be for items at least equal to or better
than the quality and performance characteristics stated herein. The burden of proof
that products and services meet specifications shall be documented by the bidder
and be provided as part of the submitted proposal. Failure to provide complete
documentation of the product compliance with specifications required may result in
bid rejection. PLEASE SUBMIT COMPLETE SPECIFICATIONS FOR ANY
ALTERNATE ITEMS OFFERED.

Guarantee
The bidder shall guarantee to replace, without cost to the College of DuPage, any and
all items that shall become defective within 120 days, where the defect is clearly a
fault of the manufacturer and not of misuse.
Warranty
Manufacturer’s standard form in which manufacturer agrees to repair and /or replace
components of manufactured Audio or Visual Equipment that fails in material or
workmanship within specified warranty period.
Installation Warranty: A 2 year warranty shall be provided on all workmanship and labor.
F.
Product Delivery, Assembly, Storage, and Handling
1. All deliveries are to be coordinated with the Construction Manager’s jobsite
superintendent at least 48 hours in advance of delivery. Deliveries will be taken at a site
determined by the jobsite superintendent main entrance. The receiving contractor is to
provide all labor and equipment necessary to offload and distribute materials to the preassigned location. The Construction Manager will not provide equipment or personnel
to offload and distribute materials. Any deliveries that are not coordinated or if there are
no receiving personnel and equipment may be turned away.
2. All deliveries are to be scheduled prior to 3:00 pm. Deliveries after 3:00 pm must be
scheduled in advance with the Construction Manager’s jobsite superintendent. There
may be a cost to schedule deliveries after 3:00 pm as Supervisory personnel must be
on-site to secure the site upon completion.
3. Work is to take place between the normal business hours, Monday through Friday,
7:30am – 5:00pm.
4. Floor and wall protection is to be provided by the delivering and installing contractors
and is to be removed upon completion of the work.
5. Audio Visual Equipment deliveries shall be scheduled to be received in the building by
October 13, 2014 unless prior arrangements are made with the Construction Manager’s
jobsite superintendent.
6. Installation of equipment is to proceed in accordance with the agreed upon sequence as
coordinated with the Construction Manager’s jobsite superintendents.
7. Installing contractors are to check-in daily with the Construction Manager’s jobsite
superintendents. No workers are allowed in the building if they have not checked in.
8. Equipment contractors are to provide a copy of their Certificate of Insurance naming
College of DuPage’s designated construction company as additional insured to the
Construction Manager’s jobsite superintendent. Work cannot proceed in the building if a
Certificate of Insurance has not been received. Delivery vehicles are to have evidence
of insurance when on site.
9. Hard hats, shirts, and proper shoes are required to enter the site. Gym shoes and
shorts are not acceptable. Hard hats are to be worn at all times in the building.
10. All contractors are responsible to provide daily clean-up. Dumpsters and/or means to
dispose of materials and debris are to be provided by each contractor. Debris is not to
be placed in the general construction dumpsters unless previously arranged with the
Construction Manager’s jobsite superintendent. Should debris not be cleaned up on a
daily basis the Construction Manager will have debris cleaned up and charge the
applicable contractor $100/hour.

11. The Construction Manager is signatory to the laborer’s and contractor’s collective
bargaining agreements. Installing contractors must, to the extent that the work at the
project site falls within the scope and jurisdiction of one or more of the collective
bargaining agreements, comply with and adhere to all of the designated construction
company’s obligations with respect to such agreements.
12. Damage to completed and adjacent work from the installation of furniture and
equipment is to be repaired at the installing contractor’s expense.
13. INSTALLING VENDOR MUST BE FAMILIAR WITH THE PROPER INSTALLATION OF
THIS TYPE OF EQUIPMENT AND BE RECOGNIZED BY THE MANUFACTURER AS
AN INSTALLATION REP. INSTALLATION REFERENCES SHALL BE SUBMITTED TO
THE COLLEGE UPON REQUEST.

Attachment “A” General Provisions
1.
Work required under this section shall include, but is not limited to, supplying all
labor, materials, and equipment necessary for the project, per all contract drawings and
contract specifications.
2.
All work shall be completed in a professional manner by a knowledgeable General
Contractor who is familiar with the type of work required.
3.
General Contractor shall inspect the site of work before submitting their bid and shall
familiarize themselves with the existing conditions of the project work area, including
access routes, need for construction signage, various modes of protection necessary to
implement the work as specified herein. Submission of a bid shall be accepted
evidence that such a visit and investigation has been made. No allowance shall be
made on behalf of a contractor because of existing conditions that could have been
known via site visit.
4.
All dimensions shall be obtained by the contractor for the accommodation of
equipment and materials furnished and installed by the General Contractor.
5.
The Owner will obtain and purchase the building permit, but the General Contractor
will be responsible in pulling them and submitting required contractor licenses.
6.
The General Contractor shall clean the job site daily and remove from the premises
any waste material and debris caused by the performance of the included in the
contract.
7.
General Contractor shall warrant that no materials containing asbestos will be used on
this project.
8.
General Contractor shall be held responsible for any damage caused to the building or
grounds resulting from the execution of this work. All restorations are to be completed
with materials and workmanship consistent with COD standards.
9.
General Contractors are prohibited from allowing their employees to work on campus
who have been convicted of violent crimes or who have outstanding criminal warrants.

10.
All General Contractors who employ work release persons as employees shall furnish
to the College of DuPage Project Manager all names of such persons employed under
the Work Release Program.
11.
All General Contractors shall provide the College of DuPage Project Manager a list of
supervisors in charge of the construction along with 24 hour telephone numbers and
sites of construction.
12.
General Contractor and their employees shall comply with all parking regulations and
shall park their vehicles in authorized areas only.
13.
General Contractors shall consult with the City of Naperville for state law
requirements, prior to installation of any temporary fencing or directional signage.
Construction compounds are to have affixed to the perimeter fences, signs that state:
“Trespassing in the Compound is a Violation of State Law.”
14.
Contractors and their employees are to obey all laws, as well as the rules of College of
DuPage when they are on College property.
15.
College of DuPage students, faculty, and staff are not to be disturbed or in any way
disrupted in their responsibilities. Construction personnel are to refrain from any
unsavory or unwanted comments towards students, faculty, staff and visitors to
campus.
16.
College of DuPage is non-smoking campus. The use of tobacco products is prohibited
anywhere on the campus, indoors or exterior, with the exception of within personal
vehicles.
17.
General Contractor and his employees shall secure all property as much as feasible to
reduce theft or damage to equipment or property. Contractors are expected to work
with Pepper Construction and participate in crime prevention efforts.
18.
All materials shall be new, except where noted on specifications or drawings, and in
manufacturer’s original, unopened containers with labels intact and legible, and in
sufficient quantity to allow continuity of work.

The General Contractor shall be responsible for any materials delivered to the College

during the term of the Contract. Any storage of materials provided by the College
shall be at the sole risk of the Contractor.
21.
The General Contractor is responsible to locate both public and private underground
utilities in the area of the Work. After JULIE and private utility locating firms have
been notified about the project and marked the utilities found on the work site, and
prior to beginning any excavations, the General Contractor will coordinate a meeting
at the site, “joint utility locate meeting”, where all contractors, designer, and
representatives of the College are in attendance. General contractor will provide 48
hours in advance of this meeting, a map indicating utilities located as they relate to
excavation areas or areas that will be used for vehicle access. The purpose of this
onsite meeting is to gain further understanding of what utilities may be impacted by
the work, and to coordinate the shutdown of any utilities intended to go out of service
during the implementation of the work.
22.
In the event General Contractor encounters uncharted utilities during performance of
the work, whether damaged or not, the General Contractor will stop work and will
notify Naperville Police and Pepper Construction of the incident for inspection for
further direction. After the call to campus police, the General Contractor will notify
the COD Project Manager.
23.
At the end of the project, any utility markings, flags, paints, etc. shall be removed by
the General Contractor, restoring the area to as-like conditions or better.
24.
All existing utilities found/located during the performance of the work, shall be
graphically documented/recorded and these records will be turned over to COD in hard
and electronic mediums.

SAFETY PLANNING & PROGRAMS
This handbook has been provided to familiarize
all subcontractors, their supervisors and
craftspeople with the Pepper Construction safety
rules, procedures and guidelines for preventing
jobsite accidents and injuries.
An officer of your company has read this
handbook, agreed with its terms and conditions
and it is included in the Subcontract Agreement
between your company and Pepper Construction.
This commitment assures your compliance with
the safety rules, procedures and guidelines
outlined in this handbook, as well as all
applicable Federal, State and Local regulations.
ADMINISTRATIVE
Per contractual requirements, the subcontractor
must submit a pre-job/site specific safety plan.
Additionally, a job start meeting with each
subcontractor foreman, Pepper Construction site
Superintendent and the Pepper Construction
Safety Department must take place prior to any
work starting.
The subcontractors’ COMPETENT PERSON
must be fully aware of this plan and the
procedures necessary to eliminate hazards. This
plan must be reviewed with your crew, updated
regularly as site conditions warrant and reflect
changes in safety procedures that are necessary
to maintain a safe jobsite.
Weekly Tool Box meetings are required of all
subcontractors. Documentation of these
meetings must be submitted to the Pepper
Construction site Superintendent, on a weekly
basis. Project meetings will include Safety as an
agenda item and all subcontractor supervisors are
required to attend.
INSPECTIONS
STATUTORY REQUIREMENTS
Each SUBCONTRACTOR is expected to be
aware of and comply with Federal, State and
Local safety regulations. Also, each
subcontractor has agreed to hold the Owner &
Pepper Construction, harmless for all claims,
damages, (including legal fees) and/or penalties
incurred as a result of SUBCONTRACTOR
failure to comply with such regulations.
COMPETENT PERSON/10-HOUR OSHA
TRAINING
Accident prevention is the responsibility of each
subcontractor and their employees. A
COMPETENT PERSON must be designated in
writing by the subcontractor. It is the competent
person’s responsibility to initiate and maintain an
effective safety process at the jobsite. Each
competent person shall have completed the tenhour / OSHA Construction Safety and Health
Training course. Documentation of this training
must be provided and kept on file in the Pepper
Construction jobsite safety files.
Each subcontractor will perform regularly
scheduled safety compliance inspections of their
work, conduct weekly Tool Box safety meetings
with their site personnel and submit
documentation of these meetings to the Pepper
Construction site Superintendent on a weekly
basis.
Subcontractors are required to inspect the areas
in which their employees are working and
immediately report any unsatisfactory or unsafe
conditions to the Pepper Construction site
Superintendent.
Unsafe conditions created as a result of
subcontractor operations must be corrected
within contract requirements. Failure to comply
will result in written notice to said
subcontractors insurance carrier and corporate
office. Failure to comply may warrant the
removal of the subcontractor’s personnel or
employee from the jobsite.
ACCIDENT REPORTING
All accidents shall be reported to the Pepper
Construction site Superintendent immediately
after providing for medical treatment to the
injured. This includes all second tier
subcontractors. Accidents involving damage to
property, public or private, general liability or

injury to non-employees must also be reported
immediately. A copy of each accident report is
to be provided to the Pepper Construction site
Superintendent within 24 hours.

DRUGS & ALCOHOL
Necklaces, dangling jewelry and rings
substantially increase the risk of becoming
entangled in job site equipment.
Every person on the jobsite will abide by the
Pepper Construction Drug and Alcohol Policy.
Each subcontractor agrees to immediately
remove from the job site, any of their employees
who violate this policy (including employees of
their second tier subcontractors).
All illegal and unauthorized substances, drugs,
look-alike drugs, synthetic drugs, alcoholic
beverages and drug paraphernalia are strictly
prohibited on Pepper Construction jobsites.
Personnel, subcontractor employees and
suppliers found to be using or in possession of,
or concealing of any of the above items, will not
be allowed on the jobsite. Any employee of the
subcontractor suspected to be under the influence
of drugs or alcohol will be referred to their
supervisor to determine their compliance to this
Drug & Alcohol Policy and further disposition of
the employee. All employees, their vehicles and
personal property are subject to search and
inspection, upon entering or departing a Pepper
Construction job site.
Pepper Construction has adopted a “Zero
Tolerance” policy regarding drug or alcohol
usage. Drug or alcohol use during the work
shift, including breaks and lunch, is prohibited.
PERSONAL ENTERTAINMENT DEVICES
Elevated noise levels create unsafe conditions so
controlling unnecessary noise is critical.
Therefore, electronic entertainment devices are
prohibited in the job site work area. Radios are
permitted in the site trailer or office, primarily to
assist in identifying emergency situations such as
weather and security alerts. Devices will be
confiscated and returned to their owner at the
end of the work shift. Repeat violations of this
policy will result in the appropriate discipline, up
to and including removal from the jobsite.
CLOTHING
Jewelry of any kind is strongly discouraged
on the job site.
VIOLATIONS
If unsafe conditions, practices or procedures are
observed, the subcontractor supervisor will be
requested to correct the situation. Failure to
adequately correct the condition or refusal to
comply or enforce the requirements referenced in
this handbook may result in:
a. removal from the jobsite of involved
employees.
b. removal from the jobsite of all
subcontractor’s employees.
c. denial of future bid opportunities with
Pepper Construction.
If an unsafe condition is deemed life-threatening,
the employee will be removed from the project.
CONTRABAND & FIREARMS
Contraband, stolen property, firearms, weapons,
explosives and any other hazardous substances
are strictly prohibited on any Pepper
Construction jobsite. Persons or employees
found to be using, in possession of or concealing
any of the above unauthorized items will be
permanently removed from the jobsite.
INSURANCE REQUIREMENTS
Subcontractors may not start their work until a
valid Certificate of Insurance is on file with
Pepper Construction and provided to the Pepper
site Superintendent. This includes a copy being
provided to the Pepper Construction site
Superintendent. This certificate ensures
protection of all those involved, primarily the
employee.
CONFINED SPACE
Appropriate clothing must be worn at all times.
Construction safety shoes are required for any
person entering a Pepper Construction job site.
Loose clothing, shorts, athletic shoes or shirts
Work which involves confined space entry must
be reviewed on a site specific plan. Entry is
prohibited unless an Entry Supervisor and an

permanent building power. An Assured
Grounding Program is strongly recommended,
in addition to the use of GFCIs. The requirement
for this program is left to the discretion of the
Pepper Construction site Superintendent.
CRANES
Areas within the swing radius of all cranes must
be barricaded to prevent employees or other
persons from being struck by, or caught in, the
counterweight assembly. It is strictly
prohibited for personnel to ride the load or
the headache ball.
Safety latches are required on all crane hooks.
Cranes may not be operated within ten feet of
energized electrical transmission or power lines.
A positive locking device (anti two block) must
be installed and functioning, if crane is equipped
with such device.
Personnel are strictly forbidden from riding on
material hoisting equipment at any time!
TEMPORARY ELECTRICAL
INSTALLATION
Temporary electrical power, such as receptacle
and lighting wire, may not be installed on Pepper
Construction sites as open conductors. Open
conductors are copper conductors covered with
one layer of insulating material. Temporary
electrical service conductors, unless installed in
metallic raceways, must utilize flexible cords
and cables which carry the trade name
“HARD SERVICE” or “JUNIOR HARD
SERVICE”, as defined in the 2002 edition of
the NEC/Article 400/Table 400.4. Acceptable
cord designations include:
Type Letter S (and their derivatives)
designated “HARD” or “EXTRA
HARD” use.
MATERIAL HANDLING FOR
MULTI-STORY STRUCTURES
The practice of swinging or pulling a suspended
load into a building by any method is strictly
prohibited. This practice places employees,
equipment and the structure at substantial and
unnecessary risk.
This operation must be analyzed in the sitespecific safety plan. The subcontractor could be
contractually required to hoist their own
material. Proper loading systems including, but
not limited to:
a. material/man hoists
b. platform lifts
c. crane/landing platform or lookout
If guardrails are removed on landing platforms,
lookouts or hoists, personal fall protection must
be provided for exposed employees.
Additionally, flagging must be installed to warn
of fall hazard or unprotected edge condition.
ENERGIZED SOURCES
ELECTRICAL SAFETY
As stated in OSHA Subpart K, guarding of
energized parts must be provided by either the
permanent, or an acceptable temporary, cover.
Non-conductive material is acceptable for
temporary covers. Cardboard is not an
acceptable temporary cover. All temporary
covers must have a positive fastening device to
secure it to the panel.
Magnetic temporary covers may only be used
during the work shift for guarding while the
personnel responsible for the open panel are
required to leave the “immediate” area.
Magnetic covers may not be used overnight or if
tradesmen will not be present for the next shift.
It is acceptable to leave a panel open if the area
that contains the panel is secured or isolated per
the requirements of OSHA 1926.403 (i)(2).
ELECTRICAL EQUIPMENT
ENVIRONMENTAL
Subcontractors are responsible for maintenance
of their extension cords, electrical tools and
equipment. Defective extension cords and
equipment shall be removed from service
immediately. OSHA requires daily inspection of
extension cords, tool cords and equipment cords.
This inspection must include ground plugs,
insulation and exposed conductors. All persons
must use GFCIs at all times, even if using
Respiratory hazards, environmental concerns and
the handling of materials that may present acute
or chronic health hazards must be addressed in a
site specific safety plan. Material Safety Data
Sheets (MSDS) are to be supplied by each
contractor and will be kept on file in the Pepper
Field Office.

utilities, the SUBCONTRACTOR must consult
with the Pepper Construction site Superintendent
about alternative action plans.
EXCAVATIONS
If a subcontractor-controlled employee is
involved in the creation of, or working in, any
trench or excavation, that subcontractor must
provide an on-site COMPETENT PERSON.
For the purposes of Subpart P, the competent
person must have certification of task specific
training in excavations and trenches. This
documentation must be provided to the Pepper
Construction site Superintendent.
Whenever an excavation or trench is required by
the subcontractor, it is their responsibility to
contact JULIE or DIGGER (or other “One Call
Locate” service. Work may not start until these
dig numbers have been submitted to the Pepper
Construction site Superintendent and the
schedule of excavation approved. In the event
underground utilities have been identified within
30’ of intended excavation, the PCC Critical Dig
protocol will be implemented.
FALL PROTECTION
A fall protection program is designed to prevent
employees from suffering an injury due to a fall
from an elevation. Due to the extreme severity
of fall related injuries, subcontractors must
exercise every precaution required.
The use of fall protection systems and equipment
is required an all Pepper Construction jobsites.
Any employee found to be in violation of Pepper
Construction’s Fall Protection requirements is
subject to immediate removal from the jobsite.
A “Fall Protection System” is defined as some
engineered, physical means or methods that are
designed to eliminate a fall exposure to
employees. Under OSHA 1926 Subpart M, it is
required to provide “Guard Rail Systems, Safety
Net Systems or Personal Fall Arrest Systems”.
Excavations must be barricaded in order to
protect pedestrian and vehicular traffic from
entering. Spoils must be piled a minimum of
two (2) feet away from the edge of the
excavation or trench.
The excavation must be sloped or benched per
OSHA standards, shored and/or safeguarded
through the use of a trench box or other
engineered earth retention device(s) when
excavation reaches five (5) feet or greater in
depth. Protection against cave-in at a depth of
less than five (5) feet may be required if the
COMPETETENT PERSON determines that soil
or other conditions warrant such protection.
General Requirement:
Fall protection is required whenever
employees are exposed to falls of six (6) feet or
greater.
OSHA Subpart M states that there may be work
activities which qualify for an exception to the
six (6) foot rule; however it continues to state,
“there is a presumption that it is feasible and will
not create a greater danger to implement at least
one of the above referenced systems.” Pepper
Construction supports this presumption of
feasibility and any exception must have the
approval of the Pepper Construction
Safety Department and site Superintendent. It
has been demonstrated that effective fall
protection can be provided for many concrete
leading edge operations, pre-cast plank and
double-T erection and many low sloped (4 in 12
or less) roofing operations. It is required that the
appropriate fall protection systems be provided.
This must be addressed in the Site Specific
Safety Plan which each subcontractor is
contractually required to provide to Pepper
Construction.
When performing roofing work, any employee
engaged in the installation of sheet metal
materials, including but not limited to flashing,
coping caps, etc., must use an acceptable means
of fall protection.
Other trade tasks unrelated to roofing work being
performed on low-sloped roofs must implement
Check all excavation walls before entering a
trench or excavation after heavy rains and during
a thaw cycle. Inspect and check shoring systems
integrity, provide an adequate means of egress or
access from the excavation. Stairways, ladders
or ramps must be provided for this purpose,
located a maximum of twenty five (25) feet apart
whenever the excavation depth is four (4) feet or
greater. Observe all applicable guidelines for the
use of extension ladders or job-made gang
ladders.
UTILITIES
Equipment operators and truck drivers must not
to operate closer than the recommended
distances from overhead or underground
electrical wires. If work is required near these

a “Controlled Access Zone.” This must be
created with flagging or barricades, established a
minimum of fifteen (15) feet from unprotected
sides or edges. A flagged or barricaded path
must be established and maintained from the
point of access to the controlled access zone.
Any employee outside the controlled access zone
must utilize an acceptable means of fall
protection.
A controlled access zone (CAZ) may be
established and used by the masonry contractor
performing the work, only after the masonry
contractor has determined that the use of fall
protection systems such as guardrails, personal
fall arrest systems, safety nets, etc. are not
possible, as documented by the masonry
contractor’s qualified and Competent Person.
This documentation (included in a Fall
Protection Plan) must be compiled and presented
to the assigned Pepper superintendent and the
Pepper Safety Department by the masonry
contractor prior to performing the work.
Review and acceptance of this plan will not
relieve the masonry contractor of its
responsibility to perform due to diligence in
determining what alternative systems be
available to provide full, positive fall protection
(in place of CAZ usage).
FLOOR OPENINGS &
PERIMETER PROTECTION
Guardrails are provided at the perimeter,
stairway openings and shaft openings. Smaller
floor openings are to be covered and secured.
This is to ensure the safety of all personnel on
the job site. If a subcontractor finds it necessary
to remove a guardrail or an opening cover, an
authorized Pepper Construction representative
must be notified and the removal and
replacement of the protective device is to be
coordinated with them. This procedure is critical
in assuring that these systems maintain their
required protective designs. Should a
subcontractor damage any protective system,
they must notify an authorized Pepper
Construction supervisor immediately.
Do not remove or repair these systems
without notifying Pepper Construction.
Whenever rails or covers are removed,
employees must be protected through the use of
appropriate fall protection systems.
Failure to replace protective systems may subject
the responsible employee to removal from the
jobsite. Further, failure to replace protective
system will result in Pepper Construction
performing this work and the cost for this
activity will not be negotiable, based on the
SUBCONTRACT AGREEMENT, with the
respective firm.
FIRE SAFETY
FLAMMABLE STORAGE
Gasoline and other flammables must be stored in
NFPA approved containers and the limits of
quantities stored must meet local, state and/or
federal regulations. Flammables must be stored
in properly labeled containers (HAZCOM
requirement).
FIRE PROTECTION
Smoking is strictly forbidden in areas where
flammables are stored or used and “NO
SMOKING” signs must be posted and obeyed.
Good housekeeping practices are the single most
important element of fire protection.
Combustible materials must be placed in trash
receptacles and removed from the building in a
timely fashion. Accumulation of trash will not
be tolerated.
When portable heaters are used, make certain
they are placed well away from combustible
materials.
When welding, cutting or using flammable
materials, it is the responsibility of the
subcontractor to provide adequate fire
extinguishers at the work area. A fire watch
shall be maintained whenever welding, cutting or
spark producing operations take place. A Pepper
Construction Burn Permit must be obtained prior
to work start. This Burn Permit must be signed
and completed by an authorized Pepper
Construction representative. The Pepper
MASONRY FALL PROTECTION
(OVERHAND OPERATIONS)
OSHA 1926.501(b)(9)(i) states that, “Except as
otherwise provided in paragraph (b) of this
section, each employee performing overhand
bricklaying and related work six (6) feet (1.8m)
or more above lower levels, shall be protected
from falling by guardrail systems , safety net
systems, personal fall arrest systems, or shall
work in a controlled access zone.

Construction site Superintendent may designate
an authorized person for this purpose. All
guidelines contained within that burn permit
must be followed.
Fire extinguishers are not to be tampered with,
removed from their assigned locations (except
for emergency use) or vandalized. If discharged
for any reason, the fire extinguisher must be
replaced or recharged immediately.
LIQUIFIED PETROLEUM GAS
(L-P GAS)
Storage of L-P Gas within buildings is strictly
prohibited. L-P Gas containers, when in use,
must stand on a substantially level, firm surface
and secured in an upright position to prohibit
falling, tipping or toppling of containers.
Heating equipment must be located at least 6 feet
from L-P Gas containers and the heat directed
away from the containers.
HAND & POWER TOOLS
Craftsmen will not be issued defective or
severely worn hand or power tools. Handles,
heads, cutting edges and bodies shall be
inspected daily and immediately removed from
service if found defective or inoperable.
POWDER ACTUATED TOOLS
Only employees who have been trained in the
operation of the particular tool in use shall be
allowed to operate that tool. Powder actuated
boosters shall not be left in the tool when it is not
in use. Boosters shall be stored properly to
prevent inadvertent detonation. Unspent or
misfired booster must be disposed of properly.
Follow manufacturer’s guidelines for safe
disposal. Eye and face protection (safety glasses
and face shield) along with hearing protection
shall be used when operating any powder
actuated tool.
HAZARD COMMUNICATION
In accordance with Pepper Construction’s
Hazard Communication Program, all hazardous
material containers must be properly labeled.
Every SUBCONTRACTOR must supply a
MSDS to the Pepper Construction site
Superintendent at least seven (7) days prior to
introducing a hazardous material to the jobsite.
A list of the hazardous materials used on the
jobsite by the SUBCONTRACTOR, will be
maintained in the SUBCONTRACTOR’S file.
An additional set will be maintained in the
Pepper Construction’s site Superintendent’s job
files.
The SUBCONTRACTOR must maintain their
written HAZCOM Program at the jobsite, along
with the training program utilized for their
employees. Revision to this program must be
provided when requested by the Pepper
Construction site Superintendent or Safety
Department.
The MSDS must be maintained on the job site.
A copy of the Pepper Construction HAZCOM
Program may be obtained from the Pepper
Construction Safety Director’s office located at
643 N. Orleans St., Chicago, IL 60610, upon
written request.
HOUSEKEEPING
Subcontractors are responsible for housekeeping
procedures in their respective work areas. Clear
aisles must always be maintained through the
work area to assure a means of emergency egress
and the accessibility for emergency or rescue
services.
Refuse and scrap material should not be allowed
to accumulate, particularly when they interfere
with work flow and/or create fire hazards.
Subcontractors failure to maintain their work
areas as required or directed will result in Pepper
Construction performing this clean up. The cost
for this activity will not be negotiable, based on
our SUBCONTRACT AGREEMENT with the
respective firm.
Pepper Construction is committed to a clean
jobsite. Regular housekeeping by each
subcontractor is essential for maintaining a safe
job site. Each subcontractor will keep their work
areas clean and orderly.
INFECTION CONTROL
Prior to work in any Healthcare facility, an ICRA
(Infection Control Risk Assessment) must be
performed in conjunction with the facilities
Infection Control Dept. Traditionally every
healthcare facility has a strict protocol in place
for their program. The project team must be in
complete compliance at all times with this
protocol.

their engines during the refueling process. Fire
extinguishers must be readily available during
refueling, located within twenty five (25) feet.
Only authorized persons, licensed and certified
as required by local, state or federal mandates,
shall operate machinery, equipment, tools or
vehicles.
A flag person must be used to direct the backing
up of a vehicle in any congested or noisy area.
Any flag person exposed to vehicular traffic
must be properly trained and certified for this
task and must always wear a reflective vest.
ILSM PROGRAMS
Prior to work in any Healthcare facility, an
Interim Life Safety Measures plan must be
assembled. This plan sets forth specific action
items that assures means of notification of
emergency, emergency access and egress and
provides for the maintaining of all Life Safety
devices within the facility.
LADDERS
PERSONAL PROTECTIVE
EQUIPMENT
All ladders must be used in strict accordance
with the manufacturers and ANSI requirements.
Whether using portable, fixed or job-made
ladders, proper safety precautions must always
be followed. Employees must always ascend or
descend a ladder with three (3) points of contact.
Ladders brought onto a Pepper Construction job
site must be in good condition and be inspected
daily. Broken or damaged ladders will be
removed from service immediately and
destroyed.
Approved hard hats must be worn on the job site
at all times. Subcontractors are not allowed to
work without hard hats. Subcontractors are
responsible for providing their employees with
all necessary PPE, including hard hats. Pepper
Construction will not provide loaner hard
hats to subcontractor’s employees.
Appropriate hearing protection must be utilized
for the anticipated volume levels encountered.
The use of some types of respirators requires a
medical examination and documented fit testing.
Documentation must be provided to Pepper
Construction and kept on file. Review these
requirements prior to issuing respirators to
employees. The use of eye protection (ANSI
Z87.1 rated) is required at all times.
Additionally, face shields must be worn during
the use of chop saws, partner saws or grinders.
Metal or metal alloy ladders are not
permitted on Pepper Construction jobsites.
Extension ladders cannot be separated for use as
single units. Extension or straight single ladders
must be properly secured at the top and if
possible, the bottom. A minimum of thirty six
(36) inches is required above the top access point
of an extension or straight ladder.
Documentation of ladder safety training must be
provided at the request of the Pepper
Construction site Superintendent.
PRE-CAST ERECTION
Prior to erection of pre-cast panels or plank, a
Pre-cast Erection Safety Plan must be completed
by the project team. Immediately prior to
erection beginning, an orientation meeting will
be held at the job site. Attendance of all
craftsmen involved in the process is mandatory.
MEDICAL FACILITIES
First Aid supplies are available in the Pepper
Construction site Superintendent’s trailer or job
office. Emergency telephone numbers are also
posted at this location. The emergency numbers
will include a nearby medical facility. Every
subcontractor must provide a First Aid kit in
their job site office or gang box and provide at
least one trained responder, qualified to
administer care to injured workers.
SCAFFOLDING
Per OSHA requirements, any employee that
uses, erects or dismantles a scaffolding system
must be trained in this task. Subcontractor
documentation of this training must be provided
to Pepper Construction upon request.
The footings for scaffolding must be rigid, sound
and capable of carrying the load without
settlement or displacement. Unstable objects
MOTORIZED EQUIPMENT
All motorized equipment must have a back-up
alarm installed and operating. This includes skid
steer equipment. All equipment must shut down

such as barrels, boxes, loose brick, concrete
blocks or pieces of scrap lumber shall not be
used to support scaffolding. Mudsills, base
plates and leveling jacks must be used.
Standard scaffolding shall have guardrails (top
and mid rails) whenever the work platform is
located at six (6) feet or greater above lower
level.
If X-brace pivot point is greater than thirty eight
(38) inches but less than forty eight (48) inches
above work platform, only a mid-rail is required.
If X-brace pivot point is greater than twenty (20)
inches but less than thirty (30) inches above the
work platform, only a top rail is required.
All other scaffolding situations require guardrails
per OSHA standards. All scaffolding that is less
than forty five (45) inches wide must have
guardrails whenever the work platform is at forty
eight (48) inches or greater above lower level,
including Perry and Baker-type scaffolds.
Toe boards are required to provide for falling
object protection, unless the area below is
barricaded and be considered a limited access
zone.
Work platforms must be fully planked, except
during the erection and dismantling process. At
that time, two planks or an eighteen (18) inch
wide (minimum) work platform will be
provided. Planks must be scaffold grade or
documentation provided substantiating that plank
material to be of equal or greater strength. This
includes planking used by concrete contractors.
All planking of work platforms must be
overlapped a minimum of twelve (12) inches or
secured from movement through the use of
cleats. Scaffold planks shall extend over their
end supports not less than six (6) inches or more
than twelve (12) inches. Planks must be
inspected before each use and cracked or
damaged planks must be removed from service
prior to use.
An access ladder or equivalent device, to allow
safe access, must be provided for all scaffolding.
All diagonal bracing must be in place and secure.
Braces do not take the place of mid and top rails
(except as noted above.)
The scaffold system must be tied to and securely
braced against the structure per the minimum
requirements of the OSHA standard. If the
scaffolding system is to be enclosed for wind or
weather protection, it must be designed by a
competent person to withstand the additional
loads.
SELF-PROPELLED MOBILE
SCAFFOLDS
Training, inspection procedures, maintenance
and operation of self-propelled mobile scaffolds
must comply with the manufacturers’
requirements and documentation. This
documentation must be provided when requested
by the Pepper Construction Safety Department or
site Superintendent.
Outriggers or stabilizers must be used as
required by the manufacturer, guardrails in place

All casters must be provided with a positive
locking device to prevent scaffold from rolling.
Platforms will be tightly planked for their full
width. The floor or work surface must be free
from voids, holes or obstructions.
Guardrails must be installed at all open sides on
all scaffolds, when the work platform is six (6)
feet or more above the ground or floor.
Scaffolds that measure forty five (45) inches or
less in width must have guardrails when the
work platform is four (4) feet or more above the
ground or floor, when feasible. Baker and Perrytype scaffolds are included in this classification.
The height of rolling scaffolds must not exceed
four (4) times the shortest base dimension.

The roof iron or hooks shall be of proper size,
design and material. Installation must be secure
and anchored properly under the supervision of a
trained, competent person. Tiebacks of ¾”
manila rope (or its equivalent), shall serve as a

angles to the face of the structure and secured to
a structurally sound element of the building.
All employees must be trained in the hazards
associated with suspended scaffolding, as well as
the controls necessary to eliminate each hazard.

PART 1 GENERAL

System Description
This document describes the product and execution requirements relating to additions made
to the existing conference room at the COLLEGE OF DUPAGE.
1-2.0
Scope of Work
1-2.1 General Requirements
Beginning installation means contractor accepts existing conditions.
It is the contractor responsibility to survey the site and include all necessary costs to perform
the installation as specified. This includes any modifications required to route and conceal
distribution wiring.
Contractor shall furnish all required installation tools to facilitate cable pulling without
damage to the cable jacket. Such equipment is to include, but not limited to, sheaves,
winches, cable reels, cable reel jacks, duct entrance tunnels, pulling tension gauge and
similar devices. All equipment shall be of substantial construction to allow steady progress
once pulling has begun. Makeshift devices, which may move or wear in a manner to pose a
hazard to the cable, shall not be used.
The contractor will be responsible for identifying and reporting to the college any existing
damage to walls, flooring, tiles and furnishings in the work area prior to start of work. All
damage to interior spaces caused by the installation of cable, raceway or other hardware
must be repaired by the contractor. Repairs must match preexisting color and finish of
walls, floors and ceilings. Any contractor damaged ceiling tiles are to be replaced to match
color, size, style and texture.
Bidders should assume that all installation work including cable placement, termination and
testing shall be performed between the hours of 8:00 a.m. to 5:00 p.m. Monday through
Friday unless stated otherwise in the bid.
Qualified personnel utilizing state-of-the-art equipment and techniques shall complete all
installation work.
The Cable system will be tested upon completion of the installation as defined in the section
below.

Product selection, installation plans and termination layouts must be reviewed and approved
by the college or their agent prior to construction. The review does not exempt the
Contractor from meeting any of the requirements stated in this document.
Coring Flooring
The College of DuPage will be responsible for the coring of the floor where necessary.

Work Sequence
Installation by the contractor shall be sequenced to accommodate the College of DuPage
scheduling requirements.
The contractor shall coordinate all work with the site coordinator(s).
1-4.0
Submittals
The Bidder shall include WITH THE BID, manufacturer’s data & manufacturer's installation
instructions covering all products proposed indicating construction, materials and ratings.
The above shall be submitted to the college representative. Work shall not proceed without
approval of the submitted items.
If the successful bidder wishes to substitute another manufacturer and/or catalog number, the
following information shall be submitted to the college:
• A complete description of the material which the contractor proposes to substitute
and reason for substitution.
• Submit a two-foot section of cable(s) of the type(s) to be sent to the site for final
approval by the college. This two-foot section shall have the manufacturer's cable
markings visible. Upon request, samples from every reel sent to the site shall be
provided.
• Upon request, submit a full mockup of the proposed cable, information outlet and
Jack configuration for each of the installation environments described below.
The successful bidder must receive approval from the College of DuPage on all substitutions
of material. No substituted materials shall be installed except by written approval from the
college.

National Fire Protection Association, State and Local Electrical Codes and present
manufacturing standards.

no published standards for a particular item, then other national independent testing

Delivery, Storage and Handling
All cables parts and items needed for installation must be delivered to the contractor site, not
the College of DuPage.
For purposes of the bid, it is to be assumed that the college will provide no storage.
Cable and equipment shall be stored according to manufacturer's recommendations. All
storage shall be at the contractor's expense.
Tools, materials and equipment shall be confined to area designated by the college. The
contractor shall clean up and dispose of all debris and rubbish resulting from work on a
daily basis.

General
Cables shall be Underwriters Laboratory (UL) listed, comply with Article 800
(Communications Circuits) of the National Electrical Code and shall meet the
specifications of NEMA (low loss), UL 444, and ICEA.
All cables shall meet CMP (Plenum) rating and be suitable for installation in the
environments defined including free-air, in conduit, in cable tray and in modular furniture.
Cable shall be packaged in a way that minimizes tangling and kinking of the cable during
installation.
The contractor is responsible for verifying cable requirements and lengths prior to
construction. The contractor is responsible to supply the proper length cable to perform the
installation as specified. All cables must be continuous and splice free. All cables must be
labeled at both ends.
The Bidder is responsible for verifying the availability of riser access between floors.
Cables shall be labeled at both ends. Must be machine generated labels, No hand written
labels will be accepted.
The installation of surface mounted outlets and surface mounted cable is anticipated at some

The contractor shall provide surface raceway when needed as part of this bid.
The installation of surface mounted outlets and surface mounted station cable is anticipated
at some locations where solid walls inhibit the installation of cable behind the wall.
Nonmetallic surface raceway shall be used - no exposed cable shall be permitted. The
location of raceway must be approved by College of DuPage representatives and out of the
user’s way.
The surface raceway shall have a screw applied base and have a snap on cover. The use of
double-sided tape to anchor the raceways will not be permitted.
Both the base and cover shall be manufactured of rigid PVC compounds and be suitable for
painting.
The raceway shall be of a color fitting the decor of the area and be paintable (by others).
Approval of samples by the College of DuPage representative prior to installation is
required. All fittings including, but not limited to, extension boxes, elbows, tees, fixture
boxes and fittings shall match the color of the raceway.
The raceway must be UL Listed and exhibit nonflammable self-extinguishing characteristics,
tested to specifications of the UL94V-0.
Raceway shall be sized to accommodate a 50% increase in the number of cables initially
installed while maintaining a fill (ratio of cable area vs. raceway area) no greater than 60%.
The non-metallic raceway shall be PANDUIT Pan-way L Series or its equivalent.

Video Projector Screen
Screen to have a painted white 22-gauge octagonal steel case with flat back design with
baked enamel finish and fitted with end caps concealing roller ends with integral bearing
surface to support roller and integral brackets for wall mounting by means of slotted screw
holes and ceiling mounting by means of powder coated hanger rings. Bottom of fabric shall
be mounted into a metal strip in a tubular steel slat finished in baked enamel. Ends of slat
shall be protected by plastic caps. Plated steel slat pull shall be attached to slat with screws.
To have Glass Beaded, Matte White, High Contrast Matte White, High Power or Video
Spectra® 1.5 surface with masking borders standard on flame retardant and mildew
resistant seamless fabric. Fabric shall be mounted into a metal strip in a metal Camlock
roller system without tape, glue, staples or cords so that fabric may be easily replaced yet
cannot be pulled from roller. Screen should be a Matte White finish. Da-Lite Model B

3-1.1
PART 3 – INSTALLATION
Overview
The college has in place state of the art classrooms and a cabling system that are supportive
of the mission to provide high quality voice, high speed data, video and multimedia
services to the College of DuPage campus. The requirements for installation of cabling and
equipment are very stringent to support these goals. This section supplements the
"Product" specifications in the preceding section of the document.
The installation shall follow recognized industry recommendations including those defined
by the:

3-1.2 Cable Pathways
The Bidder is responsible for verifying the availability of riser access between floors. All
new riser holes shall be fitted with sleeves. All riser holes used for the installation, both
new and existing, shall be firestopped upon completion of cable installation. The location
of raceway must be approved by College of DuPage representatives and out of the user’s
way.
3-2.0
Cable Installation
3-2.1 General
All cables, termination components and support hardware shall be furnished, tested, installed
and wired by the Contractor. All cables must be labeled at both ends.
ALL labeling shall be machine generated (Brady, Panduit, etc.) in black ink on white
background tags and be permanent. NO HAND WRITTEN LABELS WILL BE
PERMITTED.
During pulling operation an adequate number of workers shall be present to allow cable
observation at all points of duct entry and exit as well as the feed cable and operate pulling
machinery.
Cable pulling shall be done in accordance with cable manufacturer's recommendations and
ANSI/IEEE C2 standards. Recommended pulling tensions shall not be exceeded.
Manufacturers minimum bend radius specifications shall followed in handling, installation
and securing of all cables. Any cable bent or kinked to radius less than recommended
dimension shall not be installed.

All cables shall be installed splice-free.
Cable sheaths shall be protected from damage from sharp edges during and after installation.
Where a cable passes over a sharp edge, a bushing or grommet shall be used to protect
the cable.
All cable shall be free of tension at both ends. In cases where the cable must bear some
stress, Kellom grips may be used to spread the strain over a longer length of cable.
Ventilation of buildings on the Naperville Campus may include both ducted and ceilingplenum air return. The contractor is responsible for verifying cabling requirements prior to
construction to insure that the installation is compliant with all code restrictions.
All openings made to accommodate the installation of any cable shall be sleeved and
firestopped per prevailing code requirements upon completion of cable installation.
Slack cable shall be left in each station capable to allow for repair and/or future
rearrangements without re-cabling. These "service loops" shall be secured at the last cable
support (e.g. Bridal Ring) before the cable leaves the ceiling and shall be coiled from
100% to 200% of the cable recommended minimum bend radius. Slack lengths are as
follows:
• A coil of 6 feet in each cable shall be placed in the ceiling at the last support
before the cables enter a fishable wall, conduit, surface raceway or box.
• At any location where cables are installed into movable partition walls or modular
furniture via a service Pole, approximately 15-feet of slack shall be left at each
station.
To reduce or eliminate EMI, the following minimum distances shall be adhered to. In
particular, regard must be paid to the routing of cable and avoidance of potentially
disruptive sources of electrical noise such as motors and fluorescent lighting. The
contractor shall notify the College if installation conditions inhibit these guidelines.
Five (5) inches from power lines of 2kVa.
Thirty (30) inches from high voltage lighting (including fluorescent).
Thirty-nine (39) inches from power lines of 5kVa or greater.
Thirty-nine (39) inches from transformers and motors.
Care should be taken in the use of cable ties to secure and anchor the station cabling. Ties
should not be over tightened as to compress the cable jacket. No sharp burrs should remain
where excess length of the cable tie has been cut.
Cables shall be suitable for installation "free-air" in College of DuPage building risers, above
drop ceilings, in cable tray or in duct. No cables are to be left lying on top of the drop
ceiling.
No cabling shall be left exposed.

Cabling from the Ceiling to the projector shall be enclosed in expandable sleeving. At the
end of the sleeving where the cables connect to the projector the sleeving should be tucked
into itself to for a professional look.
A stainless steel wall plate with a round cable feed opening that has a rubber grommet shall
be installed in the ceiling tile where the cables come through from the projector.
3-3.0
Surface Raceway
Where the walls cannot be fished, the cabling serving these outlets shall be covered with
raceways. No exposed wire shall be permitted within offices, laboratories, conference
rooms, classrooms, etc.
The base and cover of the raceway shall be of PVC have a screw applied base and have a
snap on cover. Both the base and cover shall be manufactured of rigid natural PVC
compounds. The raceway must be UL Listed and exhibit nonflammable selfextinguishing characteristics.
The raceway shall originate from a surface mounted outlet box, have a screw applied base
and terminate above the ceiling. A fitting designed for the raceway shall be used to conceal
the ceiling penetration.
Surface mounting of an outlet intended for flush-mount installation shall be preceded by the
installation of a surface Box ("Back-box") onto which the outlet frame is mounted.
The contractor shall be responsible for all penetrations required accommodating the raceway
in making any transitions between office areas and hallways or other common areas
through which the raceway may be routed. All cut molding sections shall be patched and
painted upon completion of the raceway installation.
All cuts and penetrations must be patched and painted. Upon completion of installation,
raceways must be cleaned of all fingerprints, soil, etc.

Cable wiring
General
The contractor is responsible for verifying cable requirements and lengths prior to
construction. The contractor is responsible to supply the proper length cable to
perform the installation as specified. All cables must be continuous and splice free.

Wall plates shall be securely mounted and level.
Cables shall be labeled at both ends. Must be machine generated labels, No hand written
labels will be accepted.
Subsurface routing of cables inside "fishable" walls is preferred. Where this cannot be
accommodated, cable shall be routed via surface raceway, coring the floor or as directed by
COD. Raceway should be of adequate dimensions to allow for installation of the cable in
compliance with the manufacturers specification including bend radius, crush and tensile
limits. Exposed surface raceway should be paintable and fit the decor of the space.
3-6.0
Projector
The projector shall be mounted to the ceiling at a distance based on screen size following
the manufactures recommended distance table in the installation manual.
Projector shall be mounted to the ceiling using the ceiling-mounting bracket supplied by
the College. The mount shall be mounted using threaded rod, unistrut and threaded pipe
connected to the deck or beams above the ceiling. Mount is not to be supported by the drop
in ceiling tiles and grid.
Make sure that the supporting surface will safely support the combined load of the
equipment and all attached hardware and components.
A stainless steel wall plate with a round cable feed opening that has a rubber grommet shall
be installed in the ceiling tile where the cables come through from the projector

Ceiling Mounted Speaker
An Anchor speaker with mounting hardware will be provide by the College. Speaker shall
be fastened to the ceiling grid with the provided mounting hardware.

Projector screen installation.
The projector screen location will be provided by the College Of DuPage personnel. It
should be mounted using a Da-Lite mounting bracket to the wall flush with the ceiling.
Toggle bolt must be used and not wall mollies.

Projector wall brackets
Da-Lite No. 6 and No. 11 non-adjustable wall brackets and No. 23 adjustable extension
wall brackets are to be used. The screen should be free to swing forward and back and
not be anchored rigidly.
Testing and Acceptance
Upon completion of installation work, the contractor shall visually inspect all cabling and
terminations to insure that they are complete and conform to the requirements defined
herein.
Contractor shall conduct acceptance testing according to a schedule coordinated with the
College. Representatives of the college may be in attendance to witness the test
procedures. The contractor shall offer adequate advance notice to the college as to allow
for such participation.
The contractor is responsible for supplying all test equipment and personnel to conduct
acceptance test.
If any link is found to be outside the specification defined herein, that cable and the
associated terminations (if applicable) shall be replaced at the expense of the contractor.
The applicable tests shall then be repeated.
Should it be determined by the college that the materials or any portion thereof furnished and
installed fail to comply with the specifications defined herein, these materials and the
related installation shall be rejected and replaced by the contractor. All work disturbed by
changes necessitated in consequence of said defects or imperfections shall be made good at
the contractor's expense. All replaced components shall be re-tested.
Contractor shall fill out and return the COD testing form for each installation. It shall
include all Serial Numbers and COD Number of projectors installed. This is a second
check to make sure the proper projector was installed in that location. Form must be
completely filled out for the room to be accepted.

Installation by the contractor shall be sequenced to accommodate the College of DuPage
scheduling requirements.
The contractor shall coordinate all work with the site coordinator(s).
1-4.0
Submittals
The Bidder shall include, manufacturer’s data & manufacturer's installation instructions
covering all products proposed indicating construction, materials and ratings.
The above shall be submitted to the college representative. Work shall not proceed without
approval of the submitted items.
If the successful bidder wishes to substitute another manufacturer and/or catalog number, the
following information shall be submitted to the college:
• A complete description of the material which the contractor proposes to substitute
and reason for substitution.
• Submit a two-foot section of cable(s) of the type(s) to be sent to the site for final
approval by the college. This two-foot section shall have the manufacturer's cable
markings visible. Upon request, samples from every reel sent to the site shall be
provided.
• Upon request, submit a full mockup of the proposed cable, information outlet and
Jack configuration for each of the installation environments described below.
The successful bidder must receive approval from the College of DuPage on all substitutions
of material. No substituted materials shall be installed except by written approval from the
college.

Delivery, Storage and Handling
The contractor must deliver all materials to the site, per instructions elsewhere in the bid, and
not to the College of DuPage main campus.
For purposes of the bid, it is to be assumed that the college will provide no storage.
Cable and equipment shall be stored according to manufacturer's recommendation. All
storage shall be at the contractor's expense.
Tools, materials and equipment shall be confined to area designated by the college. The
contractor shall clean up and dispose of all debris and rubbish resulting from work on a
daily basis.

General
Cables shall be Underwriters Laboratory (UL) listed, comply with Article 800
(Communications Circuits) of the National Electrical Code and shall meet the
specifications of NEMA (low loss), UL 444, and ICEA.
Cable shall be packaged in a way that minimizes tangling and kinking of the cable during
installation.
The contractor is responsible for verifying cable requirements and lengths prior to
construction. The contractor is responsible to supply the proper length cable to perform the
installation as specified. All cables must be continuous and splice free. All cables must be
labeled at both ends.
The Bidder is responsible for verifying the availability of riser access between floors.
Cables shall be labeled at both ends. Must be machine generated labels, No hand written
labels will be accepted.
The installation of surface mounted outlets and surface mounted cable is anticipated at some
locations where solid walls inhibit the installation of cable behind the wall. Nonmetallic
surface raceway shall be used - no exposed cable shall be permitted.

Surface Raceway
The contractor shall provide surface raceway when needed as part of this bid.
The installation of surface mounted outlets and surface mounted station cable is anticipated
at some locations where solid walls inhibit the installation of cable behind the wall.
Nonmetallic surface raceway shall be used - no exposed cable shall be permitted. . The
location of raceway must be approved by College of DuPage representatives and out of the
user’s way.
The surface raceway shall have a screw applied base and have a snap on cover. The use of
double-sided tape to anchor the raceways will not be permitted.
Both the base and cover shall be manufactured of rigid PVC compounds and be suitable for
painting.
The raceway shall be of a color fitting the decor of the area and be paintable (by others).
Approval of samples by the College of DuPage representative prior to installation is
required. All fittings including, but not limited to, extension boxes, elbows, tees, fixture
boxes and fittings shall match the color of the raceway.
The raceway must be UL Listed and exhibit nonflammable self-extinguishing characteristics,
tested to specifications of the UL94V-0.

Raceway shall be sized to accommodate a 50% increase in the number of cables initially
installed while maintaining a fill (ratio of cable area vs. raceway area) no greater than 60%.

Ceiling Speakers.
The speaker is to be a high power, two-way ceiling speaker featuring an 8" metal back can
and a coaxial dual driver design with transformer and is designed for plenum installations
in large classrooms, lecture halls, and auditoriums. A 6.5" long-throw woofer coupled to a
1" pivoting titanium-coated dome tweeter delivers accurate voice and music reproduction,
as well as wide angle sound distribution. Special consideration is given to the crossover
from the woofer to the tweeter, providing a smooth transition from low to mid frequencies.
Voice reproduction from documentaries and live microphones is natural and clear

2.5.2 Video Projector Screen
Screen to have a painted white 22-gauge octagonal steel case with flat back design with
baked enamel finish and fitted with end caps concealing roller ends with integral bearing
surface to support roller and integral brackets for wall mounting by means of slotted screw
holes and ceiling mounting by means of powder coated hanger rings. Bottom of fabric shall
be mounted into a metal strip in a tubular steel slat finished in baked enamel. Ends of slat

Extron MediaLink Controller is an enhanced control panel for controlling A/V equipment in
any classroom or conference room. It standardizes the control interface for all systems,
making projection systems simple to use. Standardization also makes setup and
maintenance easier to support. The MLC 226 IP also includes IP Link® for Ethernet
control, monitoring, and asset management.
The flexible MLC 226 IP acts as an extended remote control panel. It is not a switcher;
instead, as a controller, it tells the projector when to switch between its various inputs.
Presenters with little or no training can walk into any multimedia classroom and operate the

2.8.1 8 input AV Switcher
The Extron IN1608 is an HDCP-compliant scaling presentation switcher with four HDMI inputs,
two universal analog video inputs, and dual HDMI outputs. Two Extron DTP 230 twisted pair
inputs and a DTP 230 output extend HDMI, audio, and bidirectional control signals to DTP 230
transmitters and receivers, each over a single CATx cable up to 230 feet (70 meters). The
IN1608 provides the convenience of supporting local and remote displays with fast and reliable
switching, and a high performance scaling engine that converts all HDMI and analog sources.
Selectable output resolutions are available up to 1920x1200, including 1080p and 2K. The
IN1608 also includes a host of audio switching and processing features, available power

PART 3 – INSTALLATION
3-1.1
Overview
The college has in place state of the art classrooms and a cabling system that are supportive
of the mission to provide high quality voice, high speed data, video and multimedia
services to the College of DuPage campus. The requirements for installation of cabling and
equipment are very stringent to support these goals. This section supplements the
"Product" specifications in the preceding section of the document.
The installation shall follow recognized industry recommendations including those defined
by the:

3-1.2 Cable Pathways
The Bidder is responsible for verifying the availability of riser access between floors. All
new riser holes shall be fitted with sleeves. All riser holes used for the installation, both
new and existing, shall be firestopped upon completion of cable installation. The location
of raceway must be approved by College of DuPage representatives and out of the user’s
way.
3-2.0
Cable Installation
3-2.1 General
All cables, termination components and support hardware shall be furnished, tested, installed
and wired by the Contractor. All cables must be labeled at both ends.
ALL labeling shall be machine generated (Brady, Panduit, etc.) in black ink on white
background tags and be permanent. NO HAND WRITTEN LABELS SHALL BE
ALLOWED.
During pulling operation an adequate number of workers shall be present to allow cable
observation at all points of duct entry and exit as well as the feed cable and operate pulling
machinery.
Cable pulling shall be done in accordance with cable manufacturer's recommendations and
ANSI/IEEE C2 standards. Recommended pulling tensions shall not be exceeded.
Manufacturers minimum bend radius specifications shall followed in handling, installation
and securing of all cables. Any cable bent or kinked to radius less than recommended
dimension shall not be installed.

All cables shall be installed splice-free.
Cable sheaths shall be protected from damage from sharp edges during and after installation.
Where a cable passes over a sharp edge, a bushing or grommet shall be used to protect
the cable.
All cable shall be free of tension at both ends. In cases where the cable must bear some
stress, Kellom grips may be used to spread the strain over a longer length of cable.
Ventilation on the Naperville Campus may include both ducted and ceiling-plenum air return
designs.
The contractor is responsible for verifying cabling requirements prior to construction to
insure that the installation is compliant with all code restrictions.
All openings made to accommodate the installation of any cable shall be sleeved and
firestopped per prevailing code requirements upon completion of cable installation.
Slack cable shall be left in each Station capable to allow for repair and/or future office
rearrangements without re-cabling. These "service loops" shall be secured at the last cable
support (e.g. Bridal Ring) before the cable leaves the ceiling and shall be coiled from
100% to 200% of the cable recommended minimum bend radius. Slack lengths are as
follows:
• A coil of 6 feet in each cable shall be placed in the ceiling at the last support
before the cables enter a fishable wall, conduit, surface raceway or box.
• At any location where cables are installed into movable partition walls or modular
furniture via a service Pole, approximately 15-feet of slack shall be left at each
station.
To reduce or eliminate EMI, the following minimum distances shall be adhered to. In
particular, regard must be paid to the routing of cable and avoidance of potentially
disruptive sources of electrical noise such as motors and fluorescent lighting. The
contractor shall notify the College if installation conditions inhibit these guidelines.
Five (5) inches from power lines of 2kVa.
Thirty (30) inches from high voltage lighting (including fluorescent).
Thirty-nine (39) inches from power lines of 5kVa or greater.
Thirty-nine (39) inches from transformers and motors.
Care should be taken in the use of cable ties to secure and anchor the station cabling. Ties
should not be over tightened as to compress the cable jacket. No sharp burrs should remain
where excess length of the cable tie has been cut.
Cables shall be suitable for installation "free-air" in College of DuPage building risers, above
drop ceilings, in cable tray or in duct. No cables are to be left lying on top of the drop
ceiling.

No cabling shall be left exposed.
Cabling from the ceiling to the projector shall be enclosed in expandable sleeving. At the end
of the sleeving where the cables connect to the projector the sleeving should be tucked into
itself to for a professional look.
A stainless steel wall plate with a round cable feed opening that has a rubber grommet shall
be installed in the ceiling tile where the cables come through from the projector.

Surface Raceway
Where the walls cannot be fished, the cabling serving these outlets shall be covered with
raceways. No exposed wire shall be permitted within offices, laboratories, conference
rooms, classrooms, etc.
The base and cover of the raceway shall be of PVC have a screw applied base and have a
snap on cover. Both the base and cover shall be manufactured of rigid natural PVC
compounds. The raceway must be UL Listed and exhibit nonflammable selfextinguishing characteristics.
The raceway shall originate from a surface mounted outlet box, have a screw applied base
and terminate above the ceiling. A fitting designed for the raceway shall be used to conceal
the ceiling penetration.
Surface mounting of an outlet intended for flush-mount installation shall be preceded by the
installation of a surface Box ("Back-box") onto which the outlet frame is mounted.
The contractor shall be responsible for all penetrations required accommodating the raceway
in making any transitions between office areas and hallways or other common areas
through which the raceway may be routed. All cut molding sections shall be patched and
painted upon completion of the raceway installation.
All cuts and penetrations must be patched and painted. Upon completion of installation,
raceways must be cleaned of all fingerprints, soil, etc.

Cable wiring
General
The contractor is responsible for verifying cable requirements and lengths prior to
construction. The contractor is responsible to supply the proper length cable to
perform the installation as specified. All cables must be continuous and splice free.
All cables must be labeled at both ends.
Wall plates shall be securely mounted and level.
All cables will have a 6’ coil of cable in the ceiling at the projector, a 6’ coil of cable above
the ceiling where it goes down the wall or power poll and a 6’ coil under the lectern from
where the cables enter the lectern.
Cables shall be labeled at both ends. Must be machine generated labels, No hand written
labels will be accepted.
Subsurface routing of cables inside "fishable" walls is preferred. Where this cannot be
accommodated, cable shall be routed via surface raceway, coring the floor or as directed by
COD. Raceway should be of adequate dimensions to allow for installation of the cable in
compliance with the manufacturers specification including bend radius, crush and tensile
limits. Exposed surface raceway should be paintable and fit the decor of the space.

Lectern installation
The lectern shall be wired up by the college. Leave Cat 6 cable coming into the lectern 6 ft
long whip. Audio shall also be 6 ft long whip where it enters the lectern.
Projector
The projector shall be mounted to the ceiling at a distance based on screen size following the
manufactures recommended distance table in the installation manual.
Projector shall be mounted to the ceiling using the ceiling-mounting bracket supplied by the
College. The mount shall be mounted using threaded rod, unistrut and threaded pipe
connected to the deck above or beams above the ceiling. Mount is not to be supported by
the drop in ceiling tiles or grid.
Make sure that the supporting surface will safely support the combined load of the equipment
and all attached hardware and components.
A stainless steel wall plate with a round cable feed opening that has a rubber grommet shall
be installed in the ceiling tile where the cables come through from the projector

Ceiling Mounted Speakers
The speakers shall be mounted on the ceiling to the left and right of the projector. Speakers
shall be fastened to the ceiling with the four locking arms and mounting hardware for in a
suspended T-bar ceiling.

Projector screen installation.
The projector screen location will be provided by the College Of DuPage personal. It should
be mounted using a Da-Lite mounting bracket to the wall flush with the ceiling. Toggle
bolt must be used and not wall mollies.
3-8.1
Projector wall brackets
Da-Lite No. 6 and No. 11 Non-adjustable wall brackets and No. 23 adjustable extension
wall brackets are to be used. The screen should be free to swing forward and back and
not be anchored rigidly.

Testing and Acceptance
Upon completion of installation work, the contractor shall visually inspect all cabling and
terminations to insure that they are complete and conform to the requirements defined
herein.
Contractor shall conduct acceptance testing according to a schedule coordinated with the
College. Representatives of the college may be in attendance to witness the test
procedures. The contractor shall offer adequate advance notice to the college as to allow
for such participation.
The contractor is responsible for supplying all test equipment and personnel to conduct
acceptance test.
If any link is found to be outside the specification defined herein, that cable and the
associated terminations (if applicable) shall be replaced at the expense of the contractor.
The applicable tests shall then be repeated.
Should it be determined by the college that the materials or any portion thereof furnished and
installed fail to comply with the specifications defined herein, these materials and the
related installation shall be rejected and replaced by the contractor. All work disturbed by
changes necessitated in consequence of said defects or imperfections shall be made good at
the contractor's expense. All replaced components shall be re-tested.
Contractor shall fill out and return the COD testing form for each installation. It shall
include all Serial Numbers and COD Number of projector installed. This is a second check
to make sure the proper projector was installed in that location. Form must be completely
filled out for the room to be accepted.

August 25, 2014
This addendum is issued to clarify the bid package for this project, as issued by this office on
August 25, 2014 and is now considered a part thereof. In accordance with the scope of work,
bidders are instructed to be advised of the following:
Item 1 – equipment specification change
Please replace: SI 3C LP Ceiling - 4" Back Can, Pair 42-103-13
With: SI 26CT Ceiling - 8" Back Can, Pair 42-070-03 throughout the specifications.
Total quantity of this item required remains the same.
Item 2 – question regarding alternate cable products
This question was received via email:
“I have a question concerning alternate cable products. In one section I saw that you need to provide
documentation with your response showing how your alternate equals or exceeds the specified product.
In another section I saw that you must provide a two foot section of any alternate cable. And in a third
section I thought I saw a statement that these are considered the COD standard which implies to
me alternates would not be accepted.”
ANSWER:
Alternate cables will be considered provided that the vendor proposes an alternate following the steps
outlined in the bid. This includes submitting documentation demonstrating how the alternate equals or
exceeds the specifications of the specified product and providing a sample of the substitute product.
Degradation of digital video signals is a major cause of system issues. Extron cable assemblies are
engineered to support the high resolution demands of digital video signals. Rise and fall times, signal
swing, and timing accuracy are all subject to degradation in digital signal transmission caused by cable
attenuation, cable capacitance, impedance mismatch, noise coupling, crosstalk, and so forth. Any
alternate cables must meet or exceed the specifications of the Extron cables. An acceptable alternative
is Crestron cabling.

Item 3 – question regarding insurance requirements
This question was received via email:
“I have copied a section from the bid under terms and condition. For the highlighted area our insurance
company takes this to mean. ‘If there was a catastrophic event that exceeded the insurance limits
specified in the bid, then the AV installation company would be liable for any amount exceeding the
insurance limits.’ If we are correct in our understanding. What happens to our bid response if the AV
installation company writes in an exception stating that once the insurance money runs out, there is no
additional recourse against the AV installation company?
VI) Terms and Conditions
 The insurance provisions of this Agreement shall not be construed as a limitation of the
responsibilities and liabilities pursuant to the terms and conditions of this Agreement, including
but not limited to liability for claims in excess of the insurance limits and coverage’s set forth
herein.”
ANSWER:
If the AV installation contractor includes an exception in its bid, they would be disqualified as nonresponsive.
Item 4 – clarification on box locations in classrooms
All classrooms on the lower level will have an empty box in the wall with (2) 1 ½” conduits (per detail 2
on E-501, detail 2a on E-501, and detail 3 on E-502). The black fabric cable sock for the AV cabling is by
AV installation contractor. All classrooms on the upper level will have an empty box in the floor with (2)
1 ½” conduits (per detail 1 on E-501 and detail 2 on E-502).
